Abstract

Das Buch bietet eine theoretische und praktische Einführung in einen besonderen Teil der Sozialen und der pädagogischen Arbeit mit Geflüchteten. Es werden unterschiedliche Konzeptionen, Formate und Praxen der Erstorientierung thematisiert. Ausgehend von den Ergebnissen des wissenschaftlich begleiteten Erstorientierungsprojekts HO:PE des Flüchtlingszentrums Hamburg werden Best-Practice-Ansätze für die sozialraumorientierte Soziale Arbeit und die Bildungsarbeit vorgestellt, die bei der zielorientierten und systematischen Erstorientierung Geflüchteter helfen. Die Bandbreite an Vorgehensweisen aus der Praxis deckt ein Kursangebot für Geflüchtete ebenso ab wie andere Formate, z.B. Informationsvorträge oder Fortbildungen für ehrenamtlich Engagierte. Die Leserinnen und Leser erhalten darüber hinaus theoretisch fundiertes Hintergrundwissen zu Erstorientierung und Empowerment von Geflüchteten sowie zu didaktischen und methodischen Grundlagen für die Bildungsarbeit. Ein besonderes Augenmerk wird zudem auf das Empowermentpotenzial der Erstorientierung, auf die Sozialraumaktivierung und die sozialraum- orientierte Soziale Arbeit im Rahmen von Erstorientierung gerichtet.; The book offers a theoretical and practical introduction to a particular part of the social and educational work with refugees. Different concepts, formats, and practices of first orientation are discussed. Based on the results of the scientifically accompanied initial orientation project HO:PE of the Refugee Centre Hamburg, best-practice approaches for social-space-oriented social work and educational work will be presented that help police with their goal-oriented and systematic initial orientation. The range of practical procedures covers a course offer for refugees as well as other formats, e.g. information lectures or training courses for volunteers. In addition, the readers receive theoretically sound background knowledge on the initial orientation and empowerment of refugees as well as on didactic and methodological basics for educational work. Special attention is also paid to the empowerment potential of initial orientation, to social space activation, and social space-oriented social work within the framework of initial orientation.

Abstract

Right to stay in the gastro-kitchen Migration policy regulations and working conditions of refugees with precarious residence permit status Asylum policy is labour market policy. Yet, the demarcation lines in migration policy between "refugees" and "labour migrants" fail to take this fact into account. It is therefore hardly surprising that this connection remains obscure both in the context of migration policy as well as in the research landscape. In contrast, this book focuses on the interactions between migration policy regulations and the working conditions of refugees with precarious residence permit status. For a start, that means opening the analytical view in the field of asylum policy negotiations to the dynamics of everyday struggles for rights and social participation in the case of Swiss gastronomic companies. Jacqueline Kalbermatter examines how social differentiations become apparent in the kitchen and in the labour process, and asks about their specific relation to the residence permit status and geographical origin of the workers. In the end, the conception of gastronomic companies as a place of ongoing negotiation processes of entrepreneurs and workers allows for a new perspective to be adopted. It reveals the entanglements and ambivalences between asylum policy and the regulation of labour force problems, which otherwise remain hidden.

Abstract

The armed conflict in Syria which began in 2011, caused one of the largest refugee movements in the context of collective violence and war since World War II. Those who fled during the complex, increasingly violent and militarized Syrian civil war – in total about half of the pre-conflict population – have predominantly looked for a place of refuge, security and participation chances in other regions within Syria or in neighboring countries. Relatively few people had the resources to migrate to comparatively distant countries (such as countries in the “European Union”). This sociological study focuses on the processes of “refuge migration” and the experiences of refugees who migrated in the context of the armed conflict in Syria via the Spanish-Moroccan border zone surrounding the enclaves of Ceuta and Melilla. Based on a combination of biographical and figurational approaches and the concept of belonging, I empirically reconstruct the migration, social situations and self-presentations of Syrian refugees in the Spanish-Moroccan border zone. My ethnographic research in the Spanish enclaves shows differences and similarities in the way Syrian refugees experience, deal with and present their social situation in these transit spaces of migration. A central finding of my study highlights that the refugees’ presentation of their life stories and their escape from violence are heavily overlaid by their present preoccupations in the refugee camp and the presentation of shared – or supposedly shared – experiences of fleeing from war. The focus of their biographical self-presentations lay on their precarious and heteronomous current situation and the presentation of a homogenizing we-image as “Syrian refugees”. These patterns of self-presentation obstructed speaking about their “individual” courses of flight from a war. This tended to cover up differences and social conflicts that existed in Syria before the war as well as diverging “individual” experiences of the war. Drawing on biographical case reconstructions, I contrast these findings by showing how war and armed conflict are processes of social transformation that have different meanings and different consequences for individuals and social collectives. The cases of a Syrian-Kurdish refugee, a Syrian-Algerian-Palestinian family and a Syrian-Turkmen married couple show how processes of “refugee migration” are interrelated with diverging life and collective histories. The interviewees’ experiences during the armed conflict, as well as the courses of “forced migration” are inherently related to changing positions within networks of interdependency. This explains why the conflict has very different consequences for the refugees’ present perspectives and constructions of belonging. My empirical results are discussed in the light of the state of the art in the field of refugee-studies and forced migration research. Drawing on perspectives from sociology and anthropology of violence and armed conflict, I conceptualize “refugee migration” as a certain type of migration: “Refugee migration” is a type of migration that is constituted in the context of social transformations and changes in the social order caused by, and causing, collective violence. Violence-based transformations are an integral part of the genesis and the overall trajectories of these processes of migration. These transformations affect social boundaries and figurations between individuals and groupings, constructions of belonging and patterns of biographical (re-)orientation. “Refugee migration” is not only a reaction to collective violence, but must be seen in its ongoing embeddedness in the dynamics of violence which structure the whole migration process.

Abstract

In der politischen Geschichte der Bundesrepublik Deutschland gilt der Asylkompromiss von 1992/93 als höchst kontroverse Entscheidung, die bis heute, rund 20 Jahre später, Auswirkungen auf die Asylmigration hat. In diesem Band analysieren Wissenschaftler das damalige Flüchtlingsgeschehen, die Interessen der politischen Akteure sowie die Europäisierung der Flüchtlingspolitik. Zeitzeugen aus der Politik und Journalisten diskutieren, inwieweit die angestrebten Ziele erreicht wurden oder ob sich die Kritik an der Entscheidung als gerechtfertigt erwiesen hat. Vertreter von Flüchtlingsorganisationen sowie des Bundesamtes für Migration und Flüchtlinge zeigen Perspektiven des Flüchtlingsschutzes auf.

Abstract

Europe is currently facing one of the biggest influx of refugees and displaced people since the end of the wars in the Balkans. At the same time, there has also been an increase in terroristic attacks in recent years. States seem to fear a correlation between these two developments, and refugees and asylum seekers are increasingly seen as risks to national security. This doctoral thesis contains a thorough analysis of those provisions of the EU Asylum Qualification Directive which aim to address these concerns, and allow for the exclusion of certain persons from international protection, the restriction of their status rights, or even the revocation or ending of protection. It argues that it is possible and imperative to uphold the standards of international refugee and human rights law even in the face of exacerbated security concerns of the Member States.
