Abstract

This volume contains the papers presented at the third biennial Information Systems Foundations (‘Theory, Representation and Reality’) Workshop, held at The Australian National University in Canberra from 27-28 September 2006. The focus of the workshop was, as for the others in the series, the foundations of Information Systems as an academic discipline. The particular emphasis was, as in past workshops, the adequacy and completeness of theoretical underpinnings and the research methods employed. At the same time the practical nature of the applications and phenomena with which the discipline deals were kept firmly in view. Accordingly, the papers in this volume range from the unashamedly theoretical n their focus (Designing for Mutability in Information Systems Artifacts; Towards a Unified Theory of Fit: Task, Technology and Individual) to the much more practically oriented (An Action-Centred Approach to Conceptualising Information Support for Routine Work). The contents of this volume will be of interest and relevance to academics and advanced students as well as thoughtful and reflective practitioners in the Information Systems field.

Abstract

China’s change to a new model of growth, now called the ‘new normal’, was always going to be hard. Events over the past year show how hard it is. The attempts to moderate the extremes of high investment and low consumption, the correction of overcapacity in the heavy industries that were the mainstays of the old model of growth, the hauling in of the immense debt hangover from the fiscal and monetary expansion that pulled China out of the Great Crash of 2008 would all have been hard at any time. They are harder when changes in economic policy and structure coincide with stagnation in global trade and rising protectionist sentiment in developed countries, extraordinarily rapid demographic change and recognition of the urgency of easing the environmental damage from the old model. China’s economy has slowed and there are worries that the authorities will not be able to contain the slowdown within preferred limits. This year’s Update explores the challenge of the slowdown in growth and the change in economic structure. Leading experts on China’s economy and environment review change within China’s new model of growth, and its interaction with ageing, environmental pressure, new patterns of urbanisation, and debt problems at different levels of government. It illuminates some new developments in China’s economy, including the transformational potential of internet banking, and the dynamics of financial market instability. China’s economic development since 1978 is full of exciting change, and this year’s China Update is again the way to know it as it is happening

Abstract

This volume presents papers from the fourth biennial Information Systems Foundation Workshop, held at The Australian National University in Canberra from 2–3 October, 2008. The focus of the workshop was, as for the others in the series, the foundations of Information Systems as an academic discipline. The emphasis in this workshop was on the movement known as ‘Design Science’ and its importance in practical disciplines such as Information Systems. The chapters in the volume provide a critical examination of current design science ideas, with the role of human creativity given special mention. The philosophical underpinnings of design science thinking are also examined. Practically, the volume shows how the design science approach can be used in academic research that leads to artefacts that add value for individuals, organizations and society.

Abstract

"The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors.&#xD;All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders.&#xD;The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe."

"Land Use in Australia: Past, Present and Future, is a compilation of invited chapters from Australia’s leading specialists in land use policy and planning and land management. Chapters present many widely recognised issues involved in Australia’s land use policy and planning, including limited understanding and poor awareness of:&#xD;the rich history of poor decisions on land use planning and management across different levels of government&#xD;the discontinuities between providers of national biophysical information&#xD;the tools, data and information to improve national land use decision-making outcomes&#xD;the poor synthesis and integration between science to policy to natural resource management and resource condition&#xD;the benefits of land use practitioners engaging in connection, cooperation, mutual inquiry and collective social learnings.&#xD;The aims of the book are threefold: 1) provide a review of the current status of land use policy and planning in Australia; 2) provide a resource to inform and influence the development of land use policy and planning; and 3) provide a sound contribution to Australia’s public–private land use debates in the future.&#xD;The audience for the book includes government and non-government land management agencies from state and national bodies, universities and researchers."

Abstract

In this evidence-based and closely argued work, Kathy MacDermott plots the changes in the culture of the Australian Public Service that have led many contemporary commentators to lament the purported loss of traditional public service values of impartiality, intellectual rigour and — most importantly — the willingness of public servants at all levels to offer frank and fearless advice to their superiors and their ministers. MacDermott brings to her analysis an insider’s sensibility and a thorough forensic analysis of the impact of some 20 years of relentless administrative ‘reform’ on the values and behaviour of the APS. Although this story has its beginnings in the Hawke-Keating eras, MacDermott convincingly argues that structural and cultural change compromising the integrity of the public service reached its apogee towards the end of the eleven years of the Howard government. This is a ‘must read’ for students of Australian political and administrative history. MacDermott offers cautionary observations that the new national government might do well to heed.
