Abstract

The author asks how far the extension of employer-supported childcare serves as a driver for higher maternal labor supply. She addresses this question by categorizing employer-supported childcare as an efficiency wage introduced by the employer to increase the working volume of mothers. Applying various impact evaluation techniques in an econometric analysis, the author concludes that the availability of employer-supported childcare has a positive impact on the length and working volume of mothers who return back to work after giving birth. Furthermore, the usage of employer-supported childcare by mothers with pre-school age children influences the amount of agreed and actual working hours positively.

Abstract

This open access book disseminates some of the results of the European H2020 AiRT Project (Technology transfer of RPAs for the creative industry). In particular, it presents findings related to mitigating safety and security concerns when civil drones are piloted by the service sector (mainly, the creative industry). European policies regarding drones generally focus on outdoor drones, but they are also used indoors. Moreover, a number of European countries have fragmented regulations on drone use, and as a result, European institutions are attempting address these issues. This work is based on a detailed study of the European policies, a comparative analysis of the regulation in various European countries, an analysis of the drone sector in Europe, and primary data from members of the creative industry. The authors created focus groups in Spain, the UK and Belgium in order to discuss with the creative industry the concerns on safety and security when using civil drones for their work. Based on these results, the book offers advice to the European industry, as well as new insights for academics and policymakers.

Abstract

This open access book discusses individual, collective, and institutional responsibilities with regard to vaccination from the perspective of philosophy and public health ethics. It addresses the issue of what it means for a collective to be morally responsible for the realisation of herd immunity and what the implications of collective responsibility are for individual and institutional responsibilities. The first chapter introduces some key concepts in the vaccination debate, such as ‘herd immunity’, ‘public goods’, and ‘vaccine refusal’; and explains why failure to vaccinate raises certain ethical issues. The second chapter analyses, from a philosophical perspective, the relationship between individual, collective, and institutional responsibilities with regard to the realisation of herd immunity. The third chapter is about the principle of least restrictive alternative in public health ethics and its implications for vaccination policies. Finally, the fourth chapter presents an ethical argument for unqualified compulsory vaccination, i.e. for compulsory vaccination that does not allow for any conscientious objection. The book would appeal both philosophers interested in public health ethics and the general public interested in the philosophical underpinning of different arguments about our moral obligations with regard to vaccination.

Abstract

"The health sector is a complex and dynamic conglomerate of services at local, regional and national levels. How to balance different considerations between new medical-professional knowledge, controlling expenses and local interests are among the permanent challenges facing political bodies when planning and structuring the services. The book is based upon institutionalist organisation theories, referring back to classic texts as well as present-day analyses. By taking a long-term perspective, and analysing one Norwegian county as a case study, the author addresses questions about how conflicts on hospital structure seemingly have been solved, and how the introduction of new management forms have changed the sector. One of the issues is how, in a 40 years’ perspective, different interest groups have seen their influence over health services and management forms have changed. In contrast to hypotheses that medical doctors would see their influence becoming reduced, the analyses show how medical actors, in an alliance with management consultants, have become more influential when innovations in health work and eventually organisation models are introduced. Regional political bodies and local community interests have lost much of their former role in restructuring processes. At the end of the book, the author makes some hypotheses about how health services will develop in the interface between ideas of a centralised, modern, high tech hospital model on one hand, and local and home based services on the other. These developments will in a nearby future most likely restructure the health sector once more. "

Abstract

This open access volume provides evidence-based knowledge on European solidarity and citizen responses in times of crisis. Does the crisis of European integration translate into a crisis of European solidarity, and if yes, what are the manifestations at the level of individual citizens? How strongly is solidarity rooted at the individual level, both in terms of attitudes and practices? And which driving factors and mechanisms contribute to the reproduction and/or corrosion of solidarity in times of crisis? Using findings from the EU Horizon 2020 funded research project “European paths to transnational solidarity at times of crisis: Conditions, forms, role-models and policy responses” (TransSOL), the books addresses these questions and provides cross-national comparisons of eight European countries – Denmark, France, Germany, Greece, Italy, Poland, Switzerland, and the UK. It will appeal to students, scholars and policymakers interested in the Eurocrisis, politics and sociology.

Abstract

This open access book addresses the current debate on extended working life policy by considering the influence of gender and health on the experiences of older workers. Bringing together an international team of scholars, it tackles issues as gender, health status and job/ occupational characteristics that structure the capacity and outcomes associated with working longer. The volume starts with an overview of the empirical and policy literature; continues with a discussion of the relevant theoretical perspectives; includes a section on available data and indicators; followed by 25 very concise and unique country reports that highlight the main extended working life (EWL) research findings and policy trajectories at the national level. It identifies future directions for research and addresses issues associated with effective policy-making. This volume fills an important gap in the knowledge of the consequences of EWL and it will be an invaluable source for both researchers and policy makers.

Abstract

Economists have had much to say about the impact of economic policies on growth, but little on their distributional consequences and poverty impact. The reorientation of development policy from structural adjustment to poverty reduction as the central objective thus called for new tools to examine distributional change. This book analyzes the poverty and distributional impact of policy changes and external shocks in three case studies from Latin America: Trade liberalization in Colombia and Brazil, and the gas boom in Bolivia. It uses an innovative approach that combines computable general equilibrium and microsimulation models. The country applications illustrate that distributional consequences depend very much on the nature of the shock or policy change as well as the characteristics of the country in question. The book issues a warning against policy prescriptions being based on oversimplifying assumptions and models.

Abstract

This open access book analyses intercultural dialogue as a concept, policy and ideal in European education policy documentation. The core European transnational organizatons – the Council of Europe and the European Union – have actively promoted policies to engender inclusive societies and respond to challenges that diversification may entail. Abstract

This open access book follows the idea that security policy must be based on strategic analysis. Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da’esh in Syria and Iraq, and terrorist threats reveal how events in many of the world’s flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. This is illustrated by tensions between population groups and the clashes over the Gülen schools after the failed putsch in Turkey on 15 July 2016 and over the constitutional referendum in that country. How do we ensure that any additional funds are not divided amongst the branches of the armed forces without any sense of strategic direction? What should a future-proof security policy that plots the course of defence policy entail? What strategic analyses should lie behind the political choices that are made? This book answers these questions and offers a comprehensive framework addressing among other things human security, national security and flow security.
