Abstract

The territorially sovereign nation-state – the globally dominant political formation of Western modernity – is in crisis. Though it is a highly heterogeneous assemblage, moulded by different histories involving myriad socio-cultural processes, its territorial integrity and sovereignty are always contingent and related to the distribution and organization of authority and power, and the state’s position within encompassing global dynamics.This volume attends to these contingencies as they are refracted by the communities and populations that are variously incorporated (in conformity or resistance) within their ordering processes. Withethnographically grounded analyses and thick description of locales as various as Russia, Lebanon and Indonesia, a vital conversation emerges about forms of state control under challenge or in transition.It is clear that the politico-social configurations of the state are still taking new directions, such as extremist populism and a general dissatisfaction with the corporatism of digital and technologicalrevolutions. These are symptoms of the dilemmas at the peripheries of capital growth coming home to roost at their centres. Such transformations demand the new forms of conceptualization that the anthropological approaches of the essays in this volume present.A fascinating and timely collection that dwells on the unsettled nature of contemporary relationships between ‘state’ and ‘society’. Abstract

Despite the potential of digital technologies to contribute to the enhancement of access to quality education and the development of lifelong learning competencies, many knowledge gaps remain in how, for whom and in what contexts digital technologies actually do contribute to improved, equitable educational outcomes. More research is needed that creates and tests ‘proven models’ of digital learning in Asian schools and deepens our understanding of the conditions that are necessary and sufficient for success. And this research needs to build on the research that has already been done in the region and worldwide. The primary aim of this book section is to provide snapshots of the current state in research and to identify and explain the research gaps and future directions of digital learning for development in Asian schools.

Abstract

This chapter provides a thorough investigation of the modes by which the sanitary administration coevolved coherently with and inseparably from the Spanish state’s modern transport-communication and economic-industrial infrastructures throughout the nineteenth century. It also investigates examines how quarantine institutions functioned as sanitary gateways or entry checkpoints at borders, physically marking and consolidating while protecting the national territorial space. The paper traces the ideas underpinning the configuration and development of the sanitary network on Spanish national territory, which occurred unevenly – with the most evolved parts depending on certain strategic ports and on links with the railway transport infrastructure that was still under construction. It also suggests that the gradual relaxation of quarantine in liberal Spain was periodically called into question by economic and political policies that defined the relation between the coastal and inland regions of the country.

Abstract

Solid-state lasers offer unique qualities in terms of flexibility, robustness, efficiency, and wavelength diversity. For these reasons, they are nowadays irreplaceable tools in many scientific and industrial applications. The engineering of new materials, the advances in photonics technologies, and the increasing demand for speed, cleanliness, and high-precision in industrial processes contribute to propel the research in this exciting and quickly developing field. Despite the impossibility to cover all the aspects of this very diversified topic in a single publication, this Special Issue "Solid State Lasers Materials, Technologies and Applications" offers an interesting insight into some of the latest developments in this field. Comprehensive review papers describe the state of the art of highly doped fiber lasers and amplifiers, deep-ultraviolet generation, and laser welding under vacuum with high-power lasers. Research articles present the latest results on picosecond pulse amplification, mid-infrared laser sources, parametric down-conversion modules, and coherent beam combining. Heavy-industry applications, such as laser welding and laser cladding, are also addressed.

Abstract

"Post-war expansion of the welfare state is one of the most central changes in Norwegian society today and is often a topic in public debate. When certain conceptions about the welfare state are developed and they are no longer based on systematic analyses but rather ideas and attitudes, they can turn into myths. However, to be termed myths requires documentation, and here social research plays an important role. This book rejects and elaborates central myths in the public debate about the welfare state. The book is structured as an anthology, written by six welfare sociologists at the University of Bergen. The first article introduces the history of The Myth of the Welfare State, a book published by Pax in 1970, then revised a few years later, and with a follow-up version in 1995, 25 years after that. The book became a flaming light within the social policy debate, because it criticized the welfare state for not solving the problem of poverty. Although this problem, relatively seen, is reduced, the following five articles show that, within the framework of the welfare state, there is room for new important critical discussions. One myth focuses on the idea that a combination of a comprehensive state and an active civil society with much voluntary work is not possible. Another concerns the idea that welfare results in dependency. A third is about the “Elder Boom”. A fourth concerns single mothers and assumes that these unlawfully try to get access to welfare. And finally, the last discusses the ideas that crime should result in punishment and “prison pain”. Together, the articles are a contribution to make the debate about the welfare state richer and more dynamic."

Abstract

The properties of atmospheric particles - often also termed aerosol - have been the subject of scientific studies for several decades because of their effects on air quality, health, visibility, propagation of electromagnetic radiation in the atmosphere, and climate. However, despite intense research efforts, several knowledge gaps remain to be filled; the reason being related also to the complexity of the physical and chemical characteristics of these particles and of their dynamic interactions with the surrounding environment. One of the frontier topics in this scientific endeavor is the subject of this special issue: the morphology and mixing of atmospheric aerosol at the single particle level.

Abstract

This book addresses the major theoretical and practical issues of the forms of citizenship and access to citizenship in different types of polity, and the specification and justification of rights of non-citizen immigrants as well as non-resident citizens. It also addresses the conditions under which norms governing citizenship can legitimately vary. The book discusses the principles of including all affected interests (AAI), all subject to coercion (ASC) and all citizenship stakeholders (ACS). They complement each other because they serve distinct purposes of democratic inclusion. The book proposes that democratic inclusion principles specify a relation between an individual or group that has an inclusion claim and a political community that aims to achieve democratic legitimacy for its political decisions and institutions. It contextualizes the principle of stakeholder inclusion, which provides the best answer to the question of democratic boundaries of membership, by applying it to polities of different types. The book distinguishes state, local and regional polities and argues that they differ in their membership character. It examines how a principle of stakeholder inclusion applies to polities of different types. The book illustrates the difference between consensual and automatic modes of inclusion by considering the contrast between birthright acquisition of citizenship, which is generally automatic, and naturalization, which requires an application.

Abstract

The freedom potential of modern societies, above all the justification of political authority, is today linked to a democratically constituted order. What is meant by the idea of being democratic seems, however, to be anything but clear. Is it only a question of representing the people through elections, ballots, and political parties, or does it include institutional culture, the division of powers, and the legal regime within a community? A "philosophy of the republic", as developed in this volume's contributions, shows that the current "dominance of the democratic" falls short of accounting for the independent significance to the republican self-organisation of state and society.
