Abstract

Why should people - and economies - save? This book on the savings problem in Latin America and the Caribbean suggests that, while saving to survive the bad times is important, saving to thrive in the good times is what really counts. People must save to invest in health and education, live productive and fulfilling lives, and make the most of their retirement years. Firms must save to grow their enterprises, employ more workers in better jobs, and produce quality goods. Governments must save to build the infrastructure required by a productive economy, provide quality services to their citizens, and assure their senior citizens a dignified, worry-free retirement. In short, countries must save not for the proverbial rainy day, but for a sunny day - a time when everyone can bask in the benefits of growth, prosperity, and well-being.

Abstract in English* The promise of America&#xD;Swiss foreign policy amidst the economic warfare of 1917-18&#xD;&#xD;The book tells the dramatic history of the final two years of World War I, during which Switzerland was in between the fronts of the world powers. The surrounding struggle for global domination caused serious difficulties for the small state. Cut off from important food imports, resulting from the indiscriminate German submarine warfare, it turned for help to the USA. The pleas of a high-ranking “Swiss Mission” sent across the Atlantic were heeded: The USA supplied the landlocked country with grain thus averting famine. While America thus boosted its reputation, the German empire became more of a threat. Agitation increased when German agents were convicted in spy scandals and trials of bombers in Zurich. Despite German propaganda, the German empire was unable to maintain its influence in Switzerland. German diplomats, as representatives of the unpopular old order, were expelled from Switzerland when the Central Powers collapsed in the fall of 1918. The USA under President Woodrow Wilson was, in contrast, enthusiastically celebrated. This study, just barely one hundred years later, enables a new view of one of the most animated periods in Swiss history, offering an opportunity to reflect on the relation of this small country to the rest of the world.

Abstract

The long-lived General José Norton de Matos (1867-1955) had his greatest success in the colonial issue, besides the ‘Miracle of Tancos’ and him running for President, in 1949. Indeed, his commission in India, where he was in charge of Land Surveying, his participation in the mission responsible for establishing the borders of Macao, and the offices of Governor-General and High Commissioner, in Angola, marked many years of activity overseas, after which he wrote doctrinal books and collaborated in newspapers and magazines. The aim of this study is to follow the colonial thinking of Norton de Matos, in order to integrate it into his time. Having dealt with the overseas issue during three political regimes, we shall assess his colonial thinking based on the main thrust of the Constitutional Monarchy, First Republic, and the dictatorial regime of Estado Novo. Therefore, it is important to establish the contact points between the three regimes and explain the ideas that permeated his views.

Seit der Jahrtausendwende gibt es auf der bundespolitischen Ebene in Deutschland ein eigens auf die Engagementförderung fokussiertes Politikfeld. Wie kam es dazu? Wer hat diesen Prozess forciert? Diesen Fragen geht Daniela Neumann durch eine Verknüpfung von Diskurs-, Hegemonie- und Gouvernementalitätstheorie auf den Grund. Anhand der Analyse politisch-medialer Diskurse legt sie den gesellschaftlichen Wandel im Umgang mit Freiwilligenarbeit seit den 1980er Jahren offen und beleuchtet die Deutungs- und Institutionalisierungskämpfe zwischen verschiedenen Interessengruppen. Es zeigt sich: Die Herausbildung einer staatlichen Engagementpolitik war keinesfalls zwangsläufig.

Abstract

Social and the ecological welfare should be taken as the main aim of all politics. This is the message of this book titled The Enchantment of Social Policy. Basic social security system needs to be rebuilt and grounded on the universal basic income that everyone can top up by participating to the society in different ways. Universal basic income can be seen as a mean to recognize all valuable participation to for example voluntary work or care of elderly people. In conditions of high unemployment, this kind of universalistic social security would weaken the nexus between employment and welfare. It would promote a society and culture that is less dependent on the exploitation of natural resources. This book describes building blocks that are needed to reconstitute the enchantment of social policy – the utopian that we should collectively pursue.

Abstract

Malawi is among the few countries in sub-Saharan Africa that has witnessed significant improvements in relation to meeting the Millennium Development Goal (MDG) targets. It exhibits some of the main challenges facing African democracies while they attempt to consolidate the benefits of democratisation. Political Transition and Inclusive Development in Malawi critically analyses opportunities and constraints related to the impact of democracy on development in one of the world’s poorest countries. The book explores how, and to what extent, processes related to democratic and economic governance can be strengthened in order to make political and administrative authorities more responsive to development needs. It also considers characteristics of successful implementation of public policy and the effective and timely delivery of basic services in local contexts; increased citizen participation and dialogue with local government authorities; factors that enable civil society organisations to hold political and administrative officials to account; and better utilisation of academic research for improved evidence-based policy formulation and implementation. Abstract

Today, sustainability of a healthy freshwater ecosystem and its associated ecosystem services are hot issues with ever-growing attention placed upon them. We are increasingly recognizing that they are crucial for the survival of the aquatic biota and human beings on our planet.The efficient monitoring of water resources is fundamental for effective management of water quality and aquatic ecosystems. The first stage in sustainable ecosystem management is the evaluation of the current status of target ecosystems. Traditionally, and even today, physico-chemical parameters have mainly been used to evaluate the quality of water resources. However, they have a large limit to grab the wholeness of water system, particularly in the sense of ecosystem health and integrity, for which ecological monitoring should be based on biological factors. Various approaches are applicable to ecosystem health assessment at different levels of the biological hierarchy, from genes to ecosystems.This Special Issue is designed to improve scientific understanding and strategies for sound aquatic ecosystem management and services for researchers, decision makers, and stakeholders.
