Abstract

Leading publishers and observers of the science publishing scene comment in essay form on key developments over the past century. The scale of the global research effort and its industrial organisation have resulted in substantial increases in the published volume, as well as new techniques for its handling. The former languages of science communication, like Latin and German, have given way to English. The domination of European science before WWII has been followed by large efforts in North America and the Far East. The roots of the National Library of Medicine lie in the US Army medical library, the US War effort gave rise to hypertext, and the US defense reaction to the Soviet Sputnik resulted in the Internet. The European invention of the Web has also changed the science publishing scene in the past five years. Some characteristic publishing enterprises, commercial and society owned, are described in a series of articles. These are followed by analysis of recent developments and possible changes to come. Functions of publishers, librarians and agents are brought into context. The future of publishing is currently being debated on open channels, while the historical dimension and professional input are sometimes lacking.

Abstract

"This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration. Since the 1950s, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisional and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration."

Abstract

Verantwoording is een maatschappelijk vraagstuk van de eerste orde, maar ook een bron van groeiende zorg en irritatie voor veel organisaties. In 2004 startten het ministerie van Financiën en het ministerie van Justitie een onderzoek naar de mogelijke toepassing van eXtensible Business Reporting Language (XBRL) als uniforme gegevensstandaard voor verantwoording. In 2006 lag er een architectuur voor Standard Business Reporting. In 2007 werden de eerste berichten in XBRL via een generieke voorziening succesvol bij de Belastingdienst en de Kamer van Koophandel afgeleverd. Eind 2009 werd er serieus ingezet op de grootschalige transitie van informatieketens. Sinds 2013 biedt Logius met Standard Business Reporting een werkende en efficiënte standaardoplossing voor massale verantwoording.De keten uitgedaagd - Besturen en verantwoorden in een wereld vol ICT beschrijft de weg die Standard Business Reporting heeft afgelegd van opgave tot oplossing.
