Abstract

This open access book disseminates some of the results of the European H2020 AiRT Project (Technology transfer of RPAs for the creative industry). In particular, it presents findings related to mitigating safety and security concerns when civil drones are piloted by the service sector (mainly, the creative industry). European policies regarding drones generally focus on outdoor drones, but they are also used indoors. Moreover, a number of European countries have fragmented regulations on drone use, and as a result, European institutions are attempting address these issues. This work is based on a detailed study of the European policies, a comparative analysis of the regulation in various European countries, an analysis of the drone sector in Europe, and primary data from members of the creative industry. The authors created focus groups in Spain, the UK and Belgium in order to discuss with the creative industry the concerns on safety and security when using civil drones for their work. Based on these results, the book offers advice to the European industry, as well as new insights for academics and policymakers.

Abstract

This open access book discusses individual, collective, and institutional responsibilities with regard to vaccination from the perspective of philosophy and public health ethics. It addresses the issue of what it means for a collective to be morally responsible for the realisation of herd immunity and what the implications of collective responsibility are for individual and institutional responsibilities. The first chapter introduces some key concepts in the vaccination debate, such as ‘herd immunity’, ‘public goods’, and ‘vaccine refusal’; and explains why failure to vaccinate raises certain ethical issues. The second chapter analyses, from a philosophical perspective, the relationship between individual, collective, and institutional responsibilities with regard to the realisation of herd immunity. The third chapter is about the principle of least restrictive alternative in public health ethics and its implications for vaccination policies. Finally, the fourth chapter presents an ethical argument for unqualified compulsory vaccination, i.e. for compulsory vaccination that does not allow for any conscientious objection. The book would appeal both philosophers interested in public health ethics and the general public interested in the philosophical underpinning of different arguments about our moral obligations with regard to vaccination.

Abstract

This open access book addresses the current debate on extended working life policy by considering the influence of gender and health on the experiences of older workers. Bringing together an international team of scholars, it tackles issues as gender, health status and job/ occupational characteristics that structure the capacity and outcomes associated with working longer. The volume starts with an overview of the empirical and policy literature; continues with a discussion of the relevant theoretical perspectives; includes a section on available data and indicators; followed by 25 very concise and unique country reports that highlight the main extended working life (EWL) research findings and policy trajectories at the national level. It identifies future directions for research and addresses issues associated with effective policy-making. This volume fills an important gap in the knowledge of the consequences of EWL and it will be an invaluable source for both researchers and policy makers.

Abstract

Romania is an active player in various international higher education areas, while undergoing a series of higher education reforms within its national framework. The Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania project was implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in the timeframe February 2012 – February 2014, being co-financed by the European Social Fund through the Operational Programme “Administrative Capacity Development”. The project aimed to increase the capacity of public administration for evidence-based policy making in the field of higher education, while focusing on good practices at international level and impact assessment. With the contribution of the national and international experts, the project has generated a number of analysis and studies on the existing higher education public policies (quality assurance, internationalisation, equity, data collection, the Bologna Process, financing of higher education). Based on the results of the project, the book will reunite a number of policy research articles which would tap into the innovative aspects of the project's activities and provide a concise overview of what good practices can be drawn from the empirical research conducted in this project. The book will therefore aim to improve the information on Romanian higher education reforms, as well as on the concrete evidence-based policy proposals which could be transformed into future policy solutions in the Romanian higher education system.

Abstract

This open access book analyses intercultural dialogue as a concept, policy and ideal in European education policy documentation. The core European transnational organizatons – the Council of Europe and the European Union – have actively promoted policies to engender inclusive societies and respond to challenges that diversification may entail. This book, in turn, offers suggestions for improving education policies in super-diversified Europe and beyond, where there is an increasing need for cultural understanding and constructive dialogue. The authors utilize concept analysis to reveal how these organizations seek to deal with dialogue between cultures, as well as weight given to cultural differences and intercultural encounters. Abstract

This open access book follows the idea that security policy must be based on strategic analysis. Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da’esh in Syria and Iraq, and terrorist threats reveal how events in many of the world’s flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. This is illustrated by tensions between population groups and the clashes over the Gülen schools after the failed putsch in Turkey on 15 July 2016 and over the constitutional referendum in that country. How do we ensure that any additional funds are not divided amongst the branches of the armed forces without any sense of strategic direction? What should a future-proof security policy that plots the course of defence policy entail? What strategic analyses should lie behind the political choices that are made? Abstract

This open access book introduces readers to the vision on future cities and urban lives in connection with “Society 5.0”, which was proposed in the 5th Basic Science and Technology Plan by Japan’s national government for a technology-based, human-centered society, emerging from the fourth industrial revolution. The respective chapters summarize the findings and suggestions of joint research projects conducted by H-UTokyo Lab.
