Abstract

Over the past decade, efforts been have intensified to establish a viable location for modern biotechnologies in the Hamburg region. The growing intensity of Hamburg's biotechnological support can be seen as a reflection on the drastic slump of newly founded biotechnology companies that took place in previous years. Numerous companies disappeared from the scene after a short period of time despite good concepts and good technologies. Against this background the lecture series "Strategies of Biotechnological Innovation" was held in the winter semester 2004/2005 at the Research Center for Biotechnology, Society and Environment (BIOGUM) of the University of Hamburg. Its aim was to examine the possibilities, problems and limitations of innovation management from different perspectives. The texts of this volume are based on lectures given by the contributors in the context of this lecture series.

Abstract

The Cult of the Market: Economic Fundamentalism and its Discontents disputes the practical value of the shallow, all-encompassing, dogmatic, economic fundamentalism espoused by policy elites in recent public policy debates, along with their gross simplifications and sacred rules. Economics cannot provide a convincing overarching theory of government action or of social action more generally. Furthermore, mainstream economics fails to get to grips with the economic system as it actually operates. It advocates a more overtly experimental, eclectic and pragmatic approach to policy development which takes more seriously the complex, interdependent, evolving nature of society and the economy. Importantly, it is an outlook that recognises the pervasive influence of asymmetries of wealth, power and information on bargaining power and prospects throughout society. The book advocates a major reform of the teaching of economics.

Abstract

This collection of papers is concerned with issues of policy development, practice, implementation and performance. It represents a range of views about diverse subjects by individuals who are, for the most part, in the public eye and who have the capacity to influence the shape and the reality of public policy. Each has a story to tell, with insights that can only be drawn by those working at the ‘sharp end’ of policy.

Abstract

The fortieth anniversary of the Strategic and Defence Studies Centre’s founding provided the opportunity to assemble many of Australia’s leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy. The unravelling of the consensus on the ‘defence of Australia’ policy means that we must again undertake a balanced, long-term assessment of the nature of Australia’s strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

Abstract

In this monograph, Jennifer Craik undertakes a critical and historical analysis of the main imperatives of arts and cultural policy in Australia. With forensic skill she examines the financial and policy instruments commonly relied upon in this much contested and diverse area of public policy. Craik uses her analysis of past and current policy responses as a platform for articulating future options. This is a valuable work for cultural professionals and administrators, art historians and, indeed, anyone with an abiding interest in the management of the nation’s cultural estate.

Together with the Institut für Friedensforschung und Sicherheitpolitik, IFSH), Prof. Ernst Ulrich von Weizsäcker, a son of the namesake of the ZNF, and Prof. Wolfgang Panofsky from Stanford, USA.With the founding of the Centre at the University of Hamburg, headed by Prof. Dr. Martin Kalinowski, scientific peace research has gained a unique institutional foothold in Germany. Together with the IFSH in Hamburg an inter- and multidisciplinary research network is being established which will open up new opportunities to explore the interaction of natural sciences, conflicts and international security against the background of the guiding principles of peace and sustainability and to integrate them into the training of natural scientists.

Abstract

Australia, Canada, and Ireland are all engaged in questions of multiculturalism and in the politics of recognition and reconciliation, the opportunities and pressures of geographic regionalism, shifts in political agendas associated with the impact of neo-liberalism, and moves to frame political agendas less at the macro-level of state intervention and more at the level of community partnership and empowerment. Analyzing issues ranging from urban planning and the provision of broadcasting services for minority languages, to principled debates over basic rights and entitlements, these essays offer penetrating summaries of each political culture while also prompting comparative reflection on the broad theme of "democracy and difference."

Abstract

This book breaks new ground in the way we think about international relations theory.Kees van der Pijl argues that by making the "nation-state" the focus of international relations, the discipline has become Euro-centric and a-historical. Theories of imperialism and historic civilisations, and their relation to world order, have been discarded. With more than half the world's population living in cities, with unprecedented levels of migration, global politics is present on every street corner. The "international" is no longer only a balance of power among states, but includes tribal relations making a comeback in various ways. Outlining a new approach to IR theory, the book makes a case for a re-reading of world history in terms of foreign relations, and shows what it reveals about both our past and our future.

Abstract
