En aquest volum del Grup d’Opinió de l’Observatori de Bioètica i Dret, coordinat per la Dra. María Casado i pel Dr. Antoni Vilà, s’analitzen els problemes bioètics específics que afronten les persones amb discapacitat, les quals pateixen un «dèficit de ciutadania» que sovint n’impedeix una plena participació en la vida social com a subjectes de ple dret i en igualtat de condicions. Per a analitzar la situació i presentar les propostes que han d’assegurar l’autonomia personal i la integració social d’aquestes persones, el Grup d’Opinió ha pres com a referència la Declaració Universal sobre Bioètica i Drets Humans de la Unesco (2005) i la Convenció sobre els drets de les persones amb discapacitat de l’ONU (2006), que coincideixen a tractar la discapacitat des de la perspectiva dels drets humans.

In der Tätigkeit jedes forschenden Arztes treffen der Schutz des einzelnen Patienten und das Interesse des Arztes aufeinander, Erkenntnisse aus der Behandlung für künftige Patienten zu gewinnen. Es besteht ein Spannungsverhältnis zwischen dem Schutz des einzelnen Patienten und dem Forschungsinteresse. Bei Notfallpatienten muss die unverzügliche Behandlung stets im Vordergrund stehen. Nur klinische Prüfungen an Notfallpatienten können aber den medizinischen Fortschritt bei der Behandlung solcher Patienten ermöglichen. Die vorliegende Arbeit untersucht, inwieweit klinische Prüfungen an Notfallpatienten zulässig sind. Ein Schwerpunkt liegt dabei in der für diese Prüfung zwingend notwendigen Abgrenzung zwischen individuellem Heilversuch, klinischen Prüfungen und nichtinterventionellen Prüfungen sowie zwischen eigennützigen und rein fremdnützigen Studien. Die Darstellung der Zulässigkeitsvoraussetzungen eigennütziger Studien an Notfallpatienten in allen Bereichen der Medizin erfolgt dabei anhand der jeweils einschlägigen Normen des Arzneimittelgesetzes, des Medizinproduktegesetzes, der Strahlen- und Röntgenschutzverordnung. Diese Normen werden auf ihre Vereinbarkeit mit dem Grundgesetz und mit den maßgeblichen europäischen Regelungen überprüft. Schließlich geht die vorliegende Arbeit noch auf die Frage ein, ob rein fremdnützige Studien an Notfallpatienten mit geltendem Recht de lege lata vereinbar sind bzw. de lege ferenda vereinbar sein könnten.

La Unesco propugna que la Declaración Universal sobre Bioética y Derechos Humanos puede y debe ser considerada como un marco de principios y pautas bioéticas que se deben aplicar, también, en el tratamiento de las cuestiones de la discapacidad. Este libro aporta claves que permiten a los estados y al resto de agentes implicados adoptar la perspectiva de la diversidad funcional y las capacidades diferenciadas que evite la exclusión, desde un enfoque basado en los derechos humanos.

Many parents fear the time when their beautiful happy children will become unmanageable adolescents continually engaging in risky or destructive behaviour. Unfortunately, this view of adolescents is the focus of the media, even though it relates to just a small proportion of young people.As the large amount of research we report shows, most adolescents are responsible young people who care about their families and crave the support of their parents. It is also true, however, as much research indicates, that the quality of the relationship parents have with their adolescents is crucial to the wellbeing of those young people. We discuss the need for parents to set reasonable limits on their adolescents and to expect appropriate behavior. We also show, on the basis of research, that children who have experienced positive, caring relationships with their parents are more likely than other adolescents to behave responsibly. In other words, behavior in adolescence does not ‘come out of nowhere’ but builds on earlier experiences in the family.Because of the large amount of research reported in this volume, we expect that it will be useful to practitioners from a range of professions that are likely to focus on adolescents: social workers, youth leaders, welfare workers, religious leaders, psychologists and psychiatrists and contribute to a better understanding of young people and their development, and the importance of families to that development.

We are not free from environmental risks that accompany the development of human societies. Modern economic development has accelerated environmental pollution, caused loss of natural habitats, and modified landscapes. These environmental changes have impacted natural systems: water and heat circulation, nutrient cycling, and biodiversity. These changes in natural systems degrade ecosystem services and subsequently increase environmental risks for humans. Environmental risks, therefore, are not only human health risks by pollution, climatic anomalies and natural disasters, but also degradation of ecosystem services on which most people are relying for their lives. We cannot entirely eliminate the risks, because it is not possible to attain zero impact on the environment, but we need to find a mechanism that minimizes environmental risks for human sustainably. This is the idea of the interdisciplinary framework of “environmental risk management” theory, which advocates harmony between economic development and environmental conservation. Based on this theory, the Sustainable Living with Environmental Risk (SLER) programme, adopted by the Japanese Ministry of Education (MEXT) as one of its strategic programmes, has been training graduate students at the Yokohama National University, Japan, from 2009 to 2013 to become future environmental leaders who will take the initiative in reducing the level of environmental risks and in protecting natural resources in the developing nations of Asia and Africa. This book provides students and teachers of this new academic field with a comprehensive coverage of case studies of environmental risks and their practical management technologies not only in Japan but also in developing nations in Asia and Africa.

A software-defined optical Tx is designed and demonstrated generating signals with various formats and pulse-shapes in real-time. Special pulse-shapes such as OFDM or Nyquist signaling were utilized resulting in a highly efficient usage of the available fiber channel bandwidth. This was achieved by parallel data processing with high-end FPGAs. Furthermore, highly efficient Rx algorithms for carrier and timing recovery as well as for polarization demultiplexing were developed and investigated.

In 2011, Professor Adrian J Bradbrook retired from a distinguished scholarly career spanning over forty years. During this time, he made a significant contribution to teaching and scholarship not only in property law — specifically to leasehold tenancies law and easements and restrictive covenants — but also to energy law, especially the emerging and growing field of solar energy.
