Abstract

In the history and folklore of Australia’s Commonwealth Public Service, the idea of the ‘Seven Dwarfs’ has been remarkably persistent. Originally a witty epithet applied to a powerful group of senior public servants, the term has come to represent the professionalisation of Australian government administration during the Second World War and post-war reconstruction era, and into the following two decades of expansion. This was a period when, for the first time, talented university graduates entered the public service, rose to senior levels, and exerted great influence over the affairs of the Commonwealth. With the secure tenure of being permanent heads of departments, they defined the age of the public service mandarin. This book explores the lives and influence of the Seven Dwarfs and their colleagues, bringing together the leading researchers on post-war Australian administration. Featuring four thematic chapters and ten biographical portraits, it offers a fascinating insight into the workings of the Commonwealth Public Service during a critical period in its history.

Du Moyen Age à aujourd’hui ce livre présente non pas un marché unique et omnipotent, mais des marchés : ceux de l’information, des capitaux, des produits et des services, de l’immobilier, de la terre et du travail. Ils sont vus comme des institutions concrètes et des espaces socio-économiques où s’affirment des pratiques de l’échange inégal, où s’expriment des hommes et des femmes pleins de projets comme d’inquiétudes et où se confrontent des manières de penser l’économie, la société, la culture. Le livre ne se borne donc pas à les prendre comme des mécanismes qui contribuent à coordonner les actions et les décisions d’agents en principe indépendants et qui donnent matière à conceptions intellectuelles et politiques. Il fait leur part respective aux marchés et aux biens publics. Pour comprendre l’émergence et les transformations des marchés dans le temps et l’espace, ce livre offre trois perspectives complémentaires. Les différentes échelles d’abord. Les places de marché, de la ville médiévale aux marchés financiers d’aujourd’hui. Les échanges entre marchés, depuis le colportage, les marchés et les foires locaux, le commerce intérieur jusqu’au commerce international, depuis la circulation des écrits jusqu’aux échanges numériques dématérialisés, de l’économie souterraine aux grands marchés continentaux. Abstract

Local communities have an important role in society. According to states legislature they execute local public policies. Those processes include local democracy, public administration, local economy and social entities. Also they combine public and private resources. All of these groups of factors have their own capacity. Capacity is their ability to achieve goals and consists from inside and outside factors. Capacity of local self-government is integrated capacity. It represents holistic capacity for those units. It tells us, whether they are capable of doing things they should do, according to social and political system and its demands. Local units have different level of capacity. With conceptual model and field research we tested our research hypothesis. Our hypothesis is that local self-government communities with higher capacity offer their residents broader local public services and goods. Also we studies influence of political stability and autonomy on capacity. On representative sample of municipalities in Republic of Slovenia we confirmed all ours research hypothesis. Conceptual model of capacity is a tool for analysing individual communities and for analysing the whole system of local-self government. Also many suggestions for improvement can be made.

Abstract

Entrepreneurship has a tremendous impact on the economic development of a country, so much that entrepreneurship is seen as a solution for the fast changing economic demands worldwide and has been recognized as a path to sustainable economic development. Despite recognition of entrepreneurship on the road to global economic development, a large body of research on the elements of entrepreneurship education remains unresolved. Are these behaviors inherent to human beings, their genetic code, their psychological traits, or can students, young children, and even adults, be taught how to become an entrepreneur? This book presents several chapters following different approaches to answer these questions. Researchers explore education programs in different countries, they show experiences in entrepreneurship education, explain how to teach entrepreneurial skills, cultural issues, and propose some orientations and reflections on entrepreneurship education.

Abstract

This study analyses the phenomenon of marriages between kin in the various relevant discursive and conceptual, legal and political, administrative and bureaucratic, familial and household-organizational, sociocultural and sociopolitical contexts. These were interwoven so as to lead all the way from villages and local parishes to the Roman Curia, and from widower’s households and local municipal offices to the Imperial Court Chancellery in Vienna. The focus on how kinship was administrated opens up an approach to processes by which the state and the church, as well as the state and the regions, were integrated during an era that, in this respect, would prove to be historically decisive.

Abstract

This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project.

Abstract

The Colonial Medical Service was the personnel section of the Colonial Service, employing the doctors who tended to the health of both the colonial staff and the local populations of the British Empire. Although the Service represented the pinnacle of an elite government agency, its reach in practice stretched far beyond the state, with the members of the African service collaborating, formally and informally, with a range of other non-governmental groups. This collection of essays on the Colonial Medical Service of Africa illustrates the diversity and active collaborations to be found in the untidy reality of government medical provision. The authors present important case studies covering former British colonial dependencies in Africa, including Kenya, Malawi, Nigeria, Tanzania, Uganda and Zanzibar. They reveal many new insights into the enactments of colonial policy and the ways in which colonial doctors negotiated the day-to-day reality during the height of imperial rule in Africa.
