Abstract

Abstract

"The Australian National University’s Strategic & Defence Studies Centre (SDSC) is Australia’s premier university-based strategic studies think tank. Fifty years after the Centre was founded in 1966, SDSC celebrated its continued research, publications, teaching and government advisory role with a two-day conference entitled ‘New Directions in Strategic Thinking 2.0’. The event saw the podium graced by many of the world’s premier thinkers in the strategic studies field. An evening between those tours to the lectern brought together academics, practitioners and other honoured guests at a commemorative dinner held beneath the widespread wings of the ‘G for George’ bomber in the Australian War Memorial—an event that included SDSC’s own Professor Desmond Ball AO making his last public appearance.
Since SDSC’s 25th anniversary, the world has seen the collapse of the Soviet Union and the end of the Cold War. Bipolarity gave way to the emergence of the United States as the world’s sole superpower, a status many now see as under threat. Both the nature of the threats and identity of individual competitors has changed in the interim quarter-century. Non-state actors are presenting rising challenges to national governments. Meanwhile, a diminished Russia and far more wealthy China seek to reassert themselves. Never before has the call for reasoned innovative security studies thinking been more pronounced. Rarely has a group so able to offer that thought come together as was the case in July 2016.

Abstract

Why do states block some foreign direct investment on national security grounds even when it originates from within their own security community? Government intervention into foreign takeovers of domestic companies is on the rise, and many observers find it surprising that states engage in such behavior not only against their strategic and military competitors, but also against their closest allies. Ashley Thomas Lenihan argues that such puzzling behavior can be explained by recognizing that states use intervention into cross-border mergers and acquisitions as a tool of statecraft to internally balance the economic and military power of other states through non-military means. This book tests this theory using quantitative and qualitative analysis of transactions in the United States, Russia, China, and fifteen European Union states.

Die Verabschiedung der UN-Konvention gegen transnationale organisierte Kriminalität im Jahr 2000 (UNTOC) führte zu einer zunehmenden Institutionalisierung des Politikfeldes Menschenhandelsbekämpfung durch zahlreiche nationale und internationale Akteure. Bärbel Heide Uhl untersucht die politischen und institutionellen Menschenhandelsdiskurse erstmals in einem Spannungsfeld: Wie konstituieren die als gegensätzlich wahrgenommenen politischen Konzepte des Menschenrechtsschutzes und der Sicherheitspolitik Maßnahmen gegen Menschenhandel? Eine kritische Rezeption von Menschenrechtstheorien und des Begriffs der Sicherheit zeigt sogar eine Komplizenschaft beider Konzepte auf, in Folge derer die politische und administrative Identität des "gehandelten Menschen" entsteht.

Abstract

This book seeks to pose and explore a question that sheds light on the contested but largely cooperative nature of Arctic governance in the post-Cold War period: how does power matter – and how has it mattered – in shaping cross-border cooperation and diplomacy in the Arctic? Each chapter functions as a window through which power relations in the Arctic are explored. Issues include how representing the Arctic region matters for securing preferred outcomes, how circumpolar cooperation is marked by regional hierarchies and how Arctic governance has become a global social site in its own right, replete with disciplining norms for steering diplomatic behaviour. This book draws upon Russia’s role in the Arctic Council as an extended case study and examines how Arctic cross-border governance can be understood as a site of competition over the exercise of authority.

Wir leben in einer verflochtenen und dennoch geteilten Welt: Asymmetrien, Grenzziehungen und Politiken der Differenz bringen gleichzeitig die Trennlinien und den gemeinsamen Kontext für globales Zusammenleben hervor. Diese Ambivalenz schlägt sich auch in der deutschen Auswärtigen Kulturpolitik nieder, die sich ursprünglich an den Ordnungen des Nationalen orientiert hat, seit der Jahrtausendwende aber zunehmend auch geopolitische Bruchlinien und Konflikte als ihre Arbeitsfelder begreift. Basierend auf Feldforschungen in Berlin, Ramallah, Sarajevo, Tel Aviv und Jerusalem zeichnet Jens Adam Formierungs- und Übersetzungsprozesse einer neuen Policy nach.
