Abstract

Important policy problems rarely fit neatly within existing territorial boundaries. More difficult still, individual governments or government departments rarely enjoy the power, resources and governance structures required to respond effectively to policy challenges under their responsibility. These dilemmas impose the requirement to work with others from the public, private, non-governmental organisation (NGO) or community spheres, and across a range of administrative levels and sectors. But how? This book investigates the challenges—both conceptual and practical—of multi-level governance processes. It draws on a range of cases from Australian public policy, with comparisons to multi-level governance systems abroad, to understand factors behind the effective coordination and management of multi-level governance processes in different policy areas over the short and longer term. Issues such as accountability, politics and cultures of governance are investigated through policy areas including social, environmental and spatial planning policy. The authors of the volume are a range of academics and past public servants from different jurisdictions, which allows previously hidden stories and processes of multi-level governance in Australia across different periods of government to be revealed and analysed for the first time.

Abstract

Attending the World Economic Forum this past week, I was struck by two trends. The first was that brain research has emerged as a hot topic. Not only was brain science or brain health a new&#xD;theme at the meeting, research on the brain emerged in discussions about next generation&#xD;computing, global cooperation, and even models of economic development as well as being&#xD;linked to mental health or mindfulness. In a meeting frequented largely by economists&#xD;and business leaders, I was surprised by the number of non-scientists who have become&#xD;enchanted by brain science. Clearly this is the era of the brain, with mental health now part of a&#xD;much broader discussion.

Abstract

"The practice of sex-selective abortion is on the rise globally, stirring debates about gender inequality, medical ethics and reproductive autonomy. This book is the first ethnography to document practices of sex selection in Viet Nam. It shows how and why abortions are used to select the sex of children and how Vietnamese individuals and health professionals are implicated in this illicit and controversial practice. Telling the stories of women who have undergone sex-selective abortions, it traces their passage through sex determination and abortion decision-making phases, and investigates their experiences during and after their sex-selective abortions. It describes the turmoil experienced by individuals who undergo such abortions and explores their interactions with the spectrum of social actors and health institutions that facilitate practices of sex selection.&#xD;As the first ethnographic study on sex-selective abortions in Viet Nam, this book delves into socially sensitive terrain and sheds light on personally fraught individual experiences of reproductive agency. It documents societal responses to sex-selective abortions in Viet Nam and identifies gaps in the state’s capacity to regulate reproductive desire in a marketised economy. Abstract

"The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War.&#xD;The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country."

Abstract

Lange Zeit stellten die entkoppelten Direktzahlungen ein wichtiges Instrument zur Förderung der Landwirtschaft sowohl in den USA als auch in der EU dar. Ihre Abschaffung in den USA durch die Agrarreform von 2014 markierte den Bruch des bisherigen Trends zur Angleichung der Agrarpolitiken beider Akteure. Die vorliegende Arbeit erklärt mithilfe der Konvergenztheorie die Ursachen für die neu auftretenden Divergenzen. Es werden die Gründe für den Reformdruck in Bezug auf die Direktzahlungen identifiziert sowie die Gemeinsamkeiten und Unterschiede zwischen den USA und der EU herausgearbeitet und bewertet. Schließlich werden die Konvergenzmuster untersucht und der Konvergenzprozess erklärt. Der Analyse liegt ein umfassender Vergleich der jeweiligen Entwicklung der Direktzahlungen zugrunde, einschließlich ihrer Behandlung in der wissenschaftlichen Literatur auf beiden Seiten des Atlantiks.

Abstract

Citizen science, the active participation of the public in scientific research projects, is a rapidly expanding field in open science and open innovation. It provides an integrated model of public knowledge production and engagement with science. As a growing worldwide phenomenon, it is invigorated by evolving new technologies that connect people easily and effectively with the scientific community. Catalysed by citizens’ wishes to be actively involved in scientific processes, as a result of recent societal trends, it also offers contributions to the rise in tertiary education. In addition, citizen science provides a valuable tool for citizens to play a more active role in sustainable development.&#xD;&#xD;This book identifies and explains the role of citizen science within innovation in science and society, and as a vibrant and productive science-policy interface. The scope of this volume is global, geared towards identifying solutions and lessons to be applied across science, practice and policy. The chapters consider the role of citizen science in the context of the wider agenda of open science and open innovation, and discuss progress towards responsible research and innovation, two of the most critical aspects of science today.&#xD;

Abstract

We began this book with the aim of providing the first global and comparative perspective on energy vulnerability, in order to advance debates on the systemic&#xD;processes and conditions that (re)produce domestic energy deprivation. By bringing&#xD;together 13 chapters that cover 14 countries in total, the volume provides&#xD;the first instance where such divergent contexts are brought together to discuss&#xD;energy vulnerability in one common space. In this concluding discussion, we look&#xD;across the range of contributions and draw out some overarching lessons, policy&#xD;implications and future research directions.
