Abstract

The European Union started to coordinate and harmonise the asylum policies of their Member States in 1999 within a common ‘area of freedom, security and justice’, as stipulated by the Treaty of Amsterdam. However, the communitarisation of asylum policies by the EU has not met its main targets, despite the installation of the Common European Asylum System (CEAS) and several attempts to implement and improve these regulations and directives by means of legislative reforms, political programmes and administrative initiatives. Today, we are still far from a European-wide asylum regime that implements harmonised procedures, and grants equivalent protection titles across all Member States (Council of the European Union, 2016a). National asylum systems and recognition rates continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

Abstract

Margaret Thatcher was prime minister from 1979 to 1990, during which time her Conservative administration transformed the political landscape of Britain. Science Policy under Thatcher is the first book to examine systematically the interplay of science and government under her leadership. Thatcher was a working scientist before she became a professional politician, and she maintained a close watch on science matters as prime minister. Scientific knowledge and advice were important to many urgent issues of the 1980s, from late Cold War questions of defence to emerging environmental problems such as acid rain and climate change. Drawing on newly released primary sources, Jon Agar explores how Thatcher worked with and occasionally against the structures of scientific advice, as the scientific aspects of such issues were balanced or conflicted with other demands and values. To what extent, for example, was the freedom of the individual scientist to choose research projects balanced against the desire to secure more commercial applications? What was Thatcher’s stance towards European scientific collaboration and commitments? How did cuts in public expenditure affect the publicly funded research and teaching of universities? In weaving together numerous topics, including AIDS and bioethics, the nuclear industry and strategic defence, Agar adds to the picture we have of Thatcher and her radically Conservative agenda, and argues that the science policy devised under her leadership, not least in relation to industrial strategy, had a prolonged influence on the culture of British science.

Abstract

In diesem Open Access Buch wird in einer rekonstruktiven Vorgehensweise der Frage nachgegangen, inwiefern sich an Primarschulen kollektive/divergierende Orientierungen von Förderung und Selektion sowie dahinterliegende Bildungsgerechtigkeitskonzeptionen zeigen. Basierend auf einer sinngenetischen Typologie werden Vorstellungen gelungener Förderung und Selektion theoretischen Gerechtigkeitskonzeptionen gegenübergestellt. Die Analyse der Diskursverläufe zeigt, dass die Organisation eine sinngebende Struktur darstellt, wenn sich die Schulakteure aktiv in der Bearbeitung des Spannungsverhältnisses zwischen Bezugnahme zum Kontext sowie der innerorganisatorischen Ausgestaltung erleben.

Abstract

In recent years, scholars have focused more on the ""dark sides of leadership."" Both the negative and positive aspects of the relationship between leaders and followers are considered. But the relationship between leaders and followers is also influenced by the context in which the relationship occurs. Organizational aspects such as culture and structures are studied in relation to how negative leadership develops. Organizations, just like humans, are able to develop justifications for their actions, to self-aggrandize by claiming their exclusivity. In this book, the dark sides of organizational behaviors and leadership are considered from different aspects and contexts. The book contributes knowledge of how negative leadership develops, what part organizational structures play, and what the consequences are for the leader, the subordinates and the organization.

Abstract

Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle. This includes cases from several other countries around Europe as well as the United States.

Le New Public Management (NPM) est en passe de ne plus être revendiqué comme étendard des réformes administratives, c’est le constat mais il porte également l’espérance que vienne la fin du NPM au profit d’autres modèles d’inspiration de l’action publique. Par-delà les multiples définitions dont il a fait l’objet, le NMP renvoie à la volonté et à l’action de transposer les outils, modes de gestion et d’organisation du secteur privé vers le secteur public. Cet ouvrage est tout entier consacré aux problèmes que le NPM pose. Les contributions qu’il contient se répartissent en trois catégories : tout d’abord, des recherches qui circonscrivent le NPM en analysant son origine, son contenu et sa portée sur les administrations, en France, en Europe et dans le monde ; ensuite des recherches qui énoncent les vices dissimulés et les effets imprévus du NPM et, enfin, des travaux qui explorent les formes que prennent ou pourraient prendre l’action publique après le NPM.

Ce volume est le troisième d'une série d’ouvrages portant sur « Statuts, écritures et pratiques sociales dans les sociétés de la Méditerranée occidentale à la fin du Moyen Âge (xiie-xve siècle) », visant à étudier les statuts communaux dans une optique d’histoire sociale, non pas comme une source « normative » mais comme une source de la pratique, de leur matérialité et de leur forme d’écriture aux pratiques sociales en passant par les conditions de leur production et de conservation, leur inscription dans un paysage documentaire communal, leur structure et leur contenu. Cet ouvrage s’intéresse plus spécifiquement aux statuts « vus de l’intérieur », c’est-à-dire à l’analyse de leur organisation interne : la structure adoptée, le plan choisi et les thèmes abordés. L’éclairage porte sur les grandes villes de Toscane, de Romagne, d’Ombrie, de Vénétie ou du sud de la France (Marseille, Avignon), sur des communautés urbaines de dimension moyenne (Arezzo ou Bergame) et des petites villes : L’Aquila dans les Abruzzes, Ascoli, Cingoli, Matelica et Esanatoglia dans les Marches ou Libourne, Tarascon, Arles, Alès, Lunel ou Uzès dans la France méridionale. Les statuts et les coutumes présentent le plus souvent un découpage thématique et un classement en livres, rubriques et chapitres destinés à organiser la vie en commun de la population (institutions, justice, vie économique de la commune) et qui offrent un outil de gouvernement efficace à l’oligarchie urbaine.
