Abstract

In Australia and New Zealand, many public projects, programs and services perform well. But these cases are consistently underexposed and understudied. We cannot properly ‘see’—let alone recognise and explain—variations in government performance when media, political and academic discourses are saturated with accounts of their shortcomings and failures, but are next to silent on their achievements. Successful Public Policy: Lessons from Australia and New Zealand helps to turn that tide. It aims to reset the agenda for teaching, research and dialogue on public policy performance. This is done through a series of close-up, in-depth and carefully chosen case study accounts of the genesis and evolution of stand-out public policy achievements, across a range of sectors within Australia and New Zealand. Through these accounts, written by experts from both countries, we engage with the conceptual, methodological and theoretical challenges that have plagued extant research seeking to evaluate, explain and design successful public policy. Studies of public policy successes are rare—not just in Australia and New Zealand, but the world over. This book is embedded in a broader project exploring policy successes globally; its companion volume, Great Policy Successes (edited by Paul ‘t Hart and Mallory Compton), is published by Oxford University Press (2019).&#xD;

Abstract

"The Chinese Economic Transformation, the 19th volume in the China Update book series, provides an opportunity for young economists to share their views on various issues relating to the Chinese economic transformation. More than half of the contributors to this book are female scholars. Some of the contributors are rising stars in the studies of the Chinese economy and economic transition, and some only recently received their PhDs and are on their way to establishing themselves in the field of China studies. But they have one thing in common: to passionately observe, study and research what is going on in the Chinese economic transformation during the reform period; and, by so doing, make contributions to the policy debates on, and general understanding of, the Chinese economy.&#xD;The chapters in this volume include an in-depth probe into challenges in capital and credit allocation due to financial friction and policy distortions; investigating the causes of growth slow-down in China and suitable policy responses; the evolution of the household registration system and its impact on off-farm employment and the integration of rural and urban labour markets; the growth, scale and characteristics of nonstandard employment; the development of rural e-commerce and its economic impact; innovation performance of listed enterprises in China; financial services liberalisation and its impact on firms’ performance; financing support schemes for small and medium-sized enterprises (SMEs) and the effect on banks’ credit allocation to SMEs; the potential costs of US–China trade conflict and ways to mitigate them; gender income gap in China’s labour market; causes of blockage of Chinese overseas direct investment and strategies to reduce the probability of encountering obstacles; and the role of state capital in the iron ore boom in Australia.&#xD;The great variety of topics in this year’s Update allows readers to understand the current shape of the Chinese economy and to think deeply about policies and necessary reforms for future growth and development."&#xD;

Abstract

The European Union started to coordinate and harmonise the asylum policies of&#xD;their Member States in 1999 within a common ‘area of freedom, security and&#xD;justice’, as stipulated by the Treaty of Amsterdam. However, the communitarisation&#xD;of asylum policies by the EU has not met its main targets, despite the installation&#xD;of the Common European Asylum System (CEAS) and several attempts&#xD;to implement and improve these regulations and directives by means of legislative&#xD;reforms, political programmes and administrative initiatives. Today, we are&#xD;still far from a European-wide asylum regime that implements harmonised procedures,&#xD;and grants equivalent protection titles across all Member States (Council&#xD;of the European Union, 2016a). National asylum systems and recognition rates&#xD;continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

Abstract

Margaret Thatcher was prime minister from 1979 to 1990, during which time her Conservative administration transformed the political landscape of Britain. Science Policy under Thatcher is the first book to examine systematically the interplay of science and government under her leadership.&#xD;Thatcher was a working scientist before she became a professional politician, and she maintained a close watch on science matters as prime minister. Scientific knowledge and advice were important to many urgent issues of the 1980s, from late Cold War questions of defence to emerging environmental problems such as acid rain and climate change. Drawing on newly released primary sources, Jon Agar explores how Thatcher worked with and occasionally against the structures of scientific advice, as the scientific aspects of such issues were balanced or conflicted with other demands and values. To what extent, for example, was the freedom of the individual scientist to choose research projects balanced against the desire to secure more commercial applications? What was Thatcher’s stance towards European scientific collaboration and commitments? How did cuts in public expenditure affect the publicly funded research and teaching of universities?&#xD;In weaving together numerous topics, including AIDS and bioethics, the nuclear industry and strategic defence, Agar adds to the picture we have of Thatcher and her radically Conservative agenda, and argues that the science policy devised under her leadership, not least in relation to industrial strategy, had a prolonged influence on the culture of British science.&#xD;

Abstract

The application of the Common Fisheries Policy (CFP) in the Mediterranean and Black Sea faces several challenges also because of large ecological, economic, political and institutional differences across the basin. The challenge of CFP application is exacerbated by the legal/administrative situation, with large areas outside national/EU jurisdictions, by the different development of fisheries that result in fleet capacities highly different on opposite shores of some sub-basins, as well as by uneven monitoring and data availability across the basins that result in situations that hamper sustainable management. This book collates analyses related to the application of the principles included in the CFP in Mediterranean and Black Sea, including assessments of current status, scenario analyses, visions of best solutions, evaluation of critical hot spots and effects of regionalization of fisheries management. The eBook tackles from local to transboundary issues and solutions and provides a broad vision of problems together with important practical solutions for CFP application in the Mediterranean and Black Sea.

Abstract

The decades around 1800 constitute the seminal period of European nationalism. The linguistic corollary of this was the rise of standard language ideology, from Finland to Spain, and from Iceland to the Habsburg Empire. Amidst these international events, the case of Dutch in the Netherlands offers a unique example. After the rise of the ideology from the 1750s onwards, the new discourse of one language–one nation was swiftly transformed into concrete top-down policies aimed at the dissemination of the newly devised standard language across the entire population of the newly established Dutch nation-state. Thus, the Dutch case offers an exciting perspective on the concomitant rise of cultural nationalism, national language planning and standard language ideology. This study offers a comprehensive yet detailed analysis of these phenomena by focussing on the ideology underpinning the new language policy, the institutionalisation of this ideology in metalinguistic discourse, the implementation of the policy in education, and the effects of the policy on actual language use.

"The topic of migration has become particularly contentious in national and international debates. Media have a discernable impact on overall societal attitudes towards this phenomenon. Polls show time and again that immigration is one of the most important issues occupying people’s minds. This book examines the dynamic interplay between media representations of migrants and refugees on the one hand and the governmental and societal (re)actions to these on the other. The transition to low-carbon urban water utilities is an innovative idea, only embraced by a few forward thinking utilities currently. Because only a few “early adopters” utilities have embarked on the Low-Carbon transition, this roadmap intends to support other utilities understand and champion the need for contribution to a carbon neutral future and well as to guide them through a process of change. This roadmap is potentially applicable to all utilities worldwide, but was specifically written for utilities in emerging economies where service performance and data management challenges are often prominent in driving future planning.&#xD;
