Abstract

This volume documents the speeches given on July 7, 2006 in Hamburg on the occasion of the ceremonial opening of the Carl Friedrich von Weizsäcker Center for Science and Peace Research (Zentrum für Naturwissenschaft und Friedensforschung, ZNF). The keynote speakers were Alyson J. K. Bailes, Head of the Stockholm Peace Research Institute (SIPRI), former Minister of State, Prof. Egon Bahr, former Head of the Hamburg Peace Research Institute (scientific peace research has gained a unique institutional foothold in Germany. Together with the Institut für Friedensforschung und Sicherheitpolitik, IFSH), Prof. Ernst Ulrich von Weizsäcker, a son of the namesake of the ZNF, and Prof. Wolfgang Panofsky from Stanford, USA.With the founding of the Centre at the University of Hamburg, headed by Prof. Dr. Martin Kalinowski, scientific peace research has gained a unique institutional foothold in Germany. Together with the IFSH in Hamburg an inter- and multidisciplinary research network is being established which will open up new opportunities to explore the interaction of natural sciences, conflicts and international security against the background of the guiding principles of peace and sustainability and to integrate them into the training of natural scientists.

Abstract

In this work we suggest a meta access control model emulating established access control models by configuration and offering enhanced features like the delegation of rights, ego-centered roles, and decentralized administration. The suggested meta access control model is named ''Access Definition and Query Language'' (ADQL). ADQL is represented by a formal, context-free grammar allowing to express the targeted access control model, policies, facts, and access queries as a formal language.

Abstract

It was one of these landmark special programs at the Foreign Correspondents Club of Thailand, on the top floor of the Maneeya Centre Building, in the upscale commercial heart of Bangkok, where Major General Pichet Wisaijorn was the exclusive guest speaker on that evening of November 2009. Many of the journalists, both Thai and Foreign, were present and Khun Roong and the other staff at the bar were working non-stop, dropping pizza here and glasses of dark beer there. Expectations were high. Pichet was the Fourth Army Region commander, which includes the three “problematic provinces” of Pattani, Yala and Narathiwat, plus a few unruly districts in the Songkhla province. Since 2003, thousands of people, rubber tappers, insurgents, traders, school teachers, civil servants, police officers, military personnel and some foreigners had been killed in a maelstrom of violence linked to what was officially called the “separatist insurgency” by the authorities as well as linked to the mafia culture prevailing in this region. The trafficking of women, drug peddling, extortion, smuggling of palm oil and cheap electronic items from Malaysia have always been rife in the deep South. This mafia culture is prevailing in many of Thailand's 77 provinces, but the total breakdown of law and order in the South makes it worse. Many in the audience were thinking that General Pichet would deliver some answers to the most important questions which have puzzled journalists, businessmen and other residents for years: who leads the insurgency? What are their objectives? How the movement is structured, or is it even structured at all? What is the division of power between the Southern Border Provincial Administrative Committee, the armed forces, the local administration and the central government? Have there been any attempts to negotiate with the insurgents? But the presentation of Pichet was rather disappointing. What is the direction of their policy? Pichet repeated the royally endorsed recipe: khao chai, khao teung, pattana (“understand, reach out and develop”). With its supreme and unquestioned wisdom, this “magic formula” is supposed to throw the listeners in deep awe and reverence. But the mantra had long become a poor PR tool to answer the questions of journalists and diplomats on field visits in sam changwat pak tai, the three provinces of the South.

Abstract

This book explores if and how Russian policies towards the Far East region of the country – and East Asia more broadly – have changed since the onset of the Ukraine crisis and Russia’s annexation of Crimea. Following the 2014 annexation and the subsequent enactment of a sanctions regime against the country, the Kremlin has emphasized the eastern vector in its external relations. But to what extent has Russia’s 'pivot to the East' intensified or changed in nature – domestically and internationally – since the onset of the current crisis in relations with the West? Rather than taking the declared 'pivot' as a fact and exploring the consequences of it, the contributors to this volume explore whether a pivot has indeed happened or if what we see today is the continuation of longer-duration trends, concerns and ambitions.

Abstract

So wie das Ende des Brexit-Prozesses weiterhin nicht absehbar bleibt, sind die Folgen des Austritts des UK aus der EU – mit oder ohne Abkommen – kaum abzumessen. Dieser Band versucht eine Zwischenbilanz, von Grundfragen zur Souveränität, um deren Wiedergewinnung es den Brexitern zu gehen scheint, über Modelle differenzierter Integration und den Grundrechtsschutz bis hin zur Demokratie, die in mancherlei Weise auf die Probe gestellt wird. Wie ist der Binnenmarkt betroffen, wie die vom EuGH vielleicht zu weitgehend etablierten sozialen Rechte, wie die Kontrolle der Einwanderung in das UK? – Dem ist Teil II des Sammelbandes gewidmet. Der letzte Teil betrifft mit der Währungs- und Finanzpolitik sowie der Gemeinsamen Außen- und Sicherheitspolitik Bereiche, die nur begrenzt der supranationalen Disziplin unterliegen und wo das UK gleichwohl eine wichtige Rolle spielt und auch künftig spielen könnte. Vieles stellt sich heute anders dar, als man vor dem Referendum von 2016 erwartet hätte.
