Abstract

Military force projection is the self-reliant capacity to strike from mainland ports, bases and airfields to protect Australia’s sovereignty as well as more distant national interests. Force projection is not just a flex of military muscle in times of emergency or the act of dispatching forces. It is a cycle of force preparation, command, deployment, protection, employment, sustainment, rotation, redeployment and reconstitution. If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia’s defence. This monograph is a force projection audit of four Australian regional force projections in the late 1980s and the 1990s—valid measures of competence. It concludes that Australia is running out of luck and time. The Rudd Government has commissioned a new Defence White paper. This monograph is Exhibit A for change

Abstract

Case-systems all over the world exhibit striking similarities. In most lan- guages intransitive subjects (S) receives less overt marking than one of the two transitive arguments (agent-like A or patient-like P); the other one of these two arguments is usually encoded by the same form as S. In some languages the amount of overt marking is identical between S, A, and P. But hardly ever does the S argument receive more overt marking than A or P. Yet there are some languages that do not follow this general pattern. This book is about those languages that behave differently, the marked-S languages. Marked-S languages are well-known to be found in East Africa, where they occur in two different language families, Afro-Asiatic and Nilo-Sa- haran. They can also be found in North-Western America and the Pacific region. This book is the first investigation of marked S-languages that treats the phenomenon on a global scale. The study examines the functional distribution of the two main case- forms, the form used for S (S-case) and the case-form of the transitive ar- gument which receives less marking (the zero-case). It offers a very fine- grained perspective considering a wide range of constructions. The con- texts in which the case-marking patterns are investigated include nom- inal, existential and locational predication, subjects in special discourse function (e. g. focused constituents), subjects of passives and dependent clauses, as well as the forms used for addressing someone (vocative form) and for using a noun in isolation (citation form). Apart from the functional distribution of case forms, the formal means of marking are also considered. The main focus is on the synchronic de- scription and comparison of marked-S languages, but historical explana- tions for the unusual case-marking pattern are also discussed.

Abstract

"There are few linguistic phenomena that have seduced linguists so skillfully as grammatical case has done. Ever since Panini (4th Century BC), case has claimed a central role in linguistic theory and continues to do so today. However, despite centuries worth of research, case has yet to reveal its most important secrets. This book offers breakthrough explanations for the understanding of case through agent-based experiments in cultural language evolution. The experiments demonstrate that case systems may emerge because they have a selective advantage for communication: they reduce the cognitive effort that listeners need for semantic interpretation, while at the same time limiting the cognitive resources required for doing so."

Abstract

The new competitive electricity markets make it imperative for companies related to electricity production and retail to have tools in place for energy offers. Price forecasting is critical when making offers in electricity markets, since it is considerably more complex than demand forecasting and the level of uncertainty is higher. Knowing electricity prices beforehand makes it possible for generators to determine their optimal production strategy in order to maximize their profit. Similarly, consumers and retailers can plan their consumption and produce energy bids to maximize their utility. Therefore, price forecasting is instrumental both for producers, retailers and consumers.

Abstract

Abstract

Abstract

The use of formulae has become widespread in recent years across most developed countries. In the UK, a conservative estimate is that annually £150 billion of public service expenditure is distributed using formulae, in services such as health care, local government, social security and higher education.
