Abstract

Since 2009 there has been a fundamental shift in the way that the Pacific Island states engage with regional and world politics. The region has experienced, what Kiribati President Anote Tong has aptly called, a ‘paradigm shift’ in ideas about how Pacific diplomacy should be organised, and on what principles it should operate. Many leaders have called for a heightened Pacific voice in global affairs and a new commitment to establishing Pacific Island control of this diplomatic process. This change in thinking has been expressed in the establishment of new channels and arenas for Pacific diplomacy at the regional and global levels and new ways of connecting the two levels through active use of intermediate diplomatic associations. The New Pacific Diplomacy brings together a range of analyses and perspectives on these dramatic new developments in Pacific diplomacy at sub-regional, regional and global levels, and in the key sectors of global negotiation for Pacific states – fisheries, climate change, decolonisation, and trade.

Abstract

Since 1940, when an Australian legation was established in Washington DC, Australian governments have expected much from their representatives in the American capital. This book brings together expert analyses of those who have served as heads of mission and of the challenges they have faced. Ranging beyond conventional studies of the Australian–United States relationship, it provides insights into the dynamics between Australian and US policymakers and into the culture of one of Australia’s oldest and most important overseas missions. It provides an appreciation of the importance of the embassy and the head of mission in Washington in mediating the relationship between Australia and the United States and of their role in managing expectations in Canberra and Washington. Australia Goes to Washington also sheds new light on personal trials and achievements at the coalface of Australian–United States relations.

Abstract

In this study of the Dutch East India Company the author uses the Company’s seventeenth century diplomatic interaction with the trading Sultanate of Macassar, on the southwestern tip of present day Sulawesi, as a case in cross cultural diplomacy. The author argues that the outlook of the Company’s agents both home and overseas was pragmatic, as was the nature of the solutions to the problems they faced. In doing so, the author challenges propositions of Company ethnocentric tunnel vision in its thinking about, and practice of overseas diplomacy. He also run counter with propositions that the communication between Company agents and their Asian friends and foes represented a miscommunication caused by structural cultural barriers. The study is based on analysis of the political language of the Company at the respective levels of operation.

Abstract

Since World War II, separatist conflicts have been the most common and deadly types of war in international politics. Such wars result from a simple incongruity: ethno-nationalist groups desire a homeland, but on territory that is controlled by states unwilling to give it up. This book examines states’ strategies, particularly their use of violence, when confronted by separatist movements. Using more than 110 interviews, American and British diplomatic archives, and newspaper archives, this book’s emphasis on external security can account for separatist violence, or its lack thereof, in a variety of historical contexts including Pakistan's treatment of Bengali secessionists; India’s treatment of separatism in Assam, Punjab, and Jammu and Kashmir; interactions between the Ottoman Empire and Armenia; and Israel's attitudes toward Palestine.

Abstract

Abstract

A ground-breaking collection of essays that explores the place of the Dutch and English East India Companies in Asia and the nature of their interactions with Asian rulers, officials, merchants, soldiers and brokers. The Dutch and English East India Companies were formidable organizations that were gifted with expansive powers that allowed them to conduct diplomacy, raise armies and seize territorial possessions. But they did not move into an empty arena in which they were free to deploy these powers without resistance. Early modern Asia stood at the center of the global economy and was home to powerful states and sprawling commercial networks. With contributions from the most innovative historians working on the companies today, this book presents new ways to understand these organizations by focusing on their diplomatic, commercial and military interactions with Asia.

Abstract

Born in 1883 – the same year that ‘Thus Spoke Zarathustra’ was published and German composer, Richard Wagner, passed away –, journalist and diplomat, Augusto de Castro, would come across ‘delightful ironies’ in life, as he claimed later on. Thus, while Zarathustra belonged to one of Benito Mussolini’s favourite authors – an Italian dictator, also born in 1883, openly admired by Castro throughout the first decades of the 20th century –, the disappearance of Parsifal’s creator set the theme for one of the most nostalgic articles written by Augusto de Castro, which provided the title to his second-last work, ‘Eighty-three years ago in Venice’ (1966). This book suggests a journey through the life and works of Augusto de Castro, a larger-than-life character of 20th-century diplomacy, politics, and culture, who closely followed the main changes that took place in this country, and communed with the main political, economic, and cultural actors of the national and international scene of the time.

Abstract

As a result of the death of Duke Charles the Bold of Burgundy and the marriage of his only daughter Mary to Maximilian, the heir of Emperor Frederick III, the economically and culturally prospering lands of Flanders and Brabant became hereditary possessions of the Habsburgs. With this, the foundations for the Habsburgs's hegemony were laid. This dynastic project was for about 10 years (1467-1477) in the spotlight of Emperor Frederick's III diplomatic efforts and that with mixed results. Many documents regarding those negotiations are preserved in the Habsburg "Hausarchiv", now the "Haus-, Hof- und Staatsarchiv" in Vienna. Documents only up to the year 1469 have been published in the "Regesta Imperii - Regesten Friedrichs III." so far. Therefore, in the present publication the systematic collection and registration of charters as well as letters of this important emperor is continued up to the year 1475. As a fundamental edition of sources this publication provides a basis for further research questions concerning the late Middle Ages. The presented material serves as a foundation for studies of political communication in the late Middle Ages, e.g. the relationship between Emperor Frederick III and Duke Charles of Burgundy. The material can provide a basis for a study of the differences and similarities of the diplomacy of two differently developed cultural spheres in the late Middle Ages. Additionally, the formal and compositional analyses of diplomatic writings provide information about the various media of diplomatic communication, the objectives, possibilities and success of diplomatic efforts. An investigation of the actors occurring in these areas can reveal the institutional structure, which enabled the development of networks of aristocratic, civic and legally trained elites. Another basic topic of the provided documents is Emperor Frederick's III territorial activity especially in the years 1470 to 1473, when the emperor primarily stayed in his hereditary lands. There he was faced with areas of conflict clearly represented in the sources. Frederick's definition of his role as the head of the Habsburg house is illustrated by his diplomatic relationship to his cousin Sigmund. Among many other topics, also Frederick's role as the supreme judge of the empire becomes evident in the present sources, especially by judicial summons and judgments of the "Kammergericht" (supreme court), which was pledged to Archbishop Adolf of Mainz at that time.

Abstract

This volume of abstracts of charters Emperor Frederick´s III in the series Regesta Imperii focusses on the last decade of his rule, in particular on the years between 1483 and 1488. They are based on the original charters in the Allgemeine Urkundenreihe and Familienurkunden in the Haus-, Hof- und Staatsarchiv in Vienna and its collections of copies of those charters that have not come down to us in the original, all of which serve to illustrate a number of major historical aspects: Defension of hereditary territories against the Hungarian King Matthias Corvinus, consolidation of the empire in the West, the joint rule of the Emperor and his son Maximilian I.

Abstract

Complexity, Security and Civil Society in East Asia offers the latest understanding of complex global problems including nuclear weapons, urban insecurity, energy, and climate change in the region. Detailed case studies in China, North and South Korea, and Japan demonstrate the importance of civil society and 'civic diplomacy' in reaching shared solutions to these problems in East Asia and beyond. Each chapter describes regional civil society initiatives that tackle complex challenges to East Asia’s security. In so doing the book presents key pressure points at which civil society can push for constructive changes ― especially ones that reduce the North Korean threat to its neighbors. Unusually, this book is both theoretical and practical. Complexity, Security and Civil Society in East Asia identifies strategies that can be led by civil society and negotiated by its diplomats to realize peace, security and sustainability worldwide. It shows that networked civic diplomacy offers solutions to these urgent issues in ways that official ‘complex diplomacy’ cannot. By providing a new theoretical framework based on empirical observation, the book is a must read for diplomats, scholars, students, journalists, activists and individual readers seeking insight into how to solve the crucial issues of our time. (Please note that the grant information as stated in the metadata below applies only to the following chapter: "6. The Implications of Civic Diplomacy for ROK Foreign Policy").
