Abstract

This is a chapter from Absence in Science, Security and Policy edited by Brian Rappert and Brian Balmer. This chapter is available open access under a CC BY license. Part reflection on the forthcoming chapters, part analysis of academic literature, and part programmatic agenda setting, this introduction chapter forwards the importance of questioning taken for granted assumptions in sensing what is absent as a concern. It undertakes this through initially examining what it means to characterize concern as absent or present in the first place. While absence and presence are often treated as binary opposites, it will be argued this distinction is difficult to sustain and unhelpful for analysis. On the back of an appreciation of the inter-relation of absence and presence, this chapter then reviews the literature in sociology, ethics, STS and elsewhere relevant to the themes of the volume. A goal is to outline the methodological and epistemological possibilities and problematics of studying what is missing. By way of then proposing what is required, and to set the stage for the other chapters in Part 1, this chapter ends by asking how autostereograms provide a metaphor for viewing that can guide the study of absence.

Abstract

“Schule der Gesellschaft” Knowledge systems in Zurich educational practices between 1771 and 1834&#xD;&#xD;The great social and political revolutions of 1798 and 1831 fueled efforts at radical restructuring of education policy. There were, however, gaps between the new norms and traditional local practices. Official and intellectual setting of new standards clashed with local and regional needs and conceptions of schooling. In a process of gradual adjustment, locally varying mixtures of new prescriptions and traditional approaches emerged.&#xD;Making use of voluminous source material, consisting principally of answers to school surveys from 1771 and 1779, as well as reports of school authorities from 1834, the study provides a comparative view across several hundred Zurich schools. The author conveys a nuanced portrayal of educational practices at the turn of the 19th century. The results of the study reveal similarities in schooling approaches across the region, and show the societal knowledge system underlying them. Investigating schools requires examining the surrounding society as well.

Abstract

Why should people - and economies - save? This book on the savings problem in Latin America and the Caribbean suggests that, while saving to survive the bad times is important, saving to thrive in the good times is what really counts. People must save to invest in health and education, live productive and fulfilling lives, and make the most of their retirement years. Firms must save to grow their enterprises, employ more workers in better jobs, and produce quality goods. Governments must save to build the infrastructure required by a productive economy, provide quality services to their citizens, and assure their senior citizens a dignified, worry-free retirement. In short, countries must save not for the proverbial rainy day, but for a sunny day - a time when everyone can bask in the benefits of growth, prosperity, and well-being.

Abstract

This book presents Nils Petter Gleditsch, a staff member of the Peace Research Institute of Oslo (PRIO) since 1964, a former editor of the Journal for Peace Research (1983-2010), a former president of the International Studies Association (2008-2009) and the recipient of several academic awards as a pioneer in the scientific analysis of war and peace. This unique anthology covers major themes in his distinguished career as a peace researcher. An autobiographical, critical retrospective puts his work on conflict and peace into a broader context, while a comprehensive bibliography documents his publications over a period of nearly 50 years. Part II documents his wide-ranging contributions on globalization, democratization and liberal peace, on international espionage, environmental security, climate change and conflict and on the decline of war and more generally of violence as a tool in conflict.

Abstract

This edited volume presents a comprehensive and coherent interdisciplinary analysis of challenges and possibilities for sustainable governance of the Baltic Sea ecosystem by combining knowledge and approaches from natural and social sciences. Focusing on the Ecosystem Approach to Management (EAM) and associated multi-level, multi-sector and multi-actor challenges, the book provides up-to-date descriptions and analyses of environmental governance structures and processes at the macro-regional Baltic Sea level. Organised in two parts, Part 1 presents in-depth case studies of environmental governance practices and challenges linked to five key environmental problems - eutrophication, chemical pollution, overfishing, oil discharges and invasive species. Part 2 analyses and compares governance challenges and opportunities across the five case studies, focusing on governance structures and EAM implementation, knowledge integration and science support, as well as stakeholder communication and participation. Based on these cross-case comparisons, this book also draws a set of general conclusions on possible ways of improving the governance of the Baltic Sea by promoting what are identified as vital functions of environmental governance: coordination, integration, interdisciplinarity, precaution, deliberation, communication and adaptability.

Abstract

Important policy problems rarely fit neatly within existing territorial boundaries. More difficult still, individual governments or government departments rarely enjoy the power, resources and governance structures required to respond effectively to policy challenges under their responsibility. These dilemmas impose the requirement to work with others from the public, private, non-governmental organisation (NGO) or community spheres, and across a range of administrative levels and sectors. But how? This book investigates the challenges—both conceptual and practical—of multi-level governance processes. It draws on a range of cases from Australian public policy, with comparisons to multi-level governance systems abroad, to understand factors behind the effective coordination and management of multi-level governance processes in different policy areas over the short and longer term. Issues such as accountability, politics and cultures of governance are investigated through policy areas including social, environmental and spatial planning policy. The authors of the volume are a range of academics and past public servants from different jurisdictions, which allows previously hidden stories and processes of multi-level governance in Australia across different periods of government to be revealed and analysed for the first time.

Abstract

Attending the World Economic Forum this past week, I was struck by two trends. The first was that brain research has emerged as a hot topic. Not only was brain science or brain health a new&#xD;theme at the meeting, research on the brain emerged in discussions about next generation&#xD;computing, global cooperation, and even models of economic development as well as being&#xD;linked to mental health or mindfulness. In a meeting frequented largely by economists&#xD;and business leaders, I was surprised by the number of non-scientists who have become&#xD;enchanted by brain science. Clearly this is the era of the brain, with mental health now part of a&#xD;much broader discussion.

Abstract

This book focuses on water services, including water supply and wastewater services and deals with the connections between these. It covers water supply mainly in urban communities, sanitation and pollution control and water resources and their linkages to water services. This book is divided in to four key sections relating to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. The chapters analyse the complexity of the water services sector based on a historical analysis of developments within the sector. The underlying conviction is that only by understanding past trends, processes and developments can the current situation in the water services be understood. Only through this understanding can policies for sustainable water services in the future be formulated. The four key sections relate to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies.

Abstract

In Australia and New Zealand, many public projects, programs and services perform well. But these cases are consistently underexposed and understudied. We cannot properly ‘see’—let alone recognise and explain—variations in government performance when media, political and academic discourses are saturated with accounts of their shortcomings and failures, but are next to silent on their achievements. Successful Public Policy: Lessons from Australia and New Zealand helps to turn that tide. It aims to reset the agenda for teaching, research and dialogue on public policy performance. This is done through a series of close-up, in-depth and carefully chosen case study accounts of the genesis and evolution of stand-out public policy achievements, across a range of sectors within Australia and New Zealand. Through these accounts, written by experts from both countries, we engage with the conceptual, methodological and theoretical challenges that have plagued extant research seeking to evaluate, explain and design successful public policy. Studies of public policy successes are rare—not just in Australia and New Zealand, but the world over. "The Chinese Economic Transformation, the 19th volume in the China Update book series, provides an opportunity for young economists to share their views on various issues relating to the Chinese economic transformation. More than half of the contributors to this book are female scholars. Some of the contributors are rising stars in the studies of the Chinese economy and economic transition, and some only recently received their PhDs and are on their way to establishing themselves in the field of China studies.
