Abstract

If Hardin’s (1968) widely cited case of a pasture accessible to everyone were the standard for public natural resources, those resources would have the tendency to be depleted, degraded, destroyed or overexploited. Hardin explains that each herdsman found it more profitable to graze more animals than the pasture could support, since each took all the profit from an extra animal but bore only a fraction of the cost of overgrazing. Yet, what Hardin calls a “Tragedy of the Commons” is rather a “Tragedy of Open Access” (Feeny et al., 1990), since Hardin confuses the characteristics of a resource, such as low excludability and high rivalry in consumption, with its property rights regime which can take diverse forms. Hardin describes an open access system, meaning no rules and no property rights regime in place, that leads to overuse and degradation, instead of a resource that is held in common. Later, Hardin (1994) refers to the same case as an “unmanaged commons”. With his pasture example, he aimed to contradict the laissez-faire attitude shared by economists in the late 1800s, which was that if each man pursued his own interest then the interests of all would be best served in the long run. To motivate this chapter, I will recall four possible methods of natural resource management that can resolve this tragedy. I will also highlight the fourth, often overlooked approach, i.e. the public manager option. In fact, there is a continuum between the two polar ends of the spectrum, from governance enacted by a single central authority to a fully decentralized system of individual decision making. Between these two extremes lies a range of governance regimes that might involve higher levels of government along with local systems (Theesfeld, 2008a; Frey et al., 2016).

Abstract

Drawing upon recent progress in development economics and political science, the book provides fresh analysis of the Caucasus and Central Asia (CCA) countries transition to a market economy by tracing the impact of natural resource endowment. The book examines the synergies between energy-rich and energy-poor states and highlights the practical consequences of both well-managed and poorly-managed deployment of energy. Featuring contributions from prominent specialists on resource-driven economies, the book argues that unless CCA elites change the way in which they deploy natural resource, revenues regional development will fall short of its potential with possible disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

Abstract

After decades of being largely the preserve of countries in volcanic regions, the use of geothermal energy—for both heat and power applications—is now expanding worldwide. This reflects its excellent low-carbon credentials and its ability to offer baseload and dispatchable output - rare amongst the mainstream renewables. Yet uptake of geothermal still lags behind that of solar and wind, principally because of (i) uncertainties over resource availability in poorly-explored reservoirs and (ii) the concentration of full-lifetime costs into early-stage capital expenditure (capex). Recent advances in reservoir characterization techniques are beginning to narrow the bounds of exploration uncertainty, both by improving estimates of reservoir geometry and properties, and by providing pre-drilling estimates of temperature at depth. Advances in drilling technologies and management have potential to significantly lower initial capex, while operating expenditure is being further reduced by more effective reservoir management — supported by robust mathematical models — and increasingly efficient energy conversion systems (flash, binary and combined-heat-and-power). Advances in characterization and modelling are also improving management of shallow low-enthalpy resources that can only be exploited using heat-pump technology. Abstract

Prior to May 2015, the oil-rich jurisdiction of Alberta had, for over four decades, been a one-party state. During that time, the rule of the Progressive Conservatives essentially went unchallenged, with critiques of government policy falling on deaf ears and Alberta ranking behind other provinces in voter turnout. Given the province’s economic reliance on oil revenues, a symbiotic relationship also developed between government and the oil industry. Cross-national studies have detected a correlation between oil-dependent economies and authoritarian rule, a pattern particularly evident in Africa and the Middle East. Alberta Oil and the Decline of Democracy in Canada sets out to test the “oil inhibits democracy” hypothesis in the context of an industrialized nation in the Global North.In probing the impact of Alberta’s powerful oil lobby on the health of democracy in the province, contributors to the volume engage with an ongoing discussion of the erosion of political liberalism in the West. In addition to examining energy policy and issues of government accountability in Alberta, they explore the ramifications of oil dependence in areas such as Aboriginal rights, environmental policy, labour law, women’s equity, urban social policy, and the arts. If, as they argue, reliance on oil has weakened democratic structures in Alberta, then what of Canada as whole, where the short-term priorities of the oil industry continue to shape federal policy? In Alberta, the New Democratic Party is in a position to reverse the democratic deficit that is presently fuelling political and economic inequality. The findings in this book suggest that, to revitalize democracy, provincial and federal leaders alike must find the courage to curb the influence of the oil industry on governance.

Abstract

Device-to-device (D2D) communications have attracted a great deal of attention from researchers in recent years. It is a promising technique for offloading local traffic from cellular base stations by allowing local devices, in physical proximity, to communicate directly with each other. Furthermore, through relaying, D2D is also a promising approach to enhancing service coverage at cell edges or in black spots. However, there are many challenges to realizing the full benefits of D2D. For one, minimizing the interference between legacy cellular and D2D users operating in underlay mode is still an active research issue. With the 5th generation (5G) communication systems expected to be the main data carrier for the Internet-of-Things (IoT) paradigm, the potential role of D2D and its scalability to support massive IoT devices and their machine-centric (as opposed to human-centric) communications need to be investigated. New challenges have also arisen from new enabling technologies for D2D communications, such as non-orthogonal multiple access (NOMA) and blockchain technologies, which call for new solutions to be proposed. This edited book presents a collection of ten chapters, including one review and nine original research works on addressing many of the aforementioned challenges and beyond.

Abstract

This open access book addresses the most recent developments in cloud computing such as HPC in the Cloud, heterogeneous cloud, self-organising and self-management, and discusses the business implications of cloud computing adoption. Establishing the need for a new architecture for cloud computing, it discusses a novel cloud management and delivery architecture based on the principles of self-organisation and self-management. This focus shifts the deployment and optimisation effort from the consumer to the software stack running on the cloud infrastructure. It also outlines validation challenges and introduces a novel generalised extensible simulation framework to illustrate the effectiveness, performance and scalability of self-organising and self-managing delivery models on hyperscale cloud infrastructures.
