Centrelink was established in 1997 as part of the Howard government’s bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery ‘provider’ agency separated from the policy functions of the ‘purchaser’. Carved out of a monolithic Department of Social Security, Centrelink was established along ‘business lines’ operating 320 service centres and delivering payments to 10 million Australians. Although enjoying ‘monopoly provider’ status, the organisation was required to deliver services to many different clients on behalf of its ‘purchasing departments’ (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real ‘buzz’ around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated ‘services delivery agencies’. John Halligan, Professor of Government at the University of Canberra, is a foremost Australian expert on public sector governance and has published extensively on the evolution, form and behaviour of the public sectors in Australia and overseas. This volume is the culmination of an exhaustive empirical study of the origins and experience of ‘the Centrelink Experiment’. This guide sets out results from four years of research into how public sector organisations can better fulfil their missions, maintain their integrity and value their employees by adopting a current best-practice approach to the management of whistleblowing. This guide focuses on: the processes needed for public employees and employees of public contractors to be able to report concerns about wrongdoing in public agencies and programs; and managerial responsibilities for the support, protection and management of those who make disclosures about wrongdoing, as part of an integrated management approach. The guide is designed to assist with the special systems needed for managing ‘public interest’ whistleblowing-where the suspected or alleged wrongdoing affects more than the personal or private interests of the person making the disclosure. As the guide explains, however, an integrated approach requires having good systems for managing all types of reported wrongdoing-including personal, employment and workplace grievances-not least because these might often be interrelated with ‘public interest’ matters.

The world is changing, and so is the unquestioning belief that development policies are always right. Instead of focusing on the rather limited notion of poverty, this book aims to deepen our understanding of the broad issue of development. What are the drivers of development? What new issues have arisen due to globalization? And what kind of policies contribute to development in a world that is changing rapidly? The articles in this book provide insight into the muddled trajectories of development on various continents and rethink the notion of development in a globalizing, interdependent world. Taken together, the still fuzzy contours of a paradigm shift emerge from the 'Washington Confusion'. Development can no longer be the ambitious, moral project based on a standard model of economic European or American modernization. 'Doing better' means being less moralistic, more modest and pragmatic, and taking seriously the path dependencies and social realities that exist in each country.

"This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration. Since the 1950s, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisional and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration."

The European Union started to coordinate and harmonise the asylum policies of their Member States in 1999 within a common ‘area of freedom, security and justice’, as stipulated by the Treaty of Amsterdam. However, the communitarisation of asylum policies by the EU has not met its main targets, despite the installation of the Common European Asylum System (CEAS) and several attempts to implement and improve these regulations and directives by means of legislative reforms, political programmes and administrative initiatives. Today, we are still far from a European-wide asylum regime that implements harmonised procedures, and grants equivalent protection titles across all Member States (Council of the European Union, 2016a). National asylum systems and recognition rates continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

Margaret Thatcher was prime minister from 1979 to 1990, during which time her Conservative administration transformed the political landscape of Britain. Science Policy under Thatcher is the first book to examine systematically the interplay of science and government under her leadership. Thatcher was a working scientist before she became a professional politician, and she maintained a close watch on science matters as prime minister. Scientific knowledge and advice were important to many urgent issues of the 1980s, from late Cold War questions of defence to emerging environmental problems such as acid rain and climate change. Drawing on newly released primary sources, Jon Agar explores how Thatcher worked with and occasionally against the structures of scientific advice, as the scientific aspects of such issues were balanced or conflicted with other demands and values. To what extent, for example, was the freedom of the individual scientist to choose research projects balanced against the desire to secure more commercial applications? What was Thatcher’s stance towards European scientific collaboration and commitments? How did cuts in public expenditure affect the publicly funded research and teaching of universities? In weaving together numerous topics, including AIDS and bioethics, the nuclear industry and strategic defence, Agar adds to the picture we have of Thatcher and her radically Conservative agenda, and argues that the science policy devised under her leadership, not least in relation to industrial strategy, had a prolonged influence on the culture of British science.
