Abstract

There is new international attention being given to the old problem of corruption. It has been taken up by international organisations, and driven by economic analysis. It is impatient of cultural justifications, and suspicious of state action. It is concerned with corruption prevention as much as detection, investigation and prosecution. Corruption and Anti-Corruption deals with the international dimensions of corruption, including campaigns to recover the assets of former dictators, and the links between corruption, transnational and economic crime. It deals with corruption as an issue in political theory, and shows how it can be addressed in campaigns for human rights. It also presents case studies of reform efforts in Philippines, India and Thailand.

The book explains the doctrines of a well-established domestic anticorruption agency. It is based on research to develop a curriculum for a unique international training course on ‘Corruption and Anti-Corruption’, designed and taught by academics at The Australian National University, the Australian Institute of Criminology and public servants in the New South Wales Independent Commission Against Corruption. Versions have been taught in Canberra, and several countries in South East Asia.

Abstract

Elections can increase tension in ethnically divided societies, like Fiji. The way constituencies are drawn and votes counted can also affect the result. First-past-the post can deliver lopsided results, while proportional representation may give excessive influence to small, fringe parties. Fiji’s Constitution Review Commission believed a system of alternative voting in ethnically mixed constituencies would encourage politicians, and parties, to take into account the interests of other ethnic groups. This book assesses their recommendations, looks at alternatives, and considers how they might work in Fiji.

Abstract

Recent years have seen an unprecedented rise in interest in the topic of corruption, resulting in a rising demand for suitable teaching materials. This edited collection brings together two different approaches to the study of corruption — the first represented by a large, practically-oriented literature devoted to identifying the causes of corruption, assessing its incidence and working out how to bring it under control; the second by a smaller collection of critical literature in political theory and intellectual history that addresses conceptual and historical issues concerned with how corruption should be, and how it has been, understood — and uses the second to reflect on the first. This collection will be of interest to post-graduate students in political science, law, sociology, public policy and development studies, to senior public servants, and to professionals working in multilateral agencies, NGOs and the media.
