Abstract

Device-to-device (D2D) communications have attracted a great deal of attention from researchers in recent years. It is a promising technique for offloading local traffic from cellular base stations by allowing local devices, in physical proximity, to communicate directly with each other. Furthermore, through relaying, D2D is also a promising approach to enhancing service coverage at cell edges or in black spots. However, there are many challenges to realizing the full benefits of D2D. For one, minimizing the interference between legacy cellular and D2D users operating in underlay mode is still an active research issue. With the 5th generation (5G) communication systems expected to be the main data carrier for the Internet-of-Things (IoT) paradigm, the potential role of D2D and its scalability to support massive IoT devices and their machine-centric (as opposed to human-centric) communications need to be investigated. New challenges have also arisen from new enabling technologies for D2D communications, such as non-orthogonal multiple access (NOMA) and blockchain technologies, which call for new solutions to be proposed. This edited book presents a collection of ten chapters, including one review and nine original research works on addressing many of the aforementioned challenges and beyond.

Abstract

Since the end of the Cold War, development assistance has been transformed in various ways. The aid allocation and the aid effectiveness literature intensively discuss the qualitative reorientation from geopolitical towards actual poverty reduction objectives and the donors’ related geographical and sector choices. The introduction of the Millennium Development Goals (MDGs), the World Bank’s poverty reduction strategies (PRS), and the new principles for aid developed in the context of the Paris Declaration have all triggered important dynamics that also found a corresponding reflection in the literature. In parallel, there has been a much more silent revolution of funding mechanisms, widely discussed within aid agencies, but so far without any significant analysis in the academic literature. While donor countries traditionally face a binary choice between two channels for official development assistance (ODA), namely, the bilateral and the multilateral channel, they now increasingly opt for a combination of the two, generally called ‘multi-bi’ aid. In this context, they channel funds to an international development organization (IDO), a multilateral agency that implements development activities, but without providing the IDO with the authority to spend these funds at its own discretion. Owing to this earmarking to specific areas in which the funds may be used, multi-bi aid differs substantially from traditional core funding to multilaterals. A further difference consists in the voluntary nature of multi-bi contributions that provide much more flexibility to the donor government.

Abstract

Within the scope of this work a generic approach to the control of multiple-drive electric vehicles is evolved. An analysis of the overall system with respect to the exploitable degrees of freedom for wheel torque control reveals that several possible solutions for distributing wheel torque exist in certain driving situations. This characteristic of over-actuated systems is exploited in order to pursue further subordinate objectives from from a control perspective.

Abstract

In OECD countries the average expenditure on primary and secondary education institutions is about 3.5% of GDP. The investment in education has large implications for economic development and the proper functioning of democratic institutions, as well as overall well-being. However, clear consensus and guidance on which system leads to the best educational outcomes is lacking. This volume describes the resource allocation for compulsory and special needs education for a selection of well-performing countries and regions on PISA tests. By studying the funding systems in well-performing countries and regions the authors identify the elements in the respective funding systems that are associated with best outcomes and have the ideal characteristics to pursue particular goals of education systems such as equity and efficiency. The funding methods of primary and secondary education as well as special needs education are covered.&#xD;

Abstract

This book investigates register allocation for programs in static single-assignment form.Its main result is that the interference graphs of SSA-form programs are chordal.This gives the compiler precise knowledge over the register demand and allows for separating spilling, assignment and coalescing. For each of these phases, we present methods specially tailored to the SSA setting and provide a first evaluation.

Abstract

This Research Topic was focused on provision of novel medical technologies worldwide keeping in mind financial sustainability challenge. An exemplary area certainly are oncology pharmaceuticals where prices have increased 10-fold in recent years leading to concerns on affordability. The objective of this collection of studies was to reveal some of the hidden underlying causes of unequal access to the medicines. Another core issue is the growing proportion of out-of-pocket health spending in many world regions. In line with the joint efforts of the editors and authors we received an exceptionally high response worldwide. This E-Book attracted a total of 37 self-standing research submissions out of which 32 ultimately passed external peer review and got published. Base affiliations of the authors spread across academia, pharmaceutical and medical device industry, governmental authorities and clinical medicine. Their home institutions were situated in fifteen different countries inclusive of Japan, Israel, Russia, USA, Germany, Italy, Netherlands, Austria, Spain, Malta, Serbia, Poland, Bulgaria, Hungary and Malaysia. We frankly believe that authors succeeded to cover important literature gaps referring to these world regions. We solicit global professional audience to put our efforts to the test and read this contribution to the health economics literature.

Abstract

In China, inequality in social welfare is of rising political concern. This case study analyzes the determinants of well-being of rural households in Hebei using a secondary panel data set (1986 to 2006). One key question is how well-being was affected by institutional changes in times of societal transition. Based on population grouping, the author analyzes poverty and income development. The study reveals impacts of new possibilities to provide labor outside the own farm on the allocation of households’ labor time and the stability of full- and part-time farming over time. The assessments ground on agricultural household models, microeconomic concepts of labor allocation, and welfare theories. Different methodologies, e.g. inequality decomposition or hazard analysis, are applied.

Abstract

While international efforts in the development of short rotation woody crops (SRWCs) have historically focused on the production of biomass for bioenergy, biofuels, and bioproducts, research and deployment over the past decade has expanded to include broader objectives of achieving multiple ecosystem services. In particular, silvicultural prescriptions developed for SRWCs have been refined to include woody crop production systems for environmental benefits such as carbon sequestration, water quality and quantity, and soil health. In addition, current systems have been expanded beyond traditional fiber production to other environmental technologies that incorporate SRWCs as vital components for phytotechnologies, urban afforestation, ecological restoration, and mine reclamation.
