A single line of code offers a way to understand the cultural context of computing.This book takes a single line of code—the extremely concise BASIC program for the Commodore 64 inscribed in the title—and uses it as a lens through which to consider the phenomenon of creative computing and the way computer programs exist in culture. Abstract

In the view of the increasingly strong and far-reaching international interdependence of the national legal system, the question as to where the German Basic Law relates concerning the increasing international complexity is becoming ever more important. In response to this, the German Basic Law is said to be a constitution open to international law, which is extracted from the basic principle of ‘Völkerrechtsfreundlichkeit’ (friendliness toward international law). However, it remains vague in which relation such a principle would stand to the rule of law, the principle of democracy or the system of basic rights, if it is inserted into their limitations or constitutes a supreme premise. The focus of this study lays upon the attempt to make the principle of Völkerrechtsfreundlichkeit tangible and to explore its legal content of.

Abstract

In der Tätigkeit jedes forschenden Arztes treffen der Schutz des einzelnen Patienten und das Interesse des Arztes aufeinander, Erkenntnisse aus der Behandlung für künftige Patienten zu gewinnen. Es besteht ein Spannungsverhältnis zwischen dem Schutz des einzelnen Patienten und dem Forschungsinteresse. Bei Notfallpatienten muss die unverzügliche Behandlung stets im Vordergrund stehen. Nur klinische Prüfungen an Notfallpatienten können aber den medizinischen Fortschritt bei der Behandlung solcher Patienten ermöglichen. Die vorliegende Arbeit untersucht, inwieweit klinische Prüfungen an Notfallpatienten zulässig sind. Ein Schwerpunkt liegt dabei in der für diese Prüfung zwingend notwendigen Abgrenzung zwischen individuellem Heilversuch, klinischen Prüfungen und nichtinterventionellen Prüfungen sowie zwischen eigennützigen und rein fremdnützigen Studien. Die Darstellung der Zulässigkeitsvoraussetzungen eigennütziger Studien an Notfallpatienten in allen Bereichen der Medizin erfolgt dabei anhand der jeweils einschlägigen Normen des Arzneimittelgesetzes, des Medizinproduktegesetzes, der Strahlen- und Röntgenschutzverordnung. Diese Normen werden auf ihre Vereinbarkeit mit dem Grundgesetz und mit den maßgeblichen europäischen Regelungen überprüft. Schließlich geht die vorliegende Arbeit noch auf die Frage ein, ob rein fremdnützige Studien an Notfallpatienten mit geltendem Recht de lege lata vereinbar sind bzw. de lege ferenda vereinbar sein könnten.

Abstract

Bacterial nanocellulose (BNC) is an emerging nanomaterial with unique properties produced by several species of ubiquitous fermentation bacteria, most importantly Gluconacetobacter xylinus, previously known as Acetobacter xylinum. BNC has been used for a variety of commercial applications including textiles, cosmetics, and food products, and it has a high potential for medical applications. Abstract

Thomas Straubhaar and Ingrid Hohenleitner outline the model of an unconditionally granted basic income. According to the authors, it can also be financed by Germany. They see the basic income as an opportunity to sustainably restructure the state budget and make the welfare state financially viable again for future generations. They show that new jobs of up to 1.17 million full-time jobs could be created, particularly in the low-wage sector. Michael Opielka sees the Althaus model as "a kind of combination wage for all". Part of the national income would be distributed to all. With a "mixture of pragmatism and idealism", the Solidarity Citizen's Income creates on the one hand a "real" labour market, but at the same time makes part-time work worthwhile and provides secure voluntary commitment and educational phases. With the Solidarity Citizen Income, wage differentiation in the lower income bracket no longer leads to poverty. The Solidarity Citizen Income of Dieter Althaus would be an important step on the way to more social solidarity, more subsidiarity and more (social) justice. Michael Schramm comes to this conclusion. In addition, the system of social security would be placed on an economically viable footing and the labour market and entrepreneurial forces would be stimulated.

Abstract

Endanger law ('Gefährdungsrecht') is a criminal law which is seeking security – and thereafter fighting ‘risks’ and ‘dangers’ – as its main objective and which is acting on the basis of risk patterns developed by this law itself. Individuals who fit these characteristics are being fought against as endangerers, that means, as high risky figures – and not as offenders. In this work it is presented this figure which has been constructed by the criminal policies and system in Germany during recent years, and has been co-constructed by the Constitutional Court in at least two cases: in the case of the acoustic home surveillance and in the case of the subsequent incapacitation order. Here is (critically) explained the internal logic and rationality which is leading this endanger law.

Abstract

The advent of industrial regulation by tribunal came close to the turn of the century. Wages boards began in Victoria in 1896 and courts of arbitration in 1900. The first day of the new century was also the first day of the Commonwealth of Australia, endowed with a Parliament that was empowered to institute its chosen models of conciliation and arbitration for the prevention and settlement of interstate industrial disputes. This book is a study of the operation of conciliation and arbitration, especially by the Commonwealth Court of Conciliation and Arbitration, from the inception of the system until World War II. It is not, however, a general history of conciliation and arbitration. It does not, for example, deal with the successes and failures of the tribunals in preventing strikes and lockouts; or with the manifold legal issues to which the system gave rise, unless they affected significantly the tribunals’ exercise of their power to fix wages and conditions. Rather, it is about fixing the terms of employment; and it attempts to set the tribunals’ performance in an economic context. It is about ‘wage policy’, if the term is interpreted broadly enough to include both prescribed wages and other factors that affect the cost of labour, including working hours and leave.
