Abstract

The book focuses on the linkages between institutions, inequality and development. It analyzes formal political institutions, in particular the relationship between democracy and human development. It also centers on informal social institutions leading to the exclusion of population groups such as women and indigenous people. To measure these institutions in the case of gender inequality the Social Institutions and Gender Index (SIGI) and its five subindices are proposed and for the indigenous «disadvantage» the indigenous dummy is used. The dissertation shows that formal and informal institutions affect human development, the governance of a society and inequality.

Abstract

In 2005, Bolivians elected their first indigenous president, Evo Morales. Ushering in a new “democratic cultural revolution,” Morales promised to overturn neoliberalism and inaugurate a new decolonized society. In this perceptive new book, Nancy Postero examines the successes and failures that have followed in the ten years since Morales’s election. While the Morales government has made many changes that have benefited Bolivia’s majority indigenous population, it has also consolidated power and reinforced extractivist development models. In the process, indigeneity has been transformed from a site of emancipatory politics to a site of liberal nationstate building. By carefully tracing the political origins and practices of decolonization among activists, government administrators, and ordinary citizens, Postero makes an important contribution to our understanding of the meaning and impact of Bolivia’s indigenous state.

Abstract

Proposals for more effective natural resource governance emphasize the importance of institutions and governance, but say less about the political conditions under which institutional change occurs. This book synthesizes findings regarding the political drivers of institutional change in extractive industry governance. The authors analyse resource governance from the late nineteenth century to the present in Bolivia, Ghana, Peru, and Zambia. They focus on the ways in which resource governance and national political settlements interact. Special attention is paid to the nature of elite politics, the emergence of new political actors, forms of political contention, changing ideas regarding natural resources and development, the geography of natural resource deposits, and the influence of the transnational political economy of global commodity production. National elites and subnational actors are in continuous contention over extractive industry governance. Resource rents are used by elites to manage this contention and incorporate actors into governing coalitions and overall political settlements. Periodically, new resource frontiers are opened, and new political actors emerge with the power to redefine how extractive industries are governed and used as instruments for development. Colonial and post-colonial histories of resource extraction continue to give political valence to ideas of resource nationalism that mobilize actors who challenge existing institutional arrangements. The book is innovative in its focus on the political longue durée, and the use of in-depth, comparative, country-level analysis in Africa and Latin America, to build a theoretical argument that accounts for both similarity and divergence between these regions.

Abstract

La relevancia de los resultados presentados en este volumen se debe a dos novedosos enfoques geográficos elegidos y profundizados por Ceydric Martin: el primen, abarca varias aldeas de los valles andinos cercanos a la ciudad de Tarija, y el segundo los límites del Chaco tarijeño, en donde la historia de migración -que en este caso es de inmigración- es reciente. Estos dos estudios tienen que leerse, y entenderse, en el marco de la larga historia de emigración que caracteriza al Sur boliviano: la migración hacia el vecino país del Sur, Argentina, pero también hacia otras fuentes de trabajo en el mismo país, como lo es la citidad de Santa Cruz. Sin embargo, mucho más que un simple análisis de dos estudios de caso, esta obra ofrece un corpus de datos y de hipótesis que permiten entender mejor el significado y las repercusiones que tiene la migración en la existencia de los habitantes del área rural del Sur boliviano, región hasta la fecha poco estudiada.

Abstract

El territorio tiene cada día mayor importancia, tanto en su componente físico como en su dimensión sociocultural. La gestión de los recursos naturales, el problema del acceso a la tierra, la gobernabilidad, las cadenas productivas, las políticas de infraestructura, la cosmovisión campesina, la construcción de identidades y otros son temas relacionados con el espacio y el territorio. El espacio y el territorio han sido investigados desde diversas disciplinas, como la geografía, la economía y la sociología. Sin embargo, todavfa carecemos de propuestas metodológicas intégrales. Por eso, revisando los caminos transitados por la geografía moderna y centrando su preocupación en los conceptos de espacio y territorio, este libro propone una lectura multidimensional y multidisciplinaria del tema, ofreciendo un panorama de los diferentes enfoques, métodos e instrumentas para estudios empiricos, como los métodos estadísticos, cartográficos y, como dice Erwin Galoppo, "ese producto génial de la geografía francesa contemporanea: los coremas".

Abstract

Reducing poverty and increasing wellbeing in developing countries have become central aims of both the national policy-makers as well as the international community. With the Millennium Development Declaration of 2000, the international community has agreed to focus on poverty reduction and the reduction of deprivation in its many dimensions. This book investigates conceptual and empirical issues on the measurement of trends in wellbeing, poverty, and inequality, illustrated for Bolivia and Colombia. The book contributes significantly to filling data gaps by combining existing data in a new way. Furthermore, it presents an important step forward to focus more on multidimensional outcomes of wellbeing rather than on monetary inputs and to develop tools to monitor the progress in achieving the Millennium Development Goals (MDGs).

Bolivia y Brasil comparten una de las cuencas más atractivas y preservadas de la te-giuri amazônica: la cuenca del rio llénez o Guaporé, que escurre tanto sobre el lecho rocoso del Escudo Precámbrico Brasilefto como sobre las Hanuras del Beni. Estas influencias hacen que la cuenca del iténez tenga una elevada heterogeneidad de habitats, una fauna acuálica peculiar y un alto valor de conservation. Este patrimo­nio binacional posée un potencial importante para la conservación de la diversidad regional y cl dcsar rollo sostcniblc participativo de las comunidades locales. El libro contiene un resumen del conotimìento de la cuenca y sus recursos, generado en los últimos 10 anos por un equipo de investigadores bolivianos, brasilefios y de otras nacionalidades. Se presenta una descripeión del medio fisico, así como resultados relevantes sobre la biodiversidad acuática, con énfasis en algas, peces, reptiles y mamíferos. El aporte más notable del libro, adernas de la descripeión ecológica del ecosistema, son las lecciones aprendidas que surgieron de experiências locales sobre la élaboration participativa de herramientas para la gestion de los recursos hidrobiológicos.

Abstract

Water acquisition, storage, allocation and distribution are intensely contested in our society, whether, for instance, such issues pertain to a conflict between upstream and downstream farmers located on a small stream or to a large dam located on the border of two nations. Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? The contributions have also scrutinised how these epistemic communities interactively shape norms, rules, beliefs and values about water problems and solutions, including notions of justice, citizenship and progress that are subsequently to become embedded in material artefacts.
