Abstract

Die Art und Weise wie dem Missbrauch des Internets als Verbreitungsmedium für Kinderpornographie Einhalt geboten werden kann, wird auf nationaler wie auch europäischer Ebene stark diskutiert. Im Mittelpunkt steht die Frage, ob auch unmittelbare Eingriffe in die Internetstruktur zwecks Unterbindung des Zugriffs auf kinderpornographische Webinhalte gerechtfertigt sind. Damit sind in erster Linie die Internetsperren von Access-Providern angesprochen und die Problematik, ob diese tatsächlich eine effektive Maßnahme in der Bekämpfung von Kinderpornographie verheißen. Die Autorin untersucht dieses Thema primär anhand einer verfassungsrechtlichen Würdigung eines legislatorischen Sperransatzes zur Verhinderung des Zugriffs auf diese kinderpornographischen Webinhalte, bezieht aber auch die europäische Entwicklung mit ein. Neben der Herleitung allgemeiner verfassungsrechtlicher Anforderungen wird auch ein Überblick über das Zugangserschwerungsgesetz gegeben, das in den Jahren 2009/2010 als erster ernstzunehmender gesetzlicher Ansatz zur Inhaltsregulierung galt, letztlich jedoch praktisch nicht angewandt wurde.

Abstract

Lange vor „IS“ und „Boko Haram“ galt die messianisch-christliche „Lord’s Resistance Army“ (LRA) in Uganda als die vielleicht brutalste Rebellengruppe Afrikas oder der Welt – und als eine, die sich sehr klar auf die Entführung, „Rekrutierung“ und den Einsatz Minderjähriger als KämpferInnen spezialisiert hat. Dieses Buch zeigt die Erkenntnisse eines Forschungsprojekts über ehemalige KindersoldatInnen in Norduganda und ihre „Reintegration“ in den gesellschaftlichen und familialen Alltag nach ihrer Rückkehr ins zivile Leben. Biographische Verläufe von Ex-KindersoldatInnen vor, während und nach der Zeit ihrer Entführung werden vorgestellt. Die AutorInnen untersuchen, wie sie ins zivile Leben zurückfanden, welche Beziehungsstrukturen oder sozialen Figurationen sich danach zwischen ihnen und den ZivilistInnen sowie insbesondere ihren Herkunftsfamilien beobachten lassen und welche alltagsweltlichen Bedingungen einen Übergang ins zivile Leben erleichtern oder erschweren.

Abstract

Child safeguarding has come to the forefront of public debate in the UK in&#xD;the aftermath of a series of highly publicised incidents of child sexual&#xD;exploitation and abuse. These have exposed the inadequacies and failings&#xD;of inter-organisational relations between police and key partners. While&#xD;the discourse of policing partnerships is now accepted wisdom, progress&#xD;has been distinctly hesitant. This paper contributes to understanding both&#xD;the challenges and opportunities presented through working across&#xD;organisational boundaries in the context of safeguarding children. It draws&#xD;on a study of relations within one of the largest Safeguarding Children&#xD;partnerships in England, developing insights from Etienne Wenger&#xD;regarding the potential of ‘communities of practice’ that innovate on the&#xD;basis of everyday learning through ‘boundary work’. We demonstrate how&#xD;such networked approaches expose the differential power relations and&#xD;sites of conflict between organisations but also provide possibilities to&#xD;challenge introspective cultures and foster organisational learning. We&#xD;argue that crucial in cultivating effective ‘communities of practice’ are:&#xD;shared commitment and purpose; relations of trust; balanced exchange of&#xD;information and resources; mutual respect for difference; and an open and&#xD;mature dialogue over possible conflicts. Boundary crossing can open&#xD;opportunities to foster increased reflexivity among policing professionals,&#xD;prompting critical self-reflection on values, ongoing reassessment of&#xD;assumptions and questioning of terminology. Yet, there is an inherent&#xD;tension in that the learning and innovative potential afforded by emergent&#xD;‘communities of practice’ derives from the coexistence and interplay&#xD;between both the depth of knowledge within practices and active&#xD;boundaries across practices.

Abstract

Since the 1970s, highly educated families in Austria have employed Au-pairs for taking care of their children. Why have these families preferred Au-pairs to kindergartens with qualified teachers? Were Au-pairs just a flexible substitute or did they have additional functions in the family? Which social and political climate has favoured this private form of childcare?The empirical basis of the work was the documentation of one of the major Austrian Au-pair agencies for the period 1978 - 2000, particularly 298 self-descriptions from guest families and the agency´s annual reports. The material was supplemented by interviews with ten guest families and by interviews with two experts. Thus is possible to analyze the socio-demographic characteristics of guest-families in Vienna and its suburbs, their motivations for taking Au-pairs, and their expectations.The findings indicate that Au-pairs usually serve several roles within the families: for instance, one very important role is to "double" mothers in order to free their minds to continue their social and work life. The pair system is also discussed in view of its two historic threads: one is a long European "education abroad" tradition for rather upper class children. The other thread is a "work-migration" tradition for lower class childs that had to go to cities to work as domestic servants. Which of the two traditions dominates the Au-pair market depends on the economic situation of the countries from which the Au-pairs come. Consequently, the economic and political changes around 1989 in Eastern Europe have had major impacts on the characteristics of Au-pair jobs in Austria

Abstract

The stories in this anthology emerged from interviews with women and young people about their experience of intervention when they were escaping a situation of abuse, neglect and/or sexual exploitation. They come from the research project “Cultural Encounters in Intervention Against Violence (CEINAV)” in four countries – England & Wales, Germany, Portugal and Slovenia. Through support services the women and young people were contacted; they came from a minority or migration background and had travelled through a history of violence and intervention, and were asked to tell who intervened, what had been helpful and what had not.&#xD;

Abstract

This open access book explores specific migration, governance, and identity processes currently involving children and ideas of childhood. Migrancy as a social space allows majority populations to question the capabilities of migrants, and is a space in which an increasing number of children are growing up. In this space, families, nation-states, civil society, as well as children themselves are central actors engaged in contesting the meaning of childhood. Childhood is a field of conceptual, moral and political contestation, where the ‘battles’ may range from minor tensions and everyday negotiations of symbolic or practical importance involving a limited number of people, to open conflicts involving violence and law enforcement. The chapters demonstrate the importance of how we understand phenomena involving children: when children are trafficked, seeking refuge, taken into custody, active in gangs or in youth organisations, and struggling with identity work. This book examines countries representing very different engagements and policies regarding migrancy and children. As a result, readers are presented with a comprehensive volume ideal for both the classroom and for policy-makers and practitioners. The chapters are written by experts in social anthropology, human geography, political science, sociology, and psychology.

Abstract

The purpose of this book is to combine perspectives of scholars from Africa on Child Theologies from a variety of theological sub-disciplines to provide some theological and ministerial perspectives on this topic. The book disseminates original research and new developments in this study field, especially as relevant to the African context. In the process it addresses also the global need to hear voices from Africa in this academic field. It wants to convey the importance of considering Africa’s children in theologising. The different chapters represent diverse methodologies but the central and common focus is to approach the subject from the viewpoint of Africa’s children. The individual authors’ varied theological sub-disciplinary dispositions contribute to the unique and distinct character of the book. Almost all chapters are theoretical orientated with less empirical research, although some of the chapters refer to empirical research which the authors have done in the past.

Abstract

Volume 1 "Policy Changes and Challenges" takes as its central theme the ongoing and challenging issues which child protection agencies have to address and the policy and practice initiatives that are developed to try and address these. The volume includes papers on: the relationship between the decline in the rate of ‘unnatural’ deaths and the growth of concern about child abuse in the USA between 1940 and 2005; mandatory reporting; the balance between providing urgent intervention and meeting chronic need; risk and the Public Law Outline in England; the nature and implications of ‘child centred’ policies; the impact of intimate partner and family violence; the intended and unintended consequences of high profile child abuse scandals; developing multi-disciplinary team work in a health setting; and the possibilities of technology-based innovations in prevention programmes.
