Abstract

Municipal and regional cross-border cooperation has already been common practice for a long time. This is shown by numerous existing Euroregions along the German border. The particular feature of this kind of cooperation is the participation of local and regional authorities of different states, which are separated by a national border. The judicial challenge is to legally overcome the national boundary in order to transform a mere partnership into an effective cooperation. This treatise outlines the existing instruments to implement such cooperation for German municipal authorities within their sphere of jurisdiction. Several questions are discussed: Are local authorities entitled to enter a transnational contract and if so, to what extent? What possibilities are offered by the German Constitution and existing umbrella agreements, and what is the relevance of the achievement of the European Regulation on a European Grouping of Territorial Cooperation? Furthermore, the important issue of transnational joint performance of exercising state authority as well as aspects of cross-border economic activities of local authorities are discussed.

Abstract

The most evident aspect of biodiversity is the variety of complex forms and behaviors among organisms, both living and extinct. Comparative molecular and physiological studies show that the evolution of complex phenotypic traits involves multiple levels of biological organization (i.e. genes, chromosomes, organelles, cells, individual organisms, species, etc.). Regardless of the specific molecular mechanisms and details, the evolution of different complex biological organizations share a commonality: cooperation and conflict among the parts of the biological unit under study. The potential for conflict among parts is abundant. How then do complex systems persist, given the necessity of cooperative behavior for their maintenance, when the potential for conflict occurs across all levels of biological organization? In this Research Topic and eBook we present ideas and work on the question, how coexistence of biological components at different levels of organization persists in the face of antagonistic, conflicting or even exploitative behavior of the parts? The goal of this topic is in presenting examples of cooperation and conflict at different levels of biological organization to discuss the consequences that this “tension” have had in the diversification and emergence of novel phenotypic traits. Exemplary cases are studies investigating: the evolution of genomes, formation of colonial aggregates of cells, biofilms, the origin and maintenance of multicellular organisms, and the stable coexistence of multispecies consortia producing a cooperative product. Altogether, we hope that the contributions to this Research Topic build towards mechanistic knowledge of the biological phenomenon of coexistence in the face of conflict. Abstract

"In this chapter we will demonstrate that samhandling has a different&#xD;qualitative meaning from other similar concepts. The term “samhandling” is used&#xD;by many organizations, researchers and textbook authors without clarifying the&#xD;rationale for its use (Torgersen & Steiro, 2009). The word samhandling is built on&#xD;a distinct cultural foundation. Therefore, we think it is necessary to describe Norwegian&#xD;culture briefly, to enable the reader to understand the basis of samhandling.&#xD;The chapter presents a definition of samhandling that was originally presented by&#xD;Torgersen & Steiro (2009). Samhandling is distinguished from cooperation/teamwork&#xD;by three core attributes which we can call the identity of samhandling: focus&#xD;on complementarity, exchange and utilization of the participants’ various skills,&#xD;experiences, backgrounds and cultures, and coordination of these factors in efforts&#xD;towards a common goal in a work situation or meeting. Samhandling has a higher&#xD;relative ambition level than the corresponding processes covered by the expressions&#xD;“collaboration”, “cooperation” and “coordination”. Increased complexity and&#xD;relations between stakeholders call for a focus on complementary handling in action,&#xD;that is, samhandling. The following competencies were identified in order for&#xD;good samhandling to occur: trust, assurance, well-being, belonging, clarity, time&#xD;and tolerance."&#xD;

Abstract

Social accounting is a way of measuring and assessing the economic and social results achieved by a non-profit body. It is in the light of this observation that the project "SOCIAL ACCOUNTING OF THE NON-PROFIT BODIES" has been launched, involving the Tuscan Regional Authority, the Provincial Authorities of Florence and Pistoia, Cesvot, Le Reti di Kilim association and the Department of Business Science of the University of Florence. An important phase of theoretical research resulted in the publication PISR no. 2, "Observations on the issue of social accounting" in May 2002. Following this, the research approach finalised at the identification of a model of reference for the social accounting process of third sector organisations highlighted the need to concretise what had been elaborated. In other words, to apply the previous theoretical conclusions to certain "pilot" bodies and to report on the experience. More specifically, this work reports several processes of social accounting in which the authors have taken part. For each of these a grid of summary and comments has been prepared, with the purpose of facilitating a comparative reading.
