Abstract

The work analyses different forms and effects of higher education funding. In the beginning, the determinants of higher education spending by the German federal states are studied. Then the thesis focuses on the recent introduction of tuition fees at public universities in Germany to identify the effects of tuition fees on the enrollment decision of first year students. In addition, the impact of tuition fees is compared with the effect of administrative fees.

Abstract

Abstract

In OECD countries the average expenditure on primary and secondary education institutions is about 3.5% of GDP. The investment in education has large implications for economic development and the proper functioning of democratic institutions, as well as overall well-being. However, clear consensus and guidance on which system leads to the best educational outcomes is lacking. This volume describes the resource allocation for compulsory and special needs education for a selection of well-performing countries and regions on PISA tests. By studying the funding systems in well-performing countries and regions the authors identify the elements in the respective funding systems that are associated with best outcomes and have the ideal characteristics to pursue particular goals of education systems such as equity and efficiency. The funding methods of primary and secondary education as well as special needs education are covered.

Abstract

With the realisation of German unity, cultural policies have also changed - conceptually as well as instrumentally. It would be too short-sighted, however, if one were to frame this transformation as the direct result of German unity. It is also necessary to take into account that it occures in the context of a not only European but also global social shift. The "2015 Yearbook for Cultural Politics" contains the contributions from the eighth Federal Congress for Cultural Politics, entitled "Kultur.Macht.Einheit?" ("Culture.Power.Unity?"), which featured presentations be figures such as Monika Grütters, Wolfgang Thierse, Norbert Lammert, and Tim Renner. Additional articles extrapolate on this extensive field and broaden the range of perspectives on the phenomenon of transformation.

Abstract

"As their Millennium Development Goals, world leaders have pledged by 2015 to halve the number of people living in extreme poverty and hunger, to achieve universal primary education, to reduce child mortality, to halt the spread of HIV/AIDS, and to halve the number of people without safe drinking water. Achieving these goals requires a large increase in the flow of financial resources to developing countries – double the present development assistance from abroad. In examining innovative ways to secure these resources, this book, which is part of the UNU–WIDER Studies in Development Economics series, sets out a framework for the economic analysis of different sources of funding and applying the tools of modern public economics to identify the key issues. It examines the role of new sources of overseas aid, considers the fiscal architecture and the lessons that can be learned from federal fiscal systems, asks how far increased transfers impose a burden on donors, and investigates how far the raising of resources can be separated from their use. In turn, the book examines global environmental taxes (such as a carbon tax), the taxation of currency transactions (the Tobin tax), a development‐focused allocation of Special Drawing Rights by the International Monetary Fund (IMF), the UK Government proposal for an International Finance Facility, increased private donations for development purposes, a global lottery (or premium bond), and increased remittances by emigrants. In each case, it considers the feasibility of the proposal and the resources that it can realistically raise, and offers new perspectives and insights into these new and controversial proposals. "

Abstract

Anthropogenic greenhouse gas (GHG) emissions are dramatically influencing the environment, and research is strongly committed to proposing alternatives, mainly based on renewable energy sources. Low GHG electricity production from renewables is well established but issues of grid balancing are limiting their application. Energy storage is a key topic for the further deployment of renewable energy production. Besides batteries and other types of electrical storage, electrofuels and bioderived fuels may offer suitable alternatives in some specific scenarios. This Special Issue includes contributions on the energy conversion technologies and use, energy storage, technologies integration, e-fuels, and pilot and large-scale applications.

Abstract

This special issue provides a collection of 15 papers with modern theories and applications for circular economy, engineering projects, entrepreneurship models, and investor decisions. After the commencing review on Occupational Health and Safety Management-Systems Standards, follow papers which can be classified into four categories which cover the overall scope of special issue. The first category includes papers regarding the micro-level of circular economy. This means case studies in firm-level which implement different techniques to achieve sustainable development and circular economy goals. The findings reveal interesting achievements which are associated with cultural characteristics of the countries these case studies have been conducted. The second category of papers refers to the meso-level of circular economy where firms cooperate with each other by exchanging byproducts and organizing common operational procedures and routines to address environmental problems. The findings suggest assessment information technology tools to support industrial symbiosis among European firms. The next body of literature encompasses macro-level where circular economy techniques are implemented at a country level. Findings suggest methodologies for implementing and tracking circular economy in cities. Finally, a number of papers are included that focus on advanced engineering techniques. These techniques are useful tools for achieving circular economy and sustainability.
