Abstract

Recent developments have caused important changes in the IT industry: while being considered comparatively resistant to international relocation of jobs for a long time, the IT industry's landscape has changed a lot in the course of the 1990s, when IT companies started to make use of low-wage destinations and integrated them in globally distributed workflows. According to many authors the internationalisation of the IT industry does not only put jobs in high-wage countries into jeopardy, but also formalizes and standardizes the working processes, thus significantly limiting the employees´ task discretion. Drawing upon case studies in the Indian subsidiaries of two transnationally operating IT companies, the presented study critically questions this prognosis. The results clearly show that the forms of work organisation and control in the IT industry do not develop homogeneously or uniformly in the course of internationalization. Instead, it is possible to identify specific modes of reorganization that are shaped by varying patterns of internationalization, on the one hand, and the institutional settings of the offshore destinations, on the other hand."

Abstract

The chapters in this book offer concrete examples from all over the world to show how community livelihoods in mineral-rich tracts can be more sustainable by fully integrating gender concerns into all aspects of the relationship between mining practices and mine affected communities. By looking at the mining industry and the mine-affected communities through a gender lens, the authors indicate a variety of practical strategies to mitigate the impacts of mining on women’s livelihoods without undermining women’s voice and status within the mine-affected communities. The term ‘field’ in the title of this volume is not restricted to the open-cut pits of large scale mining operations which are male-dominated workplaces, or with mining as a masculine, capital-intensive industry, but also connotes the wider range of mineral extractive practices which are carried out informally by women and men of artisanal communities at much smaller geographical scales throughout the mineral-rich tracts of poorer countries.

Abstract

En 2014, le poids économique direct de la culture, c’est-à-dire la valeur ajoutée de l’ensemble des branches culturelles, est de 44 milliards d’euros. La part de la culture dans l’ensemble de l’économie (2,3 %) est en baisse et renoue avec son niveau de 1995, après avoir culminé à 2,6 % en 2003. À titre de comparaison, la branche de l’industrie automobile réalisait une valeur ajoutée de 9,8 milliards d’euros en 2013. À l’origine de cette baisse, la presse, l’architecture et le livre confirment, en 2014, leur déclin économique. Affecté par le poids croissant de l’offre numérique, le commerce de détail se stabilise, mais à un niveau très inférieur à celui de 2007, date à laquelle cette branche amorçait sa chute. L’audiovisuel, le spectacle vivant et le patrimoine connaissent une croissance continue depuis 1995, au point que le spectacle vivant est devenu, après l’audiovisuel, la deuxième branche culturelle en termes de poids économique – devant la presse qui occupait encore cette place au début des années 2000. Accompagnant ce repli économique, l’emploi est en baisse (- 5 %) par rapport à 2013 dans les branches culturelles, avec un repli des effectifs particulièrement marqué dans le livre et la presse. Totalisant 615 000 emplois en 2014, les branches culturelles représentent 2,4 % de la population active en emploi.

Abstract

Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia’s most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major—and sometimes the only—contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes—the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations. The research addresses questions such as: What factors underlie successful investment in community relations and associated agreement governance and benefit packages for Indigenous communities? How are economic and non-economic flows monitored? What are the values and aspirations which Indigenous people may bring to bear in their engagement with mining developments? What more should companies and government do to develop the capacity and sustainability of local Indigenous organisations? What mining company strategies build community capacity to deal with impacts of mining? Are these adequate? How to prepare for sustainable futures for Indigenous Australians after mine closure? This research was conducted under an Australian Research Council Linkage Project, with Rio Tinto and the Committee for Economic Development of Australia as Industry Partners.

Abstract

In post-industrial societies more and more people earn an income in creative knowledge work, a highly flexible labour market segment that demands a geographically mobile workforce. Creative knowledge work is based on an understanding of language, culture and symbolic meanings. This can best be obtained through local and national embeddedness. Yet, this necessity for embeddedness stands in contrast to the demand in geographical mobility. How is this contradiction solved by individuals? What new forms of place attachment does this bring about?This book introduces a showcase of 25 multilocal creative knowledge workers, who live in different countries at the same time. It investigates how continuous mobility becomes part of their lifeworld, and how it changes their feelings of belonging and practices of place attachment. Applying an innovative methodological mix of social phenomenology, hermeneutics and mental mapping, this book takes a detailed look at biographies and the role of places in mobile lifeworlds.Plug&Play Places brings forth the idea that places have to be understood as individual items, which are configured and then plugged into the ‘system’ of the own lifeworld. They can be ‘played’ without great effort once an individual needs to make use of them. This new type of place attachment is a form of subjective standardization of place, which complements the well-known models of objective standardization of places.Plug&Play Places is relevant for scientists who deal with mobility and its impact on individual lifeworlds, with transnational multilocality and with flexibilized labour markets. Furthermore, the book provides a detailed qualitative perspective which can enrich the explanations of quantitative research in the same field. It is an interesting reading also for practitioners engaged in urban planning, housing and real estate development.Robert Nadler holds a doctoral degree in Urban and Local European Studies from the University of Milan-Bicocca. He is a researcher at the Leibniz Institute for Regional Geography and published on creative industries, multilocality and labour mobility.

Abstract

The book "Communicating Culture: Institutions, Strategies, Audiences" is an outcome of the research project “The Development of Communicative Competence of Cultural Institutions in the Context of Knowledge and Creative Society” conducted between 2012 and 2015 by researchers of Vytautas Magnus University. The data were collected from cultural organisations, project participants, in Kaunas, Šiauliai and Klaipėda between 2008 and 2013. The project had encompassed theoretical studies and their critical development, case studies and qualitative and qualitative data analysis. Central in the project was estimating to what extent the organisations were perceptive to the influences of creative and cultural industries (CCI) communication processes. The monograph aims to discuss processes, concepts, ideas and reasons why the above-mentioned traditional Lithuanian cultural institutions only partly implement CCI experiences and competences. A related goal is to consider how the efficacy of such institutions can be increased by adopting best practices pulled from CCI experiences in Lithuania and abroad and by implementing possibilities provided by new media.In the book, the essays revolve around the objective to show theoretical links between communicative action and CCI and to reveal their incongruities and points of tension. This is discussed in view of the data obtained within the framework of the above-mentioned research project. The data serve as a background for critical assessment of the dynamics of communicative competences in the researched cultural institutions over the past five years. The latter aspect is an integral part of the objective to discuss the relationship between communicative action, communicative reason and communicative space in regards to modern CCI developments. In this connection, the book also discusses contradictions arising in the formation of the creative class and examines how these contradictions stand in relation to organisational communication. Another objective of research presented in the book is to analyse and to compare communication among cultural institutions and structures related with these institutions. In particular, applied meanings and signs employed in communication are analysed from political and institutional perspectives. To this end, the study provides analysis and critical assessment of the specificity of communication in CCI organisations; probes into its functions and forms; looks at the existing and the necessary competences from the communicative point of view; describes and polemicises whether virtual space and new media are effectively used in communicative practices of cultural institutions.

"Google and Facebook currently control close to two-thirds of global advertising revenue. While dominating the online advertising market, these two companies have thus far avoided paying adequate taxes. This CAMRI policy brief presents a new policy innovation, the online advertising tax. Considering the key role of user activity and user data for the value of Google and Facebook’s services, it explains how digital advertising companies’ revenues could be taxed based on the respective country in which targeted users are located. The author reviews existing policy arguments and policy options and sets out practical steps to ensure that tax avoidance by online advertising companies is mitigated. Furthermore, he illustrates how tax revenues could be used to support public service internet platforms."

Abstract

Structural transformation in Africa has become a hot topic. One of the earliest stylized facts of development economics is that low-income countries have large differences in output per worker across sectors, and movement of workers from low- to high-productivity sectors—structural transformation is a key driver of economic growth. Between 1950 and 2006, about half of the catch-up by developing countries—led by East Asia—to advanced economy productivity levels was due to rising productivity within manufacturing combined with structural transformation out of agriculture. Manufacturing has the capacity to employ large numbers of unskilled workers, is capable of large productivity gains through innovation, and entails tradeable products that permit economies of scale and specialization. But manufacturing in Africa, rather than leading growth, has typically been a lagging sector. In 2014, the average share of manufacturing in GDP in sub-Saharan Africa hovered around 10 per cent, unchanged from the 1970s, leading some observers to be pessimistic about Africa’s potential to catch the wave of sustained rapid growth and rising incomes. This book challenges that view. It argues that other activities sharing the characteristics of manufacturing—including tourism, ICT, and other services as well as food processing and horticulture—are beginning to play a role analogous to the role that manufacturing played in East Asia. This reflects not only changes in the global organization of industries since the early era of rapid East Asian growth, but also advantages unique to Africa. These ‘industries without smokestacks’ offer new opportunities for Africa to grow in coming decades.
