Abstract

Au dix-huitième siècle, le champ musical connaît un bouleversement sans précédent en Grande-Bretagne. Alors que de nouvelles théories musicales émergent, la conception classique, selon laquelle les arts procèdent par imitation de la nature, est remise en cause. L'art vocal, proche de la poésie, est délaissé au profit de l'art instrumental, auparavant jugé comme une imitation moins parfaite. La critique musicale s'attache alors à définir la spécificité d'un art non sémantique, offrant au champ musical et au jugement esthétique une autonomie sans précédent vis-à-vis des autres arts. L'importance de l'émotion du spectateur prend alors le pas sur les règles de l'art, la musique devenant le lieu par excellence de l'ineffable et du mystère.

La « Règle d'or », présentée partout comme le remède à la crise économique et financière européenne, n'illustre-t-elle pas parfaitement la relation qui unit la crise et le droit ? La solution aux dérives budgétaires et aux imprudences de la finance se trouverait dans un renforcement de la gouvernance, dans plus de droit. Un droit, en quelque sorte présenté comme la cause (par son absence ou sa mollesse) et la solution (par sa musculation) de la catastrophe économico-financière. Mais les crises ne sont pas que financières ou économiques. Il y a aussi des crises sociales, diplomatiques ou politiques,... des crises familiales, des crises sanitaires, des crises agricoles, des crises institutionnelles... C'est de toutes ces crises que traite le présent ouvrage, en s'efforçant de dégager les constantes dans l'approche de la crise par le droit, de rechercher les points de convergence dans les méthodes et techniques du droit pour prévenir et gérer les situations paroxysmiques, quelle que soit la situation de crise, qu'elle touche la cellule familiale, l'entreprise, la population d'un pays ou la finance internationale.

Seit Großunternehmen unter den Bedingungen sinkender Wachstumsraten und global erhöhter Renditeforderungen verstärkt Arbeitsplätze abbauen, avancieren Existenzgründungen und ihre Förderung auch in Deutschland zum Hoffnungsträger der Struktur- und Beschäftigungspolitik.
Im Buch wird die zentrale Hypothese überprüft, dass die Existenzgründungsförderung in ihrer derzeitigen Ausgestaltung erstens nicht nachhaltig zu mehr Beschäftigung beiträgt und sie zweitens den wirtschaftlichen Strukturwandel bremst. Für den Fördereffekt von Existenzgründungshilfen ist neben der Mikroebene vor allem auch die Makroebene relevant. Dem langfristig positiven Beschäftigungseffekt in den geförderten Gründungen stehen Verdrängungseffekte bei anderen Unternehmen gegenüber.

Abstract

The recent developments in biomedical sensors, wireless communication systems, and information networks are transforming the conventional healthcare systems. The transformed healthcare systems are enabling distributed healthcare services to patients who may not be co-located with the healthcare providers, providing early diagnoses, and reducing the cost in the healthcare section. The developments in medical internet of things (m-IoT) would enable a range of applications, including remote health monitoring through medical-grade wearables to provide homecare for elderlies; virtual doctor-patient interaction to have any time and place access to medical professionals; wireless endoscopic examination; and remotely operated robotic surgery to extend the access to highly skilled surgeons. Wireless body area networks (WBAN) are key enablers of these transformations. These networks connect sensors and actuators to external processing units, which could be placed on the surface of the patient's body or implanted inside the body to connect specific sensors and/or actuators inside, on, and around the body to the data collection points. The success of these networks highly relies on the advent of low-power, low-delay, reliable, and low-cost wireless connectivity solutions. This book covers recent developments in wireless healthcare systems to provide an insight to the technological solutions (e.g. for body area channel propagation models, communication techniques, and energy harvesting/transfer) for wireless body area networks, and emerging applications of medical internet of things and wireless healthcare systems.

Abstract

The presented book, the amplified proceedings of the symposium "Das Wiener Klavier 1850", held at Neue Burg (Vienna) in 2003 combines as regards content recent organological and biographical research, answers questions concerning the original-instrument performance of the romantic period and focuses on technological features in the making of the Viennese pianoforte. In the 2nd half of the 18th century Vienna became the European centre of production of pianofortes whereas the typical Viennese pianoforte-sound, evolved from special technological and constructional parameters, acted as a stimulant on composers and interprets. Many instrument makers - some of them originally German - working and living in Vienna contributed to this uplifting evolution with their innovative work for the Austrian Court or simply as civic craftsmen. A quite impressive amount of material about their biographies and contracts was investigated and is an integral part of the publication. With the beginning of the 19th century firms in Paris and London were of utmost importance for the pianoforte industry. Broadwood and Erard for instance in an international terrain and started an early mass-production of instruments based on the English action. Beside these instruments the Viennese pianoforte with its German action could not easily compete with. The book contains the analysis of the manufacturing techniques of the Viennese pianoforte and of the company organisations respectively the corporate structures of the comparatively small businessmen in the Austrian region and the Hapsburg Crown lands particularly with regard to the interactions between the Viennese, German and Italian workshops. Moreover the variants in aesthetic design and development of the Viennese pianofortes until the time by 1850 are pointed out and results of recent dendrochronological research of instruments preserved by renowned collections are published in this book.

Abstract

In den letzen Jahren rückten vielfältige Gender Budgeting-Initiativen in den öffentlichen Fokus, die das Ziel hatten, die Gleichstellung von Frauen und Männern zu fördern. Ihnen wird ein großes emanzipatorisches und demokratisches Potential zugeschrieben. Während der Demokratisierungsanspruch zwar häufig betont wird, stellen die Definition und Präzisierung von Demokratie bzw. Demokratisierung bislang weitgehend unbehandelte Bereiche dar. Daher zielt die Arbeit darauf ab, die theoretische Fundierung von Gender Budgeting zu vertiefen und damit einen Beitrag zu einer geschlechtergerechten und emanzipatorischen Demokratisierung der Finanzpolitik zu leisten. Mit Hilfe einer Qualitativen Inhaltsanalyse wird eine Untersuchung feministisch-demokratietheoretischer Überlegungen vorgenommen, um daraus einen Kriterienkatalog zu entwickeln. Dieser wird anschließend in den Budgetprozess integriert, um ein Modell eines feministisch-demokratischen Budgetprozesses beispielhaft anhand des Wiener Budgetkreislaufes zu entwerfen.

Abstract

Le livre III de la loi ordinaire du 16 juillet 1993 visant à achever la structure fédérale de l'État a introduit en droit belge un régime d'écotaxes. La mise en place d'un tel régime a suscité un premier débat sur le bien fondé du recours aux instruments économiques dans la conduite d'une politique de protection de l'environnement. Si les questions juridiques ne sont pas restées à l'écart de ce débat, celles-ci ne furent pas pour autant examinées exhaustivement lors de la rédaction de la loi. Le présent ouvrage reprend les rapports, tels que présentés par les orateurs au colloque consacré à « L'introduction des écotaxes en droit belge » organisé le 14 octobre 1993 par le Centre d'étude du droit de l'environnement. Abstract

Ocean optics is a branch of oceanography which is firmly embedded in studies of a great variety of ocean science and engineering questions. The interactive nature between radiative transfer of light and various dissolved and particulate constituents of seawater is at the core of ocean optics science and applications. The transfer of radiant solar energy has vital implications to life and climate on Earth, and the large variety of subjects of ocean optics ranges from the subtle problems of physical optics to optical remote sensing towards a better understanding of ocean biology, biogeochemistry and ecosystems and their roles in the Earth's system processes. The intention of this book is to present a collection of papers that generally share a common denominator of frontier topics in ocean optics which are unique, uncommon or outstanding in the literature, and to provide a balanced view of the extraordinary breadth of research in this field. Abstract

This Special Issue gathers papers reporting research on various aspects of remote sensing of Sea Surface Salinity (SSS) and the use of satellite SSS in oceanography. It includes contributions presenting improvements in empirical or theoretical radiative transfer models; mitigation techniques of external interference such as RFI and land contamination; comparisons and validation of remote sensing products with in situ observations; retrieval techniques for improved coastal SSS monitoring, high latitude SSS and the assessment of ocean interactions with the cryosphere; and data fusion techniques combining SSS with sea surface temperature (SST). New instrument technology for the future of SSS remote sensing is also presented.
