Abstract

This study aims to increase awareness and interest on the pharmaceutical quality and counterfeit medicines issues in the Mekong Subregion. It provides a review of existing empirical findings regarding the state of medicine quality in the region. It also analyzes data on quality testing of drug samples from the five countries (Cambodia, China, Lao PDR, Thailand and Vietnam) in the region, in order to develop a conceptual framework for addressing the issue at the regional level, and to suggest areas for further study.

Abstract

From October 2006, India holds the Chair of the Mekong-Ganga Cooperation Initiative (MGCI). Cambodia and Thailand have held this position for three years each before India, and in that order. MGCI was launched on 10th November 2000 in Vientiane (Laos) and aims at rekindling the cultural links between India and the five riparian states of the Mekong River, namely, Cambodia, Laos, Myanmar, Thailand and Viet Nam. It is from here that India seeks to strengthen connectivity through building the physical and social infrastructure in these countries. This includes roads, rails, air links and information and communication technologies as also education, culture, and imparting skills in development management and other technical areas. It is only with a robust engagement of this nature that MGCI may evolve a lasting socio-political and economic partnership with this region and take it further in enhancing India's military and strategic equations with these countries. India has taken scores of major initiatives under the MGCI and this newfound enthusiasm has also provided a boost to India's bilateral relations with each country. As this study shows, the results, however, remain a mixed bag and India needs to accelerate its footwork to implement its grand vision and to keep pace with other major stakeholders in this region. In particular, progress made by China has been far too rapid and this has put China in the lead and this remains a subject of debate both inside and outside the Mekong region.

Abstract

Myanmar, the second biggest country in terms of area in mainland South East Asia, borders five neighboring countries: China, Thailand, India, Bangladesh, and Lao PDR. Myanmar's longest borders are with China (approximately 1,357 miles) and Thailand (approximately 1,314 miles), and it shares coastal waters with Malaysia and Singapore. Informal activities and informal moment of goods and people have been quite significant due to many factors. Although various policy measures have been developed to mitigate these informal activities, there has not been any study regarding the sources of these informal activities, their costs and benefits, impacts and consequences of the existence and non-existence of these activities, or how these activities could be mitigated without having significant negative economic and social impacts on the local people and the economy as the whole. This paper attempts to identify factors behind causes and effects of informal flows in goods and persons across the borders between Myanmar and its neighboring countries, especially China and Thailand, and to address related issues and possible policy implications. This paper is a result of various surveys and studies in many places in Myanmar, Lao PDR, Thailand, and China from 2005 to 2009 under several research projects.

Abstract

The connections between water, food and energy are currently being discussed more than ever before, thanks to the recently emerged concept of the water–energy–food security nexus. Various organizations and authors have defined and addressed the concept from their own view points: nexus is, indeed in the air.This Special Issue looks at the water–energy–food security nexus in the context of large Asian river basins, with a focus on transboundary rivers shared by several countries. The articles included in the Special Issue analyse what benefits the nexus approach could bring to these kinds of, often quite demanding, settings. And where are the potential pitfalls that call for further development.The thematic areas covered in the Special Issue thus include water resources management; energy planning and policies with an emphasis on hydropower; and food production systems, including fisheries, irrigation and cropland management. Due to its focus on transboundary contexts, the articles also look at the geopolitical, international cooperation and security aspects related to the nexus.The articles of the Special Issue include case studies from relevant transboundary river basins, with a focus on the Mekong River Basin in Southeast Asia as well as the river basins in Central Asia. Articles also include a comparative analysis in several large Asian river basins as well as more theoretical discussions of the water–energy–food security nexus and its linkages to other framings and approaches, such as IWRM and sustainable development.

Abstract

Water acquisition, storage, allocation and distribution are intensely contested in our society, whether, for instance, such issues pertain to a conflict between upstream and downstream farmers located on a small stream or to a large dam located on the border of two nations. Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? The contributions have also scrutinised how these epistemic communities interactively shape norms, rules, beliefs and values about water problems and solutions, including notions of justice, citizenship and progress that are subsequently to become embedded in material artefacts.

Abstract

Forests cover 30% of the Earth’s land area, or nearly four billion hectares. Enhancing the benefits and ecosystem services of forests has been increasingly recognized as an essential part of nature-based solutions for solving many emerging global environmental problems today. A core science supporting forest management is understanding the interactions of forests, water, and people. These interactions have become increasingly complex under climate change and its associated impacts, such as the increases in the intensity and frequency of drought and floods, increasing population and deforestation, and a rise in global demands for multiple ecosystem services including clean water supply and carbon sequestration. Forest watershed managers have recognized that water management is an essential component of forest management. Global environmental change is posing more challenges for managing forests and water toward sustainable development. New science on forest and water is critically needed across the globe. The International Forests and Water Conference 2018, Valdivia, Chile (http://forestsandwater2018.cl/), a joint effort of the 5th IUFRO International Conference on Forests and Water in a Changing Environment and the Second Latin American Conference on Forests and Water provided a unique forum to examine forest and water issues in Latin America under a global context. This book represents a collection of some of the peer-reviewed papers presented at the conference that were published in a Special Issue of Forests.

Abstract

The interface of 440,000 km long coastline in the world is subject to global change, with an increasing human pressure (land use, buildings, sand mining, dredging) and increasing population. Improving our knowledge on involved mechanisms and sediment transport processes, monitoring the evolution of sedimentary stocks and anticipating changes in littoral and coastal zones is essential for this purpose. The special issue of Water on &ldquo;Sediment transport in coastal waters&rdquo; gathers thirteen papers which introduce the current revolution in the scientific research related to coastal and littoral hydrosedimentary dynamics, and reflect the diversity of concerns on which research in coastal sediment transport is based, and current trends &mdash; topics and preferred methods &mdash; to address them.

Abstract

Satellite altimetry is a radar technique for measuring the topography of the Earth’s surface. It was initially designed for measuring the ocean’s topography, with reference to an ellipsoid, and for the determination of the marine geoid. Satellite altimetry has provided extremely valuable information on ocean science (e.g., circulation surface geostrophic currents, eddy structures, wave heights, and the propagation of oceanic Kelvin and Rossby waves). With more than 25 years of observations, it is also becoming vital to climate research, providing accurate measurements of sea level variations from regional to global scales. Altimetry has also demonstrated a strong potential for geophysical, cryospheric, and hydrological research and is now commonly used for the monitoring of Arctic and Antarctic ice sheet topography and of terrestrial surface water levels. This book aims to present reviews and recent advances of general interest in the use of radar altimetry in Earth sciences. Manuscripts are related to any aspect of radar altimetry technique or geophysical applications. We also encourage manuscripts resulting from the application of new altimetric technology (SAR, SARin, and Ka band) and improvements expected from missions to be launched in the near future (i.e., SWOT).

Abstract

The sustainable governance of water resources relies on processes of multi-stakeholder collaborations and interactions that facilitate knowledge co-creation and social learning. Governance systems are often fragmented, forming a barrier to adequately addressing the myriad of challenges affecting water resources, including climate change, increased urbanized populations, and pollution. Transitions towards sustainable water governance will likely require innovative learning partnerships between public, private, and civil society stakeholders. It is essential that such partnerships involve vertical and horizontal communication of ideas and knowledge, and an enabling and democratic environment characterized by informal and open discourse. There is increasing interest in learning-based transitions. Thus far, much scholarly thinking and, to a lesser degree, empirical research has gone into understanding the potential impact of social learning on multi-stakeholder settings. The question of whether such learning can be supported by forms of serious gaming has hardly been asked. This Special Issue critically explores the potential of serious games to support multi-stakeholder social learning and collaborations in the context of water governance. Serious games may involve simulations of real-world events and processes and are challenge players to solve contemporary societal problems; they, therefore, have a purpose beyond entertainment. They offer a largely untapped potential to support social learning and collaboration by facilitating access to and the exchange of knowledge and information, enhancing stakeholder interactions, empowering a wider audience to participate in decision making, and providing opportunities to test and analyze the outcomes of policies and management solutions. Little is known about how game-based approaches can be used in the context of collaborative water governance to maximize their potential for social learning. While several studies have reported examples of serious games, there is comparably less research about how to assess the impacts of serious games on social learning and transformative change.

Abstract

In a rapidly changing world, there is an ever-increasing need to monitor the Earth&rsquo;s resources and manage it sustainably for future generations. Earth observation from satellites is critical to provide information required for informed and timely decision making in this regard. Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth&rsquo;s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.
