Abstract

For some time massive change needs primarily by libraries and other public facilities for the system of science communication have been formulated against the background the so-called "serials crisis. Great potential for modifications are attributed to information and communication technologies, which seem suitable to allow the distribution of scientific results in cheaper and faster than with the since the end of the 17th Century's established channels of communication of paper-based journals. The current discussion of the changes focus in particular on the phrase "Open Access" with the two basic design options "Green Road" the parallel free online publication media, and the "Golden Road," the primary publishing in open access media. In practice, however, there are numerous, highly differentiated business models for new forms of originary publication services, as well as complementary services. Some of these new forms of science communication are already described in the literature, usually as case-by-case documentations. A helpful addition would be a study grid, which would allow a structured description of different forms of scientific communication. To establish such a typology is the goal of this book. This typology is then used to select new services to be described and then compared. Another aim of the book is so is to make a contribution to the systematic description of reality and thus to provide a basis for sound research.

Abstract

This book is a contribution to the history of the wheeled vehicle in India. In the first part we examine the present carriages, their types and their distribution; then, in the light of these clearly discernible facts, we intend to interpret the sources concerning, on the one hand, the wheeled vehicles from Protohistory to the Mughal period, and on the other hand, the changes introduced by the transport revolution of the middle of the 19th century. It shows that, prior to the British period, the northern plains of India were favoured with a variety of vehicles for travelling and for goods traffic, many of them with a rudimentary form of suspension, while in the Deccan, most of the country carts were heavy, ill-constructed and not fit for distant journeys. The reason why the people of Hindusthan showed much greater ingenuity than those of the Deccan concerning the construction of carts is perhaps due to the fact that, over the centuries, greater attention was given there to roads and their maintenance than on the peninsula: at least since Asoka, the sovereigns of the Gangetic Plain were interested in the question of roads, and particularly in the good condition of the Grand Trunk Road and the axes leading to the Gulf of Cambay.

Abstract

Road pricing is not a new concept—toll roads have existed in Australia since Governor Macquarie established one from Sydney to Parramatta in 1811—and distance-based charging schemes have been trialled and implemented with varying success overseas. But how would full market reform of roads look in a federation like Australia? In its responses to the 2016 Australian Infrastructure Plan and the 2015 Competition Policy Review, the Australian Government explicitly supported investigating cost-reflective road pricing as a long-term reform option, and has committed to establishing a study chaired by an eminent Australian to look into the potential impacts of road pricing reform on road users. The challenges we face in this space are manifold and complex, and we still have a long road ahead of us. However, with advocacy for reform coming from interest groups as diverse as governments, private transport companies, peak industry bodies, policy think tanks and state motoring clubs, there is now more support than ever before for changing the way we provide for and fund our roads. This book seeks to advance the road reform agenda by presenting some of the latest thinking on road pricing and provision from a variety of disciplinary approaches—researchers, economists and public sector leaders. It stresses the need for reform to ensure Australians can enjoy the benefits of efficient and sustainable transport infrastructure as our population and major metropolitan cities continue to grow. Traffic congestion is avoidable, but we must act soon. The works presented here all point to the need for change—the expertise and the technology are available, and the various reform options have been mapped out in some detail. It is time for the policy debate to shift to how, rather than if, road reform should progress.

Abstract

This chapter makes an empirical contribution by studying whether the launch of BRI has led to a shift in Central Asian attitudes towards and perceptions of China. We discuss the interaction between China and each of the five Central Asian states, highlighting local attitudes towards and perceptions of the big neighbour. We focus on economic interaction, infrastructure and education initiatives as they are among the main pillars of the BRI agenda, while acknowledging that cooperation on political, diplomatic, and security issues has been no less important for shaping perceptions of China in Central Asia. One limitation of our analysis should be mentioned. It is difficult to separate BRI analytically from other ongoing projects within the bilateral cooperation between China and the Central Asian countries, “as many bilateral agreements are now being brought under the Silk Road and BRI umbrella” (Dave 2018, p. 100). We attempt to overcome this limitation by tracing changes in attitudes towards and perception of China in general since 2013, when BRI was announced, and whether the change can be attributed to the promotion of BRI.

Abstract

While studded tires improve force transmission on icy roads, they cause damage of the road surface when running on bare roads. This report describes the interaction between studded tire and road and identifies mechanisms involved in the force transmission and road wear caused by studded tires. Test methods for experimental investigations are presented as well as the influence of different parameters on force transmission and road wear.

Abstract

Across the Chinese borderlands, investments in large-scale transnational infrastructure such as roads and special economic zones have increased exponentially over the past two decades. Based on long-term ethnographic research, Borderland Infrastructures addresses a major contradiction at the heart of this fast-paced development: small-scale traders have lost their historic strategic advantages under the growth of massive Chinese state investment and are now struggling to keep their businesses afloat. Concurrently, local ethnic minorities have become the target of radical resettlement projects, securitization, and tourism initiatives, and have in many cases grown increasingly dependent on state subsidies. At the juncture of anthropological explorations of the state, border studies, and research on transnational trade and infrastructure development, Borderland Infrastructures provides new analytical tools to understand how state power is experienced, mediated, and enacted in Xinjiang and Yunnan. In the process, Rippa offers a rich and nuanced ethnography of life across China’s peripheries.

Abstract

This work systematically describes the mechanisms of tyre/road noise atdriving and braking torque based on measurements with different tyres. The studies on the influence of circumferential force on tyre/road noise can be divided into two different tire tread designs. One sub-chapter reports about a selective influence of force induced tyre/road noise using inclined groove edges. The influence of the circumferential stiffness of the tread blocks on the tyre/road noise is discussed afterwards.

Abstract

The German pension system was the first formal pension system in the world, designed by Bismarck nearly 120 years ago. It has been very successful in providing high and reliable pension levels at reasonable contribution rates. While the generosity of the German pension system is considered a great social achievement, negative incentive effects of past reforms in the 1970s and 1980s and population aging are threatening the very core of the system. This has led to fundamental pension reforms since 1992. Based on a detailed simulation model of the German pension system, this book provides a thorough assessment of the system and its reforms. It shows that the latest reforms have put the system back onto a stable path and moved it from the old monolithic towards a multi-pillar system.

Abstract

The electrical energy on electrified bicycles offers new functional possibilities such as an active safety system to assist the rider during the braking process. This work shows the technical feasibility of such a system by presenting a rideable prototype. The so-called braking dynamics assistance system prevents the cyclist from both front wheel lockup and rollover (along the vehicle’s transverse axis).
