As a follow-up to their first collaboration Repetitions (published in Belgrade in 1994, and in English by punctum in 2013), in 2008 the authors published, also in Belgrade, Vampiri & Razumni recnik, published here by punctum as Vampires & A Reasonable Dictionary. Vampires is Radaković’s fictionalized account of a Serb living in Cologne, Germany while his former country disintegrates. He travels in the American West, ostensibly looking for the vampires causing chaos in his own country, and then returns to Europe, having found no vampires. It is a dark text, a story of destruction told in a narrative that refuses all the solaces narrative has traditionally afforded. A Reasonable Dictionary is Abbott’s personally troubled account of his and Radaković’s trip up the Drina River between the civil wars, a journey made with the novelist Peter Handke, a trip during which some of Abbott’s specifically American stories lost their moral structure.

The development of national qualifications frameworks (NQFs) around the globe has been influenced by Anglo-Saxon countries and a global policy of intergovernmental organisations. The main aim of this paper is to explore how recently developed NQFs in diverse global contexts—Ghana, Malaysia, and Serbia—fulfil two proclaimed objectives: recognition of prior learning (RPL) and support for lifelong learning. Based on a comparative analysis of official national and international policy documents relevant to the NQFs in these selected countries, conducted using the method of documentary analysis, our findings indicate that despite differences according to type, scope, and stage of development, all three NQFs are used as a policy instrument for lifelong learning on the one hand, while on the other hand, they reinforce a vocational perspective of RPL, lifelong learning, and adult education.

Bishop Nikolaj Velimirović (1881–1956) is arguably one the most controversial figures in contemporary Serbian national culture. Having been vilified by the former Yugoslav Communist authorities as a fascist and an antisemite, this Orthodox Christian thinker has over the past two decades come to be regarded in Serbian society as the most important religious person since medieval times and an embodiment of the authentic Serbian national spirit. Velimirović was formally canonised by the Serbian ...

Serbia’s national movement of the 1980s and 1990s, the author suggests, was not the product of an ancient, immutable, and aggressive Serbian national identity; nor was it an artificial creation of powerful political actors looking to capitalize on its mobilizing power. Miller argues that cultural processes are too often ignored in favor of political ones; that Serbian intellectuals did work within a historical context, but that they were not slaves to the past. His subjects are Dobrica Ćosić ...

This book focuses on the fiscal decentralisation processes and the systems of local government financing in Serbia and Montenegro in the period 2000-2015. The retrospective analysis of the decentralisation processes in both countries show that they have been moving back and forth between decentralisation and centralisation, constantly swinging the pendulum of political discourse and the legal framework on intergovernmental fiscal governance. During the observed period, the systems of local government financing in both countries have often undergone drastic changes. Thus, this study focuses on the analysis of the impact of the legal framework related to intergovernmental fiscal relations, fiscal decentralisation and local government financing in Serbia and Montenegro on local government budgets. By applying both normative and economic analyses, as well as both quantitative and qualitative research methods, the study evaluates the legal quality and economic and factual effects of relevant legislation on local government budgets and status in the period 2000-2015. The study is divided into four parts: 1) Introduction; 2) Case Study: Serbia; 3) Case Study: Montenegro (both case studies include normative, economic and empirical analyses of the fiscal decentralisation process and the system of local government financing); 4) Comparative conclusions and recommendations.

Analyzes the processes of nation-building in nineteenth and early-twentieth-century south-eastern Europe. A product of transnational comparative teamwork, this collection represents a coordinated interpretation based on ten varied academic cultures and traditions. The originality of the approach lies in a combination of three factors: [a] seeing nation-building as a process that is to a large extent driven by intellectuals and writers, rather than just a side effect of infrastructural modern...

ifferent citizens from other former Yugoslav republics who were permanent residents on their territory when the new citizenship regime came into effect. In their extreme manifestation, citizenship laws and practices have also been used as a subtle, but nonetheless powerful tool for ethnic cleansing. The deprivation of citizenship, and the subsequent loss of basic social and economic rights, has been quite effective in forcing a sizable number of individuals to leave their habitual places of residence and move either to ‘their’ kin states or abroad. The break-up of Yugoslavia and the other two multinational federations meant that millions literally went to bed as full-fledged citizens and woke up as individuals with questionable status.

Muss ein Staat seine Untaten bereuen, um außenpolitische Legitimität zu erhalten? Was bedeutet es, Kriegsverbrechen aufzuarbeiten?
