Abstract

This paper assesses coordination as a salient capability of international
interventions in complex settings characterised by weak
states, the dominance of political elites whose interest in reforms
is questionable and multiple local and international stakeholders.
It focuses on the challenge of integrating a range of national and
international actors and multiple policy domains, assessing this
operational capability in terms of a Whole-of-Society approach.
Using the example of the EU’s intervention in Kosovo through
the mechanisms of the EULEX mission, and the EU-facilitated
Dialogue between Serbia and Kosovo, the paper argues that the
EU’s impact in Kosovo was weakened by its limited ability to
include and engage a broad range of local stakeholders. While a
Whole-of-Society approach could address this weakness, the paper
also argues that a better understanding of the context-specific
opportunities and limitations placed on international organisations
like the EU is needed.

Abstract

Radical ideologies may manifest differently at first, but they do follow a similar logic: truth claims, promises of salvation and a unifying common enemy. In Yemen's transition process today, the secessionist movement Al-Hirak has summoned the spirit of South Yemen, the only Marxist state in Arabia. This book meticulously describes how East Germany supported the implantation of this alien ideology in Yemen through its policy of #on("i")#"Socialist state- and nation-building"#off("i")#. In the same breath, the analysis captures the GDR's activities in the Middle East and their vital role in Moscow's Cold War strategy. Last but least, the study provides one of the few compact overviews of East German foreign policy in the English language of today.

Abstract

Fragile states pose major development and security challenges. Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant understandings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross-national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institutional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This is should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience.
