Abstract

This edited volume presents a comprehensive and coherent interdisciplinary analysis of challenges and possibilities for sustainable governance of the Baltic Sea ecosystem by combining knowledge and approaches from natural and social sciences. Focusing on the Ecosystem Approach to Management (EAM) and associated multi-level, multi-sector and multi-actor challenges, the book provides up-to-date descriptions and analyses of environmental governance structures and processes at the macro-regional Baltic Sea level. Organised in two parts, Part 1 presents in-depth case studies of environmental governance practices and challenges linked to five key environmental problems - eutrophication, chemical pollution, overfishing, oil discharges and invasive species. Part 2 analyses and compares governance challenges and opportunities across the five case studies, focusing on governance structures and EAM implementation, knowledge integration and science support, as well as stakeholder communication and participation. Based on these cross-case comparisons, this book also draws a set of general conclusions on possible ways of improving the governance of the Baltic Sea by promoting what are identified as vital functions of environmental governance: coordination, integration, interdisciplinarity, precaution, deliberation, communication and adaptability.

Abstract

This book focuses on water services, including water supply and wastewater services and deals with the connections between these. It covers water supply mainly in urban communities, sanitation and pollution control and water resources and their linkages to water services. This book is divided in to four key sections relating to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. The chapters analyse the complexity of the water services sector based on a historical analysis of developments within the sector. The underlying conviction is that only by understanding past trends, processes and developments can the current situation in the water services be understood. Only through this understanding can policies for sustainable water services in the future be formulated. The four key sections relate to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies.

Abstract

This book compares the lessons learned from a wetland-perspective approach to the changing climate and the requirements of the Water Framework Directive (WFD) with regard to environmental conservation. Examples from Germany and Poland are discussed due to the efficiency of their respective implementations of water conservation policies. Although the general scientific interest in specific issues such as wetlands, climate change, nature conservation and the WFD enjoy a well established position in international environmental research, these four elements are rarely considered together due to the complexity of the processes, biased scenarios of global change and subjective policy background. Major challenges involved in carrying out environmental conservation actions that assess the potential impacts of climate change and management plans on water bodies are identified. The results of this approach are addressed to practitioners in the field of adaptive management in a wetlands context.

Abstract

Over the past few decades, water policies have undergone significant changes in many countries, notably due to the development of national and international political, social, and environmental issues, including globalization, trade liberalization, institutional and legal requirements, changing standards of living, management practices, and technological innovation. Policy changes include both “high level” views about water status and practical instruments, in particular with an emphasis on integrated basin management and economic policy instruments. A relevant part of the water policy literature addresses this topic, mainly as an issue related to environmental conservation. However, water remains a major productive factor, particularly in agriculture. This role is made even more prominent in light of economic crises, increased competition across markets and climate change, as well as fossil energy limitations, which also highlight the water–energy nexus as a key resource issue for future economic viability. The delay, in the past, in recognizing the economic consequences of a limited water supply, and in decoupling economic development from water demand and supply, has resulted in a water-dependent growth model, currently threatened by increasing scarcity and droughts. Consequently, there is now an urgent need for new perspectives for promoting a more sustainable and efficient use of water resources. This calls for, on the one hand, a comprehensive understanding of water efficiency and productivity and, on the other hand, an investigation of the linkages among economic sectors to illustrate trade-offs in water reallocations. In addition, this also points to the need to study the institutional innovations and economic evaluation instruments that are able to better assess policy performance and provide evidence for improved mechanism designs aimed specifically at water efficiency and productivity.

Abstract

This book presents the findings of a team of scientists and practitioners who have been working on the project “Benefits of Governance in Drought Adaptation” (in short: the DROP project), which is included in the European Union’s INTERREG IVB NWE programme. The DROP governance team developed a Governance Assessment Tool (GAT), which allows the governance setting of a given region for planning and realizing drought adaptation measures to be assessed. Based on this assessment, recommendations can be developed for regional water authorities concerning how to operate most effectively towards increased drought resilience in this context. The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. Further, the GAT can and has also been applied more broadly to a range of governance contexts for water management and beyond.

Abstract

This book summarizes the NGO Master Plan that provides a comprehensive program to rehabilitate the Lower Jordan River and its tributaries in Jordan, Israel and Palestine. It is a regional and civil society effort designed to promote the restoration of the valley’s environmental and ecological values within a realistic financial and economic framework. The plan identifies 127 specific regional and national "interventions"(projects) until the year 2050, based on seven strategic planning objectives: pollution control, sustainable water management and river rehabilitation, sustainable agriculture, Jordan River basin governance, ecological rehabilitation, sustainable tourism and cultural heritage development, and urban and infrastructure development. The total investment value is 4.58 billion USD, the plan ranks the interventions and identifies their feasibility in a short, medium and long term investment cycles considering the political environment.

Abstract

Nowadays, trust is an important determinant in the development of modern organizations. Not only is it becoming an increasingly important element of relationships between entities, but, above all, it positively influences the building of an organization's intellectual capital. This capital can be defined in different ways, but its definition always references elements that determine the potential of sustainable organizations, often in human, social, relational, organizational, and innovation dimensions. Trust is increasingly becoming the key determinant of this capital (Ko?uch, Lenart-Gansiniec, 2017). Trust also has a number of different definitions. However, the basis of many of these definitions is the building of relationships focused on developing some kind of individual or inter-organizational link. Organizational trust is a complicated concept, and it is the basis of all organized activities performed by people in the organization, largely because trust is needed to develop relationships with integrity and commitment. Thus, it is interesting to study the relationship between trust and the building of the intellectual capital of sustainable organizations. Indeed, intellectual capital plays a special role here. It is a guide and a platform for achieving not only a competitive advantage for the sustainable organization, but also a source of value creation in the short and long term. Thus, this strategic hybrid, composed of a business model, strategy, and business processes, is favorable to the development of intellectual capital (Jab?o?ski 2017). Trust is an element that ties this capital to relationships in business. Moreover, it has an integrated character (R.C. Mayer, J. H. Davis, F. D. Schoorman 1995). Assuming that, nowadays, the network paradigm is becoming increasingly important, it is worth asking how the mechanism of building trust-based intellectual capital in a sustainable organization functions as its key asset in the network environment.

Abstract

Global population growth is urban growth and, therefore, most of the water-related challenges and solutions reside in cities. Unless water management and water governance processes are significantly improved within the next decade or so, cities are likely to face serious and prolonged water insecurity, urban floods, and/or heat stress, which may result in social instability and, ultimately, massive migration. Aging water infrastructure, one of the most expensive infrastructures in cities, is a relevant challenge in order to address Sustainable Development Goal (SDG) 6: clean water and sanitation, SDG 11: sustainable cities and communities, and SDG 13: climate action. The choice of good governance arrangements has important consequences for economic performance, for the well-being of citizens, and for the quality of life in urban areas. The better governance arrangements work in coordinating policies across jurisdictions and policy fields, the better the outcomes. Rapidly-changing global conditions will make future water governance more complex than ever before in human history, and expectations are that water governance and water management will change more during the next 20 years compared to the past 100 years. In this Special Issue of Water, the focus will be on practical concepts and tools for water management and water governance, with a focus on cities.
