Abstract

Lange Zeit stellten die entkoppelten Direktzahlungen ein wichtiges Instrument zur Förderung der Landwirtschaft sowohl in den USA als auch in der EU dar. Ihre Abschaffung in den USA durch die Agrarreform von 2014 markierte den Bruch des bisherigen Trends zur Angleichung der Agrarpolitiken beider Akteure. Die vorliegende Arbeit erklärt mithilfe der Konvergenztheorie die Ursachen für die neu auftretenden Divergenzen. Es werden die Gründe für den Reformdruck in Bezug auf die Direktzahlungen identifiziert sowie die Gemeinsamkeiten und Unterschiede zwischen den USA und der EU herausgearbeitet und bewertet. Schließlich werden die Konvergenzmuster untersucht und der Konvergenzprozess erklärt. Der Analyse liegt ein umfassender Vergleich der jeweiligen Entwicklung der Direktzahlungen zugrunde, einschließlich ihrer Behandlung in der wissenschaftlichen Literatur auf beiden Seiten des Atlantiks.

Abstract

Global climate change, the extinction of species, animal pests and natural catastrophes dominate debates on the future of the earth. Often these phenomena are considered as something new, which they are not, and many of today's discussions have their roots in the past. Therefore, to cope with our problems, forward-looking thinking has to be combined with understanding for the political, economic, social, and ecological background of our present situation. In their various contributions the authors discuss the importance of the history of ecology. The book comprises the results of a workshop on "History of Ecology and the Future of Ecology" held at the DFG Graduate College in Göttingen in July, 2008.

Abstract

Agricultural input subsidies were a major feature of development policies in rural economies until the 1980s. Continuing rural poverty with low productivity and fertilizer use in smallholder staple crops has led to their resurgence in Africa. These subsidies are, however, controversial with claims of both large food security benefits and unsustainable, inefficient resource use. This book reviews current theory and evidence on the strengths and weaknesses of these programmes and the effects of programme context, design, and implementation. Theoretical arguments for agricultural subsidies are based on input promotion where farmers’ private costs (benefits) are higher (lower) than wider economic costs (benefits). These arguments, and concerns about inefficiency and diversion, are reviewed and extended to consider input affordability constraints and ‘smart’ rationing and targeting. Recent programmes in Africa have a variety of generally producer-focused objectives, with varied implementation and programme outcomes. Most pay little attention to consumer interests and potential contributions to wider growth. A detailed examination of Malawi’s controversial agricultural input subsidy programme follows. Drawing on a wide range of information sources, the political and agro-economic contexts of the programme are examined, with evidence on its implementation and impacts from 2005 to 2011. Positive impacts are recorded on beneficiaries’ production, incomes, food consumption, school enrolment, child health, and reduced need for earnings from undertaking casual labour for others. There is evidence of indirect economy-wide impacts, but this is not as strong as might be expected. Targeting and graduation are identified as critically important issues requiring continuing attention.

According to Prof. D. Despommier, by the year 2050, nearly 80% of the earth's population will reside in urban centers. Furthermore, the human population will increase by about 3 billion people during the interim. New land will be needed to grow enough food to feed them. For various reasons it was not revised and edited for publication at that time. In view of the important events currently transpiring in and around the agricultural sector of Colombia and the possible usefulness of additional historical material, it is now being published essentially as it was left in the late 1960s. I have not reviewed the available material in detail recently, so their may be errors of fact that I am not aware of, either in the numbers presented or of other sorts. Many useful studies of Colombian agriculture have been undertaken in the interim, though they may not have covered the same material as included here. &#xD;Because of the unrevised nature of the material the mode of presentation varies from chapter to chapter. Table numbers are not continuous (i.e. there may be no Table 5 in a given chapter) but their order has been maintained, sometimes through the use of decimals (e.g. Table 10.1).

Abstract

The book uses an economic lens to identify the main features of climate-smart agriculture (CSA), its likely impact, and the challenges associated with its implementation. Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. Focusing on the adaptation/resilience dimension of CSA, the text embraces a mixture of conceptual analyses, including theory, empirical and policy analysis, and case studies, to look at adaptation and resilience through three possible avenues: ex-ante reduction of vulnerability, increasing adaptive capacity, and ex-post risk coping.The book is divided into three sections. The first section provides conceptual framing, giving an overview of the CSA concept and grounding it in core economic principles. The second section is devoted to a set of case studies illustrating the economic basis of CSA in terms of reducing vulnerability, increasing adaptive capacity and ex-post risk coping. The final section addresses policy issues related to climate change. Providing information on this new and important field in an approachable way, this book helps make sense of CSA and fills intellectual and policy gaps by defining the concept and placing it within an economic decision-making framework. This book will be of interest to agricultural, environmental, and natural resource economists, development economists, and scholars of development studies, climate change, and agriculture.
