Abstract

'A free press is not a luxury. A free press is at the absolute core of equitable development' according to World Bank President James Wolfensohn. A free press is also the key to transparency and good governance and is an indispensable feature of a democracy. So how does Asia rate? In Losing Control, leading journalists analyse the state of play in all the countries of North Asia and Southeast Asia. From the herd journalism of Japan to the Stalinist system of North Korea, Losing Control provides an inside look at journalism and freedom of the press in each country. One conclusion - a combination of new technology and greater democracy is breaking the shackles that once constrained the press in Asia. 'Brings together Asia's best and brightest observers of the press.'Hamish McDonald, Foreign Editor, The Sydney Morning Herald'˜A rare insiders'™ view exposing the real dynamics behind social and political change in Asia.'Evan Williams, Foreign Correspondent, ABC TV'A timely and necessary contribution to the debate over the quality of freedom in Asia.'Geoffrey Barker, The Australian Financial Review

Abstract

This book is about Tangut translations of Chinese literary texts. Although most of the extant Tangut material comprises Buddhist texts, there are also many non-religious texts, which are mostly translations from Chinese. The central concern is how the Tanguts appropriated Chinese written culture through translation and what their reasons for this were. Of the seven chapters, the first three provide background information on the discovery of Tangut material, the emergence of the field of Tangut studies, and the history of the Tangut state. The following four chapters are devoted to different aspects of Tangut written culture and its connection with the Chinese tradition. The themes discussed here are the use of Chinese primers in Tangut education; the co-existence of manuscript and print; the question how faithful Tangut translators remained to the original texts or whether they at times adapted those to the needs of Tangut readership; the degree of translation consistency and the preservation of the intertextual elements of the original works. The book also intends to draw attention to the significant body of Chinese literature that exists in Tangut translation, especially since the originals of some of these texts are now lost.

Abstract

We cannot expect in East Asia over the foreseeable future to see the sort of conflation of sovereign states that has occurred in Europe. We must anticipate that, for the foreseeable future, the requirement will be for the sensible management and containment of competitive instincts. The establishment of a multilateral security body in East Asia that includes all the key players, and which the major powers invest with the authority to tackle the shaping of the regional security order, remains a critical piece of unfinished business.

Abstract

Since September 11, 2001, our newspapers have been filled with the ‘war on terror’; our governments have mobilised their resources for ‘homeland security’; and people everywhere are braced for more terrorist attacks. Yet while the new threat is genuine, we must not lose sight of the continuing security concerns in the Asia-Pacific. Tensions persist on the Korean peninsula, in the Taiwan Straits and the South China Sea, and in Kashmir. The region is well supplied with weapons of mass destruction and may face an arms race, and there are a range of pressing human security issues. Likewise, the strategic realities of the region remain linked with US power, and with the emergence of China as a key regional player. The book examines the developing strategic relationships in the region, and clarifies the dilemmas for Australian policy-makers as they try to balance genuine engagement with the region against a long-standing and valued alliance with the United States.Emerging from discussions between the Shanghai Institute for International Studies and the University of New South Wales at ADFA, Asia-Pacific Security has a particular relevance for foreign-policy professionals and scholars of the region.

Abstract

The absence of vibrant bondmarkets in East Asia was a significant contributor to the 1997–98 financial crisis. Ever since, the development of local bondmarkets has been a major objective of financial reforms in many East Asian economies. This effort has been frustrated by the inability to reach a consensus on whether Asian bondmarkets are truly needed in East Asia, whether they can be made viable in the competitive environment of the global economy, how they should be created and what role intergovernmental cooperation should play in their definition and creation. Developing Asian Bondmarkets helps build this consensus, proposing how to develop robust and efficient bondmarkets in East Asia. This book, the first of its kind, comes from the Finance Forum of the Pacific Economic Cooperation Council.

Abstract

Japan is quintessentially by geography a maritime country. Maritime surveillance capabilities – underwater, shore-based and airborne – are critical to its national defence posture. This book describes and assesses these capabilities, with particular respect to the underwater segment, about which there is little strategic analysis in publicly available literature.
