Abstract

"The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors.&#xD;All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders.&#xD;The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe."

Zunehmende Budgetprobleme bedrohen die Handlungsfähigkeit öffentlicher Gebietskörperschaften. Bisherige Arbeiten zur Haushaltskonsolidierung beschränken sich auf deskriptive Argumente. Mit positiver Theorie und im Rahmen der Neuen Politischen Ökonomie analysiert diese Arbeit strukturelle Grundlagen für den permanenten Ausgabedruck und prozessuale Ansätze zur Krisenbewältigung. Erfolgsbedingungen für Ausgabekürzungen können abgeleitet und empirische Fallbeispiele aufgearbeitet werden.

Abstract

Although the financial sustainability of United Nations (UN) support to institutional capacity building in post-conflict contexts may be the least analysed topic on the peacebuilding agenda, understanding the costs of rebuilding and maintaining the security sector should be one of the most important priorities for security sector reform (SSR) practitioners today. Through innovative partnerships between the UN and the World Bank, a new and important practice area in public financial management of the security sector is beginning to take shape. This paper traces the new demands placed on peacekeeping operations to â&#128;&#156;get more bang for every peacekeeping buckâ&#128;&#157;, and explores how to match SSR priorities and recurring costs in the security sector with available resources over the long term. In presenting the lessons learned from the security sector public expenditure review conducted by the UN and the World Bank in Liberia in 2012, the first such review jointly undertaken by the two organizations, the paper seeks to illustrate how the discussion on right-sizing of the security sector can go hand in hand with a discussion on right-financing in order to help prioritize key reforms pragmatically in light of the available fiscal space. Specifically, the paper provides SSR practitioners with insights into the challenges often encountered when assisting national authorities to address the political economy of SSR, and how to navigate those dilemmas.&#xD;

Cet essai est le premier résultat d’une collaboration fructueuse entre l’Association lyonnaise d’économie médicale, présidée par les professeurs L. ROCHE et D.C. LAMBERT, et le Centre Pierre Léon d’histoire économique et sociale de la région lyonnaise. Il a été réalisé dans le cadre d’une action thématique programmée du CNRS sur les Consommations médicales lyonnaises : les indices montraient que la consommation de médecine de ville est plus faible proportionnellement à Lyon que dans la moyenne nationale. Une hypothèse normale était alors d’établir une corrélation entre une surconsommation hospitalière et l’existence à Lyon d’une structure hospitalière originale, qui puisse rendre compte au moins partiellement de cette réalité. Cette publication tente de suivre l’évolution des budgets des hospices Civils depuis le début du dix-neuvième siècle jusqu’à nos jours, cette évolution économique traduisant presque la totalité des transformations dans la politique de santé, dans les comportements, dans les attitudes envers l’hôpital.

Abstract

Paysages et paysans merina sont au cœur d'une géographie intimiste des campagnes malgaches. Le paysage de ces hautes terres tropicales s'articule sur deux unités : la colline à fine pellicule de sols (la « chair de la terre ») et le bas-fond organisé autour de l'eau (« l'œil de l'eau »). Collines et bas-fonds sont perçus et interprétés par les paysans qui les valorisent et n'hésitent pas à les remodeler. La mosaïque rurale de l'Imerina est illustrée par les exemples de trois petits pays situés à faible distance de la capitale Tananarive. Leur personnalité résulte de combinaisons entre héritages historiques et permanences écologiques. Leur ruralité s'enrichit également de liaisons avec la grande ville qui suscitent de nouvelles activités. Chaque petit pays s'inscrit dans une dynamique sociale qui s'enracine dans le passé. À partir de ces histoires particulières, la crise des années quatre-vingt a joué un rôle d'accélérateur pour l'invention de solutions locales (eucalyptus, ananas, élevage laitier). La quête quotidienne de numéraire entame la production rizicole, fondement de l'alimentation. Contexte naturel, histoire des lieux et ruralité des sociétés construisent une identité merina que des initiatives paysannes ne cessent de recomposer. Le développement rural ne réussira pas en dehors de ces dynamiques locales, atout et gage d'espoir.

Abstract

The design for Quest to Learn, an innovative school in New York City that offers a “game-like” approach to learning. Quest to Learn, an innovative school for grades 6 to 12 in New York City, grew out of the idea that gaming and game design offer a promising new paradigm for curriculum and learning. The designers of Quest to Learn developed an approach to learning that draws from what games do best: drop kids into inquiry-based, complex problem spaces that are built to help players understand how they are doing, what they need to work on, and where to go next. Content is not treated as dry information but as a living resource; students are encouraged to interact with the larger world in ways that feel relevant, exciting, and empowering. Quest to Learn opened in the fall of 2009 with 76 sixth graders. In their first semester, these students learned—among other things—to convert fractions into decimals in order to break a piece of code found in a library book; to use atlases and read maps to create a location guide for a reality television series; and to create video tutorials for a hapless group of fictional inventors. This research and development document outlines the learning framework for the school, making the original design available to others in the field. Elements in development include a detailed curriculum map, a budget, and samples of student and teacher handbooks.

Abstract

The continuous miniaturization of products and the growing complexity of their embedded multifunctionalities necessitates continuous research and development efforts regarding micro components and related micro manufacturing technologies. Highly miniaturized systems, manufactured using a wide variety of materials, have found application in key technological fields, such as healthcare devices, micro implants, mobility, communications, optics, and micro electromechanical systems. Innovations required for the high-precision manufacturing of micro components can specifically be achieved through optimizations using post-process (i.e., offline) and in-process (i.e., online) metrology of both process input and output parameters, as well as geometrical features of the produced micro parts. However, it is of critical importance to reduce the metrology and optimization efforts, since process and product quality control can represent a significant portion of the total production time in micro manufacturing. To solve this fundamental challenge, research efforts have been undertaken in order to define, investigate, implement, and validate the so-called “product/process manufacturing fingerprint” concept. The “product manufacturing fingerprint” concept refers to those unique dimensional outcomes (e.g., surface topography, form error, critical dimensions, etc.) on the produced component that, if kept under control and within specifications, ensure that the entire micro component complies to its specifications. The “process manufacturing fingerprint” is a specific process parameter or feature to be monitored and controlled, in order to maintain the manufacture of products within the specified tolerances. By integrating both product and process manufacturing fingerprint concepts, the metrology and optimization efforts are highly reduced. Therefore, the quality of the micro products increases, with an obvious improvement in production yield. Accordingly, this Special Issue seeks to showcase research papers, short communications, and review articles that focus on novel methodological developments and applications in micro- and sub-micro-scale manufacturing, process monitoring and control, as well as micro and sub-micro product quality assurance. Focus will be on micro manufacturing process chains and their micro product/process fingerprint, towards full process optimization and zero-defect micro manufacturing.
