Abstract

O quarto Congresso Internacional de Cooperação e Educação-IV COOPEDU, organizado pelo Centro de Estudos Internacionais (CEI) do Instituto Universitário de Lisboa e pela Escola Superior de Educação e Ciências Sociais do Instituto Politécnico de Leiria decorreu nos dias 8 e 9 de novembro de 2018, subordinado à temática Cooperação e Educação de Qualidade. Este congresso insere-se numa linha de continuidade de intervenção por parte das duas instituições organizadoras e dos elementos coordenadores e este ano beneficiou do financiamento do Instituto Camões, obtido através de um procedimento concursal, que nos permitiu contar com a participação presencial de elementos dos Países Africanos de Língua Portuguesa, fortemente implicados nas problemáticas da Educação e da Formação. Contou também com a participação do Instituto Camões e da Fundação Calouste Gulbenkian, entidades que sistematizaram a sua intervenção nos domínios da cooperação na área da educação nos últimos anos. A opção pela temática da qualidade pareceu aos organizadores pertinente e actual. Com efeito os sistemas educativos dos países que constituem a Comunidade de países de língua portuguesa têm implementado várias reformas mas em vários domínios mantem-se a insatisfação de responsáveis políticos, pedagogos, técnicos sociais face aos resultados obtidos. Aliás o caminho de procura da Qualidade é interminável porque vai a par da aposta na exigência e na promoção da cidadania e responsabilidade social. As comunicações que agora se publicam estão organizadas em dois eixos: o das Políticas da Educação e Formação e o das dimensões em que se traduzem essas políticas. Neste último eixo encontramos fios condutores para agregarmos as comunicações apresentadas.

Abstract

Étudier en sciences sociales la formation des élites dans une perspective comparative franco-allemande peut sembler banal. Ce n'est pourtant pas le cas. Les occasions sont finalement assez rares pour les chercheurs des deux pays de confronter leurs résultats. Il est vrai que les productions scientifiques respectives s'inscrivent dans un paysage contrasté. La recherche française sur les élites est largement incarnée en Allemagne par la grande figure du sociologue Pierre Bourdieu, qui n'a pas son pendant outre-Rhin. Pourtant, en France, les travaux de l'école bourdieusienne ont été peu renouvelés depuis les années 1970 et, par ailleurs, sa prégnance théorique n'a apparemment pas favorisé l'émergence ou la réception d'autres recherches. Si de nombreux travaux récents abordent les élites en général - essentiellement sur des terrains historiques ou étrangers -, seules quelques initiatives isolées analysent, sur des aspects particuliers, les élites françaises actuelles. À l'inverse, en Allemagne, après une longue période d'occultation liée à des associations historiques embarrassantes, les publications sociologiques sur les élites foisonnent aujourd'hui de manière spectaculaire. Cette profusion traduit cependant plus une proclamation d'intérêt pour un concept qu'une restitution massive de recherches empiriques nouvelles, même si quelques enquêtes marquantes ont été réalisées ces dernières années. Publier des textes d'auteurs français et allemands sur ce thème constitue donc une démarche inédite, développée en trois temps dans le présent ouvrage. Une première partie aborde les conditions dans lesquelles se sont construites historiquement les différences observées dans la formation des élites des deux pays. Une deuxième partie présente des enquêtes récentes sur le recrutement des élites politiques, administratives et économiques. Enfin, une troisième partie s'intéresse à la manière dont, en pratique, les différences constatées se répercutent sur les conditions de travail en commun, avec des illustrations empiriques centrées sur un domaine privilégié de la coopération des élites franco-allemandes : les diverses entreprises mixtes constituées depuis quelques années.

Abstract

"Boundary disputes in the South China Sea have been a long- standing threat to peace and security in East and Southeast Asia. Without agreed defi nition of boundaries, provisional arrangements to develop resources in the disputed area have become the favored, and most effective, solution. Therefore, joint development between various countries has taken place in the form of ad hoc arrangements with the goal of achieving positive outcomes for all parties involved. Incorporating insights from ten authors from six countries (Brunei, China, Indonesia, Malaysia, the Philippines, and Vietnam), this book provides a comprehensive analysis of the incentives and policies for joint development in the South China Sea disputes. The authors also discuss the bottlenecks and proposed policy options. The authors ease doubts over joint development in South China Sea disputes and shed light on creative ways to promote cooperation. Abstract

Municipal and regional cross-border cooperation has already been common practice for a long time. This is shown by numerous existing Euroregions along the German border. The particular feature of this kind of cooperation is the participation of local and regional authorities of different states, which are separated by a national border. The judicial challenge is to legally overcome the national boundary in order to transform a mere partnership into an effective cooperation. This treatise outlines the existing instruments to implement such cooperation for German municipal authorities within their sphere of jurisdiction. Several questions are discussed: Are local authorities entitled to enter a transnational contract and if so, to what extent? What possibilities are offered by the German Constitution and existing umbrella agreements, and what is the relevance of the achievement of the European Regulation on a European Grouping of Territorial Cooperation? Furthermore, the important issue of transnational joint performance of exercising state authority as well as aspects of cross-border economic activities of local authorities are discussed.

Abstract

The most evident aspect of biodiversity is the variety of complex forms and behaviors among organisms, both living and extinct. Comparative molecular and physiological studies show that the evolution of complex phenotypic traits involves multiple levels of biological organization (i.e. genes, chromosomes, organelles, cells, individual organisms, species, etc.). Regardless of the specific molecular mechanisms and details, the evolution of different complex biological organizations share a commonality: cooperation and conflict among the parts of the biological unit under study. The potential for conflict among parts is abundant. How then do complex systems persist, given the necessity of cooperative behavior for their maintenance, when the potential for conflict occurs across all levels of biological organization? In this Research Topic and eBook we present ideas and work on the question, how coexistence of biological components at different levels of organization persists in the face of antagonistic, conflicting or even exploitative behavior of the parts? The goal of this topic is in presenting examples of cooperation and conflict at different levels of biological organization to discuss the consequences that this “tension” have had in the diversification and emergence of novel phenotypic traits. Exemplary cases are studies investigating: the evolution of genomes, formation of colonial aggregates of cells, biofilms, the origin and maintenance of multicellular organisms, and the stable coexistence of multispecies consortia producing a cooperative product. Altogether, we hope that the contributions to this Research Topic build towards mechanistic knowledge of the biological phenomenon of coexistence in the face of conflict.
