Abstract

This book explores Australia’s prospective cyber-warfare requirements and challenges. It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence’s responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s. The Foreword has been contributed by Professor Kim C. Beazley, former Minister for Defence (1984–90), who describes it as ‘a timely book which transcends old debates on priorities for the defence of Australia or forward commitments, [and] debates about globalism and regionalism’, and as ‘an invaluable compendium’ to the current process of refining the strategic guidance for Australia’s future defence policies and capabilities.

Abstract

This book constitutes the proceedings of the 5th International Workshop on Symbiotic Interaction, Symbiotic 2016, held in Padua, Italy, in October 2016.The 12 full papers and 3 short papers presented in this volume were carefully reviewed and selected from 23 submissions. The idea of symbiotic systems put forward in this workshop capitalizes on the computers’ ability to implicitly detect the users goals, preferences or/and psycho-physiological states and thereby enhancing human-computer interaction (HCI). The papers present an overview of the symbiotic relationships between humans and computers with emphasis on user-driven research on symbiotic systems, adaptive systems, implicit input data, physiological computing and BCI, but also on understanding the nature of the interdependence and agency between computers and humans more broadly.

Abstract

This book answers two central questions: firstly, is it at all possible to verify electronic equipment procured from untrusted vendors? Secondly, can I build trust into my products in such a way that I support verification by untrusting customers? In separate chapters the book takes readers through the state of the art in fields of computer science that can shed light on these questions. In a concluding chapter it discusses realistic ways forward. In discussions on cyber security, there is a tacit assumption that the manufacturer of equipment will collaborate with the user of the equipment to stop third-party wrongdoers. The Snowden files and recent deliberations on the use of Chinese equipment in the critical infrastructures of western countries have changed this. The discourse in both cases revolves around what malevolent manufacturers can do to harm their own customers, and the importance of the matter is on par with questions of national security.This book is of great interest to ICT and security professionals who need a clear understanding of the two questions posed in the subtitle, and to decision-makers in industry, national bodies and nation states.

Abstract

La 28ème Université Sportive d'Été, qui s'est tenue au mois de septembre 2010 à Aix-en-Provence, a traité d'un thème d'actualité : Virtualité et Sport. Écrans multiples, vidéo et cybersport. La cyberculture apparaît comme le domaine de la virtualité. Comme tout changement reposant sur un saut technologique innovant, elle est porteuse de progrès, de potentialités et d'inquiétudes légitimes. Tels sont d'ailleurs les trois axes d'exploration retenus par les organisateurs de l'USE, membres de l'Union Nationale des Clubs Universitaires ou de l'Union des Journalistes de Sport en France, pour aborder la question volontairement limitée à la manière dont le sport y est décliné dans une large diversité d'expression. Des conférences, des interventions plus spécifiques, suivies de débats animés, ont permis de dresser un état des lieux qui manquait encore. Autant de regards croisés proposés par des spécialistes appartenant à différents champs disciplinaires, de la médecine aux sciences économiques et sociales en passant par les sciences de l'ingénieur et les techniques de commercialisation. Le lien entre virtualité et sport ne se limite pas à la sphère de l'activité ludique. Des applications sérieuses ouvrent des perspectives intéressantes et prometteuses, par exemple dans le domaine des apprentissages sportifs, de la rééducation ou de la communication à distance. Pour autant, le jeu excessif, de distraction, d'argent et de hasard, qui s'apparente à une addiction sans drogue, associe des traits déjà connus à des comportements émergents directement liés aux nouvelles technologies. Le dispositif Internet agit comme un catalyseur. Pour le meilleur et parfois pour le pire.

Abstract

This chapter focuses on the governance of dual-use research in neuroscience in the EU. At a time when many countries are making unprecedented investments in the field of neuroscience, which sometimes are described as the ‘gold rush’ or ‘golden age’ of neuroscience, the European Commission has been supporting neuroscience – or brain research as it is sometimes called – via its research and innovation FP. In the FP7 that lasted from 2007–2013, the Commission invested €3.1 billion in neuroscience. In the first five years (until November 2018) of the following Horizon 2020 programme, a similar sum of €3.2 billion was invested (European Commission 2019a). This funding supports a number of neuroscience research projects included within the Future and Emerging Technologies (FET) programme.

Abstract

The aims of the present study are to describe the modern forms of cybercrime and analyze the substantive computer-specific offences of the Austrian Penal Code by the means of specialist literature and – as available – relevant judgments. Based on the debate about the terms “cybercrime” or “computer criminal law” and the term of data in the Austrian Penal Code, the specific substantive computer-specific offences, including the penal provision of the Data Protection Code concerning the criminal protection of personal data, are presented and discussed systematically.

Abstract

Real-time and networked embedded systems are important bidirectional bridges between the physical and the information worlds. Embedded intelligence is increasingly pervading industry, infrastructure, and public and private spaces, being identified as an emerging societal and economic “neural system” that supports both societal changes and economic growth. As cost/performance improves, objects connected in everyday life increasingly rely on embedded intelligence in an ever-growing array of application fields, specialized technologies, and engineering disciplines.While this process gradually builds the IoT, it exposes a series of specific non-trivial timing and other extra-functional requirements and system properties that are less common in other computing areas. Abstract

This chapter describes and discusses the roles of media tools and technologies in the facilitation of violent extremism and terrorism. Rather than focusing on how media report on terrorism, we investigate how extremist and terrorist groups and movements themselves have exploited various “traditional” and “new” media tools, from print to digital, outlining the significance that they have had on extremists’ ability to mark territory, intimidate some audiences, connect with other (sympathetic) audiences, radicalize, and even recruit. Underlined is that violent extremists and terrorists of all stripes have, over time, used every means at their disposal to forward their communicative goals. Also worth noting is that ‘old’ media tools are not extinct and while ‘new’ media play a prominent role in contemporary violent extremism and terrorism, ‘old’ tools—everything from murals to magazines—continue to be utilized in tandem with the former.
