Résistant, gaulliste, parlementaire, ministre à plusieurs reprises – garde des Sceaux, Premier ministre, ministre de l’Économie et des Finances, puis des Affaires étrangères, et enfin de la Défense nationale – Michel Debré est un des hommes politiques majeurs de la IVe et de la Ve République. La journée d’études, consacrée à son action au ministère de l’Économie et des Finances, permet de découvrir la période 1966‑1968, une période brève mais riche en réformes. Historiens et proches collaborateurs de Michel Debré retracent ici ces mois d’activité intense : politique budgétaire et monétaire rénovée, lancement d’un programme industriel et de la recherche scientifique ambitieux, nouvel élan donné à la formation professionnelle, innovation fiscale avec la TVA, ou encore aide au développement de l’agriculture. Abstract

The financial crisis has opened up a global debate on the taxation of the financial sector. A number of international policy initiatives, most notably by the G20, have called for major changes in the tax treatment of financial institutions and transactions as well as individuals working in the financial sector. This book examines how tax policies contributed to the financial crisis and whether taxation can play a role in the reform efforts under way to establish a sounder and safer financial system. The book looks at the pros and cons of various tax initiatives, including limiting the tax advantages to debt financing, special taxes on the financial sector and financial transactions taxes.

Abstract

The Global Financial Crisis (GFC) is the most serious economic crisis since the Great Depression. Many books have explored its causes, but this book systematically explores its consequences. The focus is primarily on the policy and political consequences of the GFC. This book asks how governments responded to the challenge and what the political consequences of the combination of the GFC itself and policy responses to it have been. Based on workshops held in the United States and the United Kingdom, it brings together leading academics to consider the divergent ways in which particular countries have responded in different ways to the crisis, including China, France, the United Kingdom, and the United States. Part of what is happening is a structural shift in economic power from east to west, but China has its fragilities while Germany offers an example of a largely successful Western model. The book also assesses attempts to develop global economic governance and to reform financial regulation and looks critically at the role of credit rating agencies. Unlike earlier crises, no new paradigm has emerged to challenge existing ways of thinking, meaning that neoliberalism has emerged relatively unscathed. The crisis has lacked a coherent and innovative intellectual response and has been characterized by remarkable policy stability.

Abstract

It is increasingly recognised that EU development cooperation policy has failed to meet its stated aims. In this book Arts and Dickson ask the obvious and important question: if the policy doesn't work, why bother with it? The authors assess why EU development policy has become largely ineffective, citing among the external causal factors the liberalisation of trade, and the growing influence of US and international actors such as the World Bank and the International Monetary Fund upon EU policy. It also considers contributing factors within the EU such as the enlargement of its membership and the resulting shifts in priorities. It is this analysis of internal and external factors affecting the decline of EU development policy that makes this study both innovative and unique. Par la nature de ses fonctions aux frontières et sa militarisation partielle en temps de guerre, l’administration des douanes a été profondément marquée par les événements nationaux et internationaux qui ont jalonné la période 1914-1940 : de la Première Guerre mondiale à la veillée d’armes de 1939-1940 en passant par l’occupation de la Rhénanie et de la Rhur, la mise en œuvre de l’union douanière franco-sarroise, la guerre civile espagnole ou la reconquête douanière des zones franches du pays de Gex et de la Haute-Savoie, les douaniers n’ont cessé durant ce quart de siècle mouvementé d’être sollicités dans un monde en profonde mutation. C’est à Jean Clinquart, spécialiste incontesté de l’histoire de la Douane, qu’il revenait de nous faire découvrir comment cette administration a vécu ces bouleversements, comment elle s’est adaptée à l’évolution profonde de l’organisation et des méthodes de travail et surtout à la complexité de ses missions. Abstract

This book develops a new theoretical approach to the explanation of systemic financial crises in industrial and emerging market countries. In contrast to standard models, the present cyclical approach is consistent with the following three stylized facts. Firstly, systemic financial crises are a recurrent phenomenon generally accompanied by excessive boom-bust cycles. Secondly, the frequency of financial crisis cycles is very irregular. Thirdly, most financial crisis cycles are initiated by positive shocks to profit expectations which induce an unsustainable build-up of financial fragility driven by irrational exuberance. The present approach is based on a sophisticated balancesheet structure with many assets, as well as on an expectation formation scheme which combines the rational expectations hypothesis with Keynes’ Beauty Contest Theory.
