Abstract

An important contribution to our understanding of the multifaceted challenges underlying sustainable solutions to ecological fisheries, the book describes how, in Chile, indiscriminate harvest of the edible shellfish Concholepas concholepas (false abalone or Loco), has been threatening not only the living of small-scale artisan fishers but also the ecosystem. In an attempt to strengthen the fishers’ livelihoods and at the same time recuperate the fish, the Chilean government introduced the regulatory measure: Management and Exploitation Areas for Benthic Resources (MEABRs), locally known as Management Areas (MAs) and internationally as Territorial Use Rights in Fisheries (TURFs). The author uses a participatory approach to this interdisciplinary issue, examining how the MAs have impacted on two fishing organizations and localities that depend for their survival on benthic resources: El Quisco (Valparaíso Region) and Puerto Oscuro (Coquimbo Region).Placed in the larger context of the critical situation of fisheries in the world, the book not only offers an example to other communities but also an insight into the complex ways politics links to economics, the local links to the regional and the global, and nature to society.
Español: Una importante contribución para nuestra comprensión de los desafíos multifacéticos que subyacen bajo soluciones sustentables para una pesca ecológica es este libro que describe como en Chile, la extracción indiscriminada de la especie comestible Concholepas concholepas (abulón falso o Loco) llegó a amenazar no tan sólo la sobrevivencia de los pequeños pescadores artesanales, sino también el ecosistema.En un esfuerzo por fortalecer el sustento de los pescadores y al mismo tiempo por recuperar la especie, el gobierno chileno introdujo la medida regulatoria Áreas de Manejo y Explotación de Recursos Bentónicos (AMERBs), conocida localmente como Áreas de Manejo (AMs), e internacionalmente como Derechos Territoriales de Pesca (TURFs). La autora usa un enfoque participativo para este tema interdisciplinario, examinando como las AM han impactado en dos organizaciones y localidades pesqueras que dependen para su sobrevivencia de los recursos bentónicos como son El Quisco (Región de Valparaíso) y Puerto Oscuro (Región de Coquimbo).Puesto en un contexto mayor de la crítica situación de las pesquerías en el mundo, el libro no es solo un ejemplo para otras comunidades sino que ofrece también una mirada sobre las complejas maneras en las cuales la política se entrelaza con la economía, lo local con lo regional y global, y la naturaleza con la sociedad.

Abstract

This book presents inter-disciplinary perspectives on the maritime journeys of the Macassan trepangers who sailed in fleets of wooden sailing vessels known as praus from the port city of Makassar in southern Sulawesi to the northern Australian coastline. These voyages date back to at least the 1700s and there is new evidence to suggest that the Macassan praus were visiting northern Australia even earlier. This book examines the Macassan journeys to and from Australia, their encounters with Indigenous communities in the north, as well as the ongoing social and cultural impact of these connections, both in Indonesia and Australia.

Abstract

The Western and Central Pacific Ocean is home to the largest tuna fishery in the world – around half of the world’s tuna supply – and is a vital economic resource for Pacific island countries. The potential of the Pacific tuna fishery to contribute to economic development in the Pacific island countries is enormous, but will require a cooperative regional strategy to maximise access fees from distant water fishing nations, as well as targeted domestic policy and legislation to encourage local fishing industries. Together with the importance of acting strategically with regard to such a variable resource, the lesson of fisheries management globally is that it is most effective when it takes into consideration social, cultural and political contexts.

Based on an extensive study of six Pacific island states, Capturing Wealth from Tuna maps out the aspirations and limitations of six Pacific island countries and proposes strategies for capturing more wealth from this resource in a sustainable and socially equitable manner.

Abstract

Fishing for Fairness develops an explicitly cultural perspective on environmental politics in the Philippines by analysing the responses of fishers to marine resource regulations. In the resource frontier of the Calamianes Islands, fishing, conservation and tourism provide the context where competing visions of how to engage with marine resources are played out. The book draws on data from ethnographic fieldwork with fishers, government and NGO officials, fish traders and tourism operators to show how the strategic responses of fishers to management initiatives are couched within particular cultural idioms. Tapping into broader notions of morality in the Philippines, fishers express a discourse that emphasises their poverty and the obligations of the wealthy to treat them with fairness. By deploying this discourse, fishers are able to reframe what are—on the surface—questions of environmental management into issues about poverty within particular social relationships. By using a cultural political ecology framework to analyse fishers’ responses to regulation, the book emphasises the distinctive ways in which marginalised people in the Philippines resist and reframe resource management initiatives. Fishing for Fairness will appeal to both academics and policy makers interested in marine resource management, political ecology, anthropology and development studies particularly throughout the Asia-Pacific.

Abstract

This book focuses on innovation in the agri-food system and the new paradigm drawn by bioeconomic approaches and principles. It draws on contributions presented during the 29th EURAGRI annual conference held in Luxemburg (September 2015) as well as on other workshops organised as part of EURAGRI. Abstract

Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

Los espacios portuarios son estructuras sociales complejas que condicionan el desarrollo social y, a su vez, son modificadas en ese mismo proceso. Esas estructuras están conformadas por una multiplicidad de elementos que incluyen: circulación de mercancías y personas, una cambiante población flotante, un intenso y variado intercambio cultural, migraciones, turismo, circulación de información y el asentamiento de industrias, entre otros. Esta diversidad, casi inabordable en su totalidad, constituye una invitación a que las ciencias sociales encaren su estudio desde una perspectiva interdisciplinaria.Este libro es el resultado del esfuerzo que, en ese sentido, lleva a cabo la Red de Estudios Portuarios. Las actividades realizadas por la red vinculan a investigadores que desde distintas disciplinas científicas indagan sobre diferentes aspectos que hacen a los espacios portuarios de la actualidad y del pasado. El conjunto de los textos reunidos en esta compilación es un claro ejemplo de ese trabajo y constituye, además, una muestra de la amplitud de aspectos desde los cuales se puede estudiar esos espacios.
