Abstract

In the United States, the exercise of police authority—and the public’s trust that police authority is used properly—is a recurring concern. Contemporary prescriptions for police reform hold that the public would trust the police more and feel a greater obligation to comply and cooperate if police-citizen interactions were marked by higher levels of procedural justice by police. In this book, Robert E. Worden and Sarah J. McLean argue that the procedural justice model of reform is a mirage. From a distance, procedural justice seems to offer relief from strained police-community relations. But a closer look at police organizations and police-citizen interactions shows that the relief offered by such reform is, in fact, illusory. A procedural justice model of policing is likely to be only loosely coupled with police practice, despite the best intentions, and improvements in procedural justice on the part of police are unlikely to result in corresponding improvements in citizens’ perceptions of procedural justice.

Abstract

This article describes the police intelligence division-of-labour. It is argued&#xD;that police organisation gains overall coherence in relation to the ‘police&#xD;métier’; a rationale that allows protagonists in the police world to make&#xD;sense of an irrational workplace structure where personal loyalty, trust&#xD;and honour (not formal organisational logic) form the basis of action&#xD;and compliance. The concept of the police métier is defined in terms of&#xD;the police professional concern with the mastery of surveillance and&#xD;coercion in the reproduction of order, the making of crime and the&#xD;governance of insecurity, and it is the polestar of the police mindset.&#xD;The article describes the police intelligence division-of-labour paying&#xD;specific attention to four different aspects of intelligence activity: the&#xD;acquisition of intelligence or information; the analysis of information in&#xD;the production of intelligence; tasking and co-ordination on the basis of&#xD;intelligence ‘product’; or being tasked on that same basis. The descriptive&#xD;analysis presented here is useful in several respects. Firstly it provides a&#xD;basis for the comparative study of police intelligence work and its&#xD;configuration within broader processes of security governance.&#xD;Secondly, it provides a prototypical organisational map useful&#xD;understanding the orientation of particular units – the organisational&#xD;elements of policework (e.g. of drug squads, primary response, public&#xD;order and homicide investigation units) – within the broader police&#xD;division-of-labour. Lastly, it provides a complex view of issues&#xD;concerning democratic governance of ‘the police’ as they are configured&#xD;as nodes within broader networks of security governance.

Abstract

This Brief presents new approaches and innovative challenges to address bringing technology into community-oriented policing efforts. “Community-oriented policing” is an approach that encourages police to develop and maintain personal relationships with citizens and community organizations. By developing these partnerships, the goal is to enhance trust and legitimacy of police by the community (and vice versa), and focus on engaging the community crime prevention and detection efforts for sustainable, long-term crime reduction.The contributions to this volume emphasize the societal implications of new technologies for community-oriented policing goals, such as:-Strengthening community policing principles through strengthed community feeling and lower feeling of insecurity- Reducing the fear of crime and enhancing the perception of security in large, urban environments-Enhancing citizens feelings' of empowerment, belonging, and collective efficacyContributions to this volume were developed out of the Next Generation Community Policing (NGCP) International Conference was co-organized by nine contributing research and development projects, funded by the Horizon 2020 SECURITY Program of the European Commission. Abstract

Protect, Serve, and Deport exposes the on-the-ground workings of local immigration enforcement in Nashville, Tennessee. Between 2007 and 2012, Nashville’s local jail participated in an immigration enforcement program called 287(g), which turned jail employees into immigration officers who identified over ten thousand removable immigrants for deportation. The vast majority of those identified for removal were not serious criminals but Latino residents arrested by local police for minor violations. Protect, Serve, and Deport explains how local politics, state laws, institutional policies, and police practices work together to deliver immigrants into an expanding federal deportation system, conveying powerful messages about race, citizenship, and belonging.

Abstract

"Leading interaction under risk is one of the aspects of being a leader in&#xD;the police. After the 22nd of July 2011 Norwegian terror attacks it has been pointed&#xD;out that the main explanatory factors as to why interaction under risk turned out&#xD;as it did not necessarily was due to the lack of resources, previous evaluations or&#xD;government plans but rather the lack of living up to these. In organisation theory, -&#xD;psychology and management literature, it is customary to distinguish between&#xD;expressed and actual ways to manage and lead, as well as between the structuralinstrumental&#xD;and the institutional perspective. These strands of research address&#xD;how the difference between general and overarching political aims and the execution&#xD;of the same aims in practice neither may be neither uncommon nor unexpected.&#xD;However, is it possible to expect more agreement between aims and actual&#xD;behaviour? If so, what may some of the underlying conditions for leading learning&#xD;from experience be? This chapter discusses what some of the underlying conditions&#xD;for leading and managing learning from experience in the case of interaction under&#xD;risk in the police may be. Specifically, conditions of learning located between the&#xD;expressed and executed, that is, between the institutional and cultural."&#xD;

Abstract

This paper describes and explains the evolution of gendarmerie-type forces, i.e. police forces with a military status, over the past three decades. It focuses on their institutional features and functions, including material and human resources, and uses case studies from Europe, the Middle East and North Africa to illustrate these characteristics in different contexts. The overall development of gendarmeries has been a somewhat paradoxical one. On the one hand, most of these forces have witnessed a considerable expansion, and come to assume an increasingly prominent role in addressing many of the currently most important security challenges, ranging from border control and counterterrorism to public order tasks in international peace operations. On the other hand, there has also been a trend towards the demilitarization of gendarmeries, which in some European countries has ultimately led to their dissolution and integration into the civilian police. The paper suggests an explanation of these seemingly contradictory developments with reference to two broad â&#128;&#147; and at least partly opposing â&#128;&#147; trends: the convergence of internal and external security agendas, which to a large extent is a post-Cold War phenomenon; and the demilitarization of internal security, which is a more long-term historical trend and part of the more general democratization process. Based on this analysis, the paper predicts that in the long run gendarmeries are likely to be further demilitarized, eventually losing their formal military status, although in the context of international peace operations militarized gendarmerie forces are expected to play an increasingly significant part.&#xD;
