Abstract

Seit über einem Jahrzehnt werden in Entwicklungs- und Schwellenländern Unternehmen des öffentlichen Sektors privatisiert. Als besonders problematisch gilt der Wassersektor auf Grund seiner ausgeprägten Monopoleigenschaften. Argentinien kann mit der Privatisierung der Wasserversorgung von Buenos Aires auf einen reichen Erfahrungsschatz verweisen. Dies nimmt der Autor zum Anlass, die Erfolge und Probleme der Privatisierung und Regulierung des argentinischen Wassersektors zu untersuchen. Ziel ist es, ausgehend von den argentinischen Erfahrungen einen Katalog von Handlungsregeln zu erarbeiten, der bei der Privatisierung öffentlicher Unternehmen in anderen Ländern beachtet werden sollte. Die Analyse erfolgt mittels des wirtschaftswissenschaftlichen Instrumentariums und den darauf aufbauenden normativen und positiven Regulierungsmodellen.

Abstract

Over recent decades, local governments in Europe have come increasingly under pressure facing a multitude of old and new challenges. Consequently, a wave of political and administrative reforms aimed at coping with these pressures has changed local governance in many nations. Local governments are not only responsible for efficient administration, high-quality services and a legally correct execution of laws, but also for ensuring legitimacy, democratic participation, accountability and trust - often under the conditions of austerity. This volume presents research findings of an international project on local public sector reforms in 31 countries and derives advice for policymakers to shape the future of local governments in Europe. The authors address basic reform areas and key features of local governance like autonomy, performance and participation.

Commons - the world belongs to us all! The never-ending global financial crisis shows: Market and state have failed. Abstract

The logic of capitalism is that of dividing and sharing. Only that in capitalism, people do not share, but rather, they themselves are divided up. For this reason, the British historian E.P. Thompson claims that »it was always a problem to explain the commons with capitalist categories«. Whoever enters into the world of the commons encounters another logic, another language and other categories. In this volume, authors from all continents investigate the anthropological foundations of the commons, and propose them at the same time as concrete utopias (E. Bloch). They make it possible to understand that everything is, or can become, commons: through processes of shared responsibility, in laboratories for self-organization and through freedom in solidarity. Commoners realize that which is already possible today, and will become obvious tomorrow. This is shown by over 40 examples from across the world. This book expands our notions of the possible when it comes to the organization of economics and society.
