Abstract

China has made some remarkable achievements during the first three decades of economic reform and opening up, rising to become one of the world’s most dynamic and globally-integrated market economies. Yet there remains much unfinished business on the reform and development agenda, coupled with newly emerging challenges. China: The Next Twenty Years of Reform and Development highlights how the deepening of reforms in critical areas such as domestic factor markets, the exchange rate regime and the health system, combined with the strengthening of channels for effective policy implementation, will enable China to cope with the challenges that lie ahead. These include responding to the pending exhaustion of the unlimited supply of labour; playing a constructive role in reducing global trade imbalances; enhancing firms’ ability to innovate; coping with migration, urbanisation and rising inequalities on scales unknown in world history; and dealing with rising energy and metal demand in an era in which low-carbon growth has become a necessity rather than a choice.

Abstract

"The Chinese economy is currently undergoing a profound institutional transformation—a quiet revolution. In a regulated environment geared to the requirements of state-owned enterprises, the successs of the private sector as the main focus for economic growth is remarkable. State-owned enterprises are currently being restructured based on market conditions in which private firms are now permitted to play an important role. Fascinated by the implications of this reform within the Chinese economy, the Asia-Pacific School of Economics and Management of The Australian National University, in conjunction with the China Center for Economic Research of Peking University research team, conducted a large sample survey. Four study sites were chosen: Beijing, Chengdu, Shunde and Wenzhou. Leading economists analyse the nature and dynamics of private sector reform within the Chinese economy and make recommendations for policy which support opportunities for growth and investment. This work, originally published by Asia Pacific Press, is reproduced here in the interests of maintaining open access to high-quality academic works no longer in print."

Abstract

For reasons of effectiveness, efficiency and equity, Australian law reform should be planned carefully. Academics can and should take the lead in this process. This book collects over 50 discrete law reform recommendations, encapsulated in short, digestible essays written by leading Australian scholars. It emerges from a major conference held at The Australian National University in 2016, which featured intensive discussion among participants from government, practice and the academy. The book is intended to serve as a national focal point for Australian legal innovation. It is divided into six main parts: commercial and corporate law, criminal law and evidence, environmental law, private law, public law, and legal practice and legal education. In addition, Indigenous perspectives on law reform are embedded throughout each part. This collective work—the first of its kind—will be of value to policy makers, media, law reform agencies, academics, practitioners and the judiciary. It provides a bird’s eye view of the current state and the future of law reform in Australia.

Abstract

Die Entstehung und die Entwicklung des Sozialstaates ist eine der bedeutendsten Errungenschaften der Neuzeit. Aufgrund gravierender Veränderungen der wirtschaftlichen und politischen Rahmenbedingungen und der Alterung der Bevölkerungen ist sein wirtschaftliches Fundament gefährdet, aufgrund ideologischer Neuentwicklungen auch seine sozialphilosophische Grundlage. Diese auch den Sozialstaat Bundesrepublik bedrohende Problematik greift der Verfasser auf. Nach einer Darstellung der Entstehung, Entwicklung und Erfolge des Sozialstaates werden seine Grenzen und die aktuelle Diskussion der Krise des Sozialstaates in Deutschland dargestellt. Nach einer Erörterung der Prinzipien des Umbaues des Sozialstaates und einer Skizze der bereits verwirklichten Reformschritte werden der Reformbedarf, die politischen Voraussetzungen für eine Sozialstaatsreform und Reformempfehlungen herausgearbeitet.

Abstract

How has the university been discussed between scientific mission, study and education since the beginning of the Bologna reform? The study examines this question using 1130 articles published in the weekly newspaper DIE ZEIT and the journal Forschung & Lehre in the period from 1999 to 2014 as examples. Thus, the connection between »research and teaching« as a description of the university tasks and its function to save and create identity, is taken into account. Furthermore, the study debates how university members and outsiders describe and evaluate the development of the university. The predominantly qualitative argumentation analyses repeatedly resort to descriptive-quantitative results to. Hence, both individual argumentation patterns and general debates around the subject of the university of the present are viewed upon.

Abstract

Lange Zeit stellten die entkoppelten Direktzahlungen ein wichtiges Instrument zur Förderung der Landwirtschaft sowohl in den USA als auch in der EU dar. Ihre Abschaffung in den USA durch die Agrarreform von 2014 markierte den Bruch des bisherigen Trends zur Angleichung der Agrarpolitiken beider Akteure. Die vorliegende Arbeit erklärt mithilfe der Konvergenztheorie die Ursachen für die neu auftretenden Divergenzen. Es werden die Gründe für den Reformdruck in Bezug auf die Direktzahlungen identifiziert sowie die Gemeinsamkeiten und Unterschiede zwischen den USA und der EU herausgearbeitet und bewertet. Schließlich werden die Konvergenzmuster untersucht und der Konvergenzprozess erklärt. Der Analyse liegt ein umfassender Vergleich der jeweiligen Entwicklung der Direktzahlungen zugrunde, einschließlich ihrer Behandlung in der wissenschaftlichen Literatur auf beiden Seiten des Atlantiks.

Abstract

This volume brings together the presentations of the 16th Göttingen Workshop on Family Law held on 19 October 2018, which dealt with the latest proposals of the Federal Ministry of Justice and Consumer Protection on the reform of guardianship law (2nd draft discussion section). At the beginning, the main changes were presented (Thomas Meyer, Heike Wunderlich) before the basic concept of guardianship responsibility in the area of personal care was examined from the perspective of science (Dieter Schwab), child and youth welfare (Helga Oberloskamp) and family jurisdiction (Werner Dürbeck). This was followed by a closer look at the basic principles of the guardian’s asset care (Tobias Fröschle) as well as the guardian's obligation to obtain approval for dispositions of claims and securities (Dagmar Zorn).

Abstract

Despite the market triumphalism that greeted the end of the Cold War, the collapse of the Soviet empire seemed initially to herald new possibilities for social democracy. In the 1990s, with a new era of peace and economic prosperity apparently imminent, people discontented with the realities of global capitalism swept social democrats into power in many Western countries. The resurgence was, however, brief. Neither the recurring economic crises of the 2000s nor the ongoing War on Terror was conducive to social democracy, which soon gave way to a prolonged decline in countries where social democrats had once held power. Arguing that neither globalization nor demographic change was key to the failure of social democracy, the contributors to this volume analyze the rise and decline of Third Way social democracy and seek to lay the groundwork for the reformulation of progressive class politics. Offering a comparative look at social democratic experience since the Cold War, the volume examines countries where social democracy has long been an influential political force?Sweden, Germany, Britain, and Australia?while also considering the history of Canada?s NDP and the emergence of New Left parties in Germany and the province of Qu?bec. The case studies point to a social democracy that has confirmed its rupture with the postwar order and its role as the primary political representative of working-class interests. Once marked by redistributive and egalitarian policy perspectives, social democracy has, the book argues, assumed a new role?that of a modernizing force advancing the neoliberal cause.

Abstract

The September 2014 elections in Fiji was one of the most anticipated in the history of the country, coming after eight years of military rule and under a radically new constitution that introduced a system of proportional representative (PR) and without any reserved communal seats. The election was won overwhelmingly by FijiFirst, a party formed by 2006 coup leader Frank Bainimarama. He subsequently embarked on a process of shifting the political configuration of Fijian politics from inter-ethnic to trans-ethnic mobilisation. The shift has not been easy in terms of changing people’s perceptions and may face some challenges in the longer term, despite Bainimarama’s clear victory in the polls. Ethnic consciousness has the capacity to become re‑articulated in different forms and to seek new opportunities for expression. This book explores these and other issues surrounding the 2014 Fiji elections in a collection of articles written from varied political, intellectual and ideological positions.
