Abstract

Le tsunami de 2004 et le cyclone Nargis de 2008 qui, à près de quatre ans d'intervalle, ont touché l'Asie du Sud-Est ont donné lieu à la mise en place de centaines de projets humanitaires et de développement. Ils ont apporté de profonds bouleversements dans la région en révélant une multitude d'enjeux, qu'ils soient politiques, économiques ou culturels. Néanmoins, sur le terrain et dans les rapports et propositions d'action ces projets visaient bien entendu à aider les victimes des catastrophes, rendues vulnérables par les éléments naturels. Là où tout était détruit, il fallait reconstruire mais, rapidement, nous nous sommes rendu compte qu'il ne s'agissait pas uniquement d'une reconstruction, mais plutôt d'une véritable construction : à l'urgence suit le développement, auquel des dizaines de milliers de personnes se sont retrouvées confrontées du jour au lendemain. La question se pose donc : un développement pour qui et pourquoi ? En observant la mise en place des actions dès le début, nous avons pu constater que les valeurs soutenues par les projets et la façon dont fonctionnait la réalité locale, complexe et efficace, n'étaient pas compatibles et que, dans certains cas, les conséquences de ces politiques de développement allaient devenir à leur tour catastrophiques, aboutissant à la création de citoyens de seconde zone n'ayant aucun autre choix que de se plier à la volonté de l'Etat et des ONG. Il s'agit ici d'observer les conséquences qu'a pu apporter une aide trop intéressée, mais aussi d'en comprendre les raisons. Pourquoi tant d'ONG ou d'organismes de développement, en voulant aider les victimes, les ont accolées à une précarité qui, si elle n'est pas toujours économique, touche néanmoins à la conscience et l'expression de leur identité ?

Abstract

Experimental tests in a physical model have been made to evaluate water circulation within the marinas and over the defence works. The aim of the experimental survey was that of assessing the water circulation intensity behind the works of Salerno and Ischitella coast and inside Fiumicino, Manfredonia and Castelvolturno port. The water circulation over the defense works was evaluated with reference to the storms, while inside marina to the action of the jet mixers. The results of tests show that water circulation is ensured by jet mixer inside marina and by storms behind defence works.

Abstract

The cytoplasmic free Ca2+ concentration ([Ca2+]i) is a key determinant of neuronal information transfer and processing. It controls a plethora of fundamental processes, including transmitter release and the induction of synaptic plasticity. This enigmatic second messenger conveys its wide variety of actions by binding to a subgroup of Ca2+ binding proteins (CaBPs) known as “Ca2+ sensors”. Well known examples of Ca2+ sensors are Troponin-C in skeletal muscle, Synaptotagmin in presynaptic terminals, and Calmodulin (CaM) in all eukaryotic cells. Since the levels of [Ca2+]i directly influence the potency of Ca2+ sensors, the Ca2+ concentration is tightly controlled by several mechanisms including another type of Ca2+ binding proteins, the Ca2+ buffers. Prominent examples of Ca2+ buffers include Parvalbumin (PV), Calbindin-D28k (CB) and Calretinin (CR), although for the latter two Ca2+ sensor functions were recently also suggested. Ca2+ buffers are distinct from sensors by their purely buffering action, i.e. they influence the spatio-temporal extent of Ca2+ signals, without directly binding downstream target proteins. Details of their action depend on their binding kinetics, mobility, and concentration. Thus, neurons can control the range of action of Ca2+ by the type and concentration of CaBPs expressed. Since buffering strongly limits the range of action of free Ca2+, the structure of the Ca2+ signaling domain and the topographical relationships between the sites of Ca2+ influx and the location of the Ca2+ sensors are central determinants in neuronal information processing. For example, postsynaptic dendritic spines act to compartmentalize Ca2+ depending on their geometry and expression of CaBPs, thereby influencing dendritic integration. At presynaptic sites it has been shown that tight, so called nanodomain coupling between Ca2+ channels and the sensor for vesicular transmitter release increases speed and reliability of synaptic transmission. Vice versa, the influence of an individual CaBP on information processing depends on the topographical relationships within the signaling domain. If e.g. source and sensor are very close, only buffers with rapid binding kinetics can interfere with signaling. This Research Topic contains a collection of work dealing with the relationships between different [Ca2+]i controlling mechanisms in the structural context of synaptic sites and their functional implications for synaptic information processing as detailed in the Editorial.

Abstract

Remote sensing and GIS play critical roles in water resource and flood inundation mapping and risk management. Remote sensing provides data sources for mapping water resources (snow and glaciers, water bodies, soil moisture and groundwater), measuring hydrological fluxes (ET, precipitation and river discharge), and monitoring drought and flooding inundation, while GIS provides the best tools for water resources, drought and flooding risk management and for setting up hydrologic models, inputting data processing and output analyses and visualizations. This Special Issue Book presents the best practices, cutting-edge technologies and applications of remote sensing, GIS and hydrologic models for water resources mapping, satellite rainfall measurements, runoff simulation, water body and flood inundation mapping and risk management. The latest technologies applied include 3D model analysis and visualization of glaciers, UAV video image classification for turf grass mapping and irrigation planning, ground penetration radar for soil moisture estimates, TRMM and GPM satellite rainfall measurements, storm hyetograph analysis, rainfall runoff and urban flooding simulation, satellite radar and optical image classification for urban water bodies and flooding inundation. The application of these technologies is expected to greatly relieve the pressures on water resources and assist in better mitigating and adapting to the impact of drought and flooding.

Abstract

In June 2015 we held a workshop on the beautiful island of Mallorca, Spain with a focus on sea level variability and change. Over 120 sea level experts from around the world attended this workshop, from a range of different disciplines. The main aims of the workshop were to: 1.) Evaluate the current state-of-knowledge of sea level science; 2.) Identify gaps and unresolved questions in any aspect of sea level science; and 3.) Design future research to address these issue. All aspects of sea level changes were covered, from global to regional, observations and modelling, processes driving mean sea level changes and extremes, from the geological scale to the instrumental era and future projections and including impacts on the coastal zones. This E-Book presents papers that came out of that workshop. Overall, these papers illustrate the multi-disciplinary nature of sea level research, cross-cutting many fields of research including: oceanography, meteorology, geology, coastal morphodynamics, engineering and the social-economic aspects. Collectively, theses articles represent an interesting range of perspectives and original studies that contribute to understanding the dynamic nature of sea level and its impacts across a wide range of time and space scales. Abstract

Extreme sea levels can lead to hazardous events, such as coastal flooding, erosion, or salt water intrusion, with-wide ranging environmental, societal, and economic consequences. In combination with climate-driven sea-level rise, and, potentially, additional changes in storminess, dynamic wave contributions, and tidal dynamics, the adverse consequences of extreme oceanographic events are expected to escalate in many regions. Integrated coastal zone impact assessments can guide the decisions on the adaptive responses to these changes in the physical environment and for the socioeconomic development of the local communities.

Abstract

Neighbourhood landscapes are the quintessential forms of urban landscapes in most cities worldwide. They are pervasive, and hence experienced by the large majority of urban dwellers in their everyday life. More than parks, nature reserves or nature areas which are visited as destinations, neighbourhood landscapes provide the most immediate, frequent and convenient form of nature experienced by urban dwellers on a daily basis. They are also valuable as social spaces to bring residents together, foster social ties, and strengthen communities. Despite their importance, surprisingly little has been written to guide the planning and design of neighbourhood landscapes.This book is written for a specific purpose, to illustrate how the design of neighbourhood landscapes helps to deliver more benefits for urban dwellers and, at the same time, protect ecosystems that facilitate human well-being. This is in turn important as the synergistic relationships between human well-being, quality of biophysical urban environment, and health of human–environment interactions fundamentally underpin urban sustainability. The authors emphasize the role neighbourhood landscapes play in forging connections between people and nature, people and people, and people and place. Most of all, the book highlights the role of focusing on people in this endeavour, as it is only when landscapes are appropriately designed, and when people recognize these benefits, that they become valued and protected as a community resource.This book is organized into two parts. Part 1 focuses on the conceptual foundations that underpin the neighbourhood landscape design guidelines being developed. In this section, the authors describe the key concepts relating functions of neighbourhood landscapes to the key urban development goals of sustainability, liveability and reliance; how they can be represented in a framework; and how a synthesis of current knowledge of cities as socio-ecological systems helps to identify principles that can guide the designing of neighbourhood landscapes. Part 2 is more application focused, and is centred on neighbourhood landscape design guidelines inspired by the concept of ecosystem services. The guidelines consist of design approaches, practical strategies, design targets and performance monitoring indicators for tracking the performance of neighbourhood landscapes. The book is written for readers in academia and design practice, and anyone who has a role in shaping neighbourhood landscapes for the benefit of urban dwellers.

Abstract

Global population growth is urban growth and, therefore, most of the water-related challenges and solutions reside in cities. Unless water management and water governance processes are significantly improved within the next decade or so, cities are likely to face serious and prolonged water insecurity, urban floods, and/or heat stress, which may result in social instability and, ultimately, massive migration. Aging water infrastructure, one of the most expensive infrastructures in cities, is a relevant challenge in order to address Sustainable Development Goal (SDG) 6: clean water and sanitation, SDG 11: sustainable cities and communities, and SDG 13: climate action. The choice of good governance arrangements has important consequences for economic performance, for the well-being of citizens, and for the quality of life in urban areas. The better governance arrangements work in coordinating policies across jurisdictions and policy fields, the better the outcomes. Rapidly-changing global conditions will make future water governance more complex than ever before in human history, and expectations are that water governance and water management will change more during the next 20 years compared to the past 100 years. In this Special Issue of Water, the focus will be on practical concepts and tools for water management and water governance, with a focus on cities.
